Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security

In collaboration with Uganda AIDS Commission, UNWomen therefore seeks the services of a competent individual to support the assessment process and ensure that the new NSP 20/21 – 24/25 assessment report demonstrate progress made in addressing gender equality, equity and rights perspectives in the National HIV and AIDS multi sectoral response.

Duties and Responsibilities

Under the supervision of the Programme Specialist – leaving No One Behind supported by the Team Lead Governance at UN Women and the Director Planning Monitoring and Strategic Information at Uganda AIDS Commission, the Consultant will undertake the following:

  1. Conduct a quick analysis to establish if the NSP progress reports e.g., for FY 2020/21 and other relevant thematic progress assessment reports provide progress information on indicators to address gender equality, equity and human rights goals in the national response to HIV and AIDS.
  2. Establish whether the JAR report captures progress on all the indicators based on the NSP and the compendium of gender sensitive indicators. Reference shall be made to compendium of gender indicators that inform the dashboard, to ensure alignment with international gender and HIV indicator lists.
  3. Engage members of the Gender technical working group and other thematic technical working groups and partners to establish progress on the Gender equality, equity and rights dimensions of HIV and AIDS.

Conduct key informant interviews and other strategic consultations with relevant committees to fill in data and progress gaps

Log of key issues to be integrated in the thematic and consolidated report

Work with NSP FY 202/21 review team to integrate the Issues identified.

Draft reports integrating all issues from the KIs and desk review

Detailed report

Priority gender related and equity issues for follow up in subsequent NSP years flagged

Highly level summarized 10-slides PPT (Communications Piece)

PPT highlighting findings and recommendations to be presented during a validation meeting.

Required Skills and Experience

Education

  • Advanced University degree in any or a combination of the following – Gender Studies, Public Health, social sciences, gender statistics, or any other related fields.

Experience

  • A minimum of 12 years’ practical experience in the field of gender equality and gender mainstreaming
  • A good understanding of the gender and equity perspectives in HIV programming.
  • Knowledge of international normative standards on women’s rights and gender mainstreaming processes
  • Knowledge of the role of UN Women and its programming is desirable
  • Working experience applying qualitative and quantitative evaluation methods, particularly at the outcome level of a final evaluation.

Language Requirements

  • Fluency in written and spoken English is essential
  • Working knowledge of another official UN language is an asset;
  • Knowledge of Uganda and the Great Lakes region is an asset
