Purpose of Activity/Assignment

The main objective of the consultancy is to provide technical assistance to UNICEF Country Office in Kazakhstan in achieving country programme results in the area of developing volunteering programmes and engagement of children,youth and private sector, in particular on climate change, environment protection, volunteering for education and child online safety.

Specifically, the Consultant will work to: 1. promote knowledge sharing and capacity building among children and young volunteers to enhance their understanding and skills related to climate change, environment protection, volunteering for education and child online safety; 2. foster partnerships with relevant stakeholders, organizations, and communities to maximize the impact and reach of the initiative; 3. support implementing volunteering programme as a cross-sectorial strategy; 4. support development and implementation of child online safety communication campaigns and community engagement initiatives in partnership with business and other stakeholders.

Financial proposal The financial proposal should include all possible costs related to implementation of the tasks under the present TOR including inter-city and in-city travel expenses. UNICEF does not provide or arrange health insurance coverage. Financial proposal must be submitted in a separate file of non-editable format (e.g. PDF). In case the bidder is a resident of Kazakhstan, please indicate VAT amount separately in your Financial Offer or clearly state if you are non-VAT payer.

Payment schedule UNICEF will only make milestone payment based on achievement of specific deliverables. Also note that UNICEF does not make advance payment and UNICEF is exempted from paying VAT and any other form of taxes. UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs is incomplete, not delivered or for failure to meet deadlines (fees reduced due to late submission: 20 days – 10%; 1 month-20%; 2 months-50%; more 2 months – payment withhold). All materials developed will remain the copyright of UNICEF and that UNICEF will be free to adapt and modify them in the future.

To qualify as an advocate for every child you will have…

• Bachelor’s degree A university degree in one of the following fields is required: international development, environment studies, human rights, sociology, anthropology, international law, or another relevant social science field • At least 3 years of experience in one or more of the following areas is required: social development programme planning, communication and/or social and behaviour change, public advocacy or another related area • Experience in support to youth engagement initiatives design, planning, implementation, monitoring • Knowledge and experience in gender equality promotion, work with girls led organizations is an asset • Demonstrated experience in project coordination, preferably in the field of youth development, volunteer engagement, or community empowerment • Proven ability to coordinate and manage complex project work, with focus on education, climate change, youth engagement, social and behaviour change • Knowledge of social and behavior change (SBC) methods and approaches including behavioral science, human centered design, communication • Experience in building partnerships with various stakeholders, including NGOs, local authorities and private sector partners • Experience in report writing, monitoring and evaluation of projects • Previous experience working with the UN funded projects desirable • Fluency in English and Russian, strong command of Kazakh will be an asset • Good communication and public speaking skills • Technical competencies: - Project coordination, preferably in the field of youth development, volunteer engagement, or community empowerment - Social and behavioral science and communication - Development and implementation of project coordination strategies, including program design, implementation, monitoring, and evaluation - Strong knowledge of best practices, approaches, and tools for promoting youth participation and volunteering - Strong interpersonal and communication skills, with the ability to engage diverse stakeholders

Evaluation Criteria The quality of technical proposal will be evaluated in accordance with the award criteria and the associated weighting as detailed below. The main approach is the combining both technical (maximum 65 score) and financial scores (maximum 35 scores) in calculating overall score for identifying a winner in selection process.

Technical evaluation (sub-criteria, total = 100 scores) - Knowledge and experience in project coordination, preferably in the field of youth development, volunteer engagement, or community empowerment = max. 20 scores - Knowledge and experience in the field of social and behavioral science and communication = max. 20 scores - Proven ability to develop and implement project coordination strategies, including program design, implementation, monitoring, and evaluation = max. 20 scores - Strong knowledge of best practices, approaches, and tools for promoting youth participation and volunteering = max. 20 scores - Strong interpersonal and communication skills, with the ability to engage diverse stakeholders = max. 20 scores

Financial Proposal

Financial Proposal Candidates must submit a financial proposal for the whole assignment based on these Terms of Reference. The financial proposal should clearly state the cost of the services for the whole workstream. The financial proposal that provides the best value for money, meaning the lowest financial proposal, will receive the highest score during assessment. This is the main principle because saved funds will be directed towards other activities to aid children in Kazakhstan. Only financial proposals that fully cover all workstream outlined in the terms of reference will be considered.

Remarks: • UNICEF will only make milestone payment based on achievement of specific deliverables. Also note that UNICEF does not make advance payment and UNICEF is exempted from paying VAT and any other form of taxes. • Completion of the UN/UNICEF mandatory trainings is obligatory upon commencement of the contract. • Only shortlisted candidates will be contacted and advance to the next stage of the selection process. • All materials developed will remain the copyright of UNICEF and UNICEF will be free to adapt and modify them in the future. • The Consultant will perform his/her duties in line with UNICEF standards and procedures. • Individuals engaged under a consultancy contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants. Consultants are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. • Payment of professional fees will be based on submission of agreed deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant • The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment.
