UNICEF Albania, as part of a project supported by Italian Government in collaboration with the Ministry of Education and Sports, the Ministry of Finance and Economy and the Ministry of Youth and Children is seeking for a local consultant who will work closely with an international consultant for the development of a career guidance programme that will be used for supporting adolescents and youth.

More in detail the scope of her/ his work will:

  • Provide a paper mapping the contributions of different actors on career development
  • Support the international consultant to developing a career guidance framework for schools in Albania serving adolescents and youth in two points of their decision-making towards education and career paths in a) compulsory education, 2) lower secondary education including VET schools.

How can you make a difference?

The national consultant will work with international consultant to develop career guidance program that will be used to support adolescents and youth. Specific deliverables will be as below:

Deliverable 1. A mapping of all actors working in career counselling developed - 10 working days (to be completed within May 2022)

Tasks:

  • Conduct interview, desk work, meeting with key informants to come up with a full picture of the main actors working in career counseling in Albania
  • Deliver a report mapping all actors/ opportunities as well as risks and for career development

Deliverable 2. Support the international consultant in the scoping mission in Albania and providing inputs (as needed) to the development of the career guidance framework - 5 working days (to be completed within June-July 2022)

Tasks:

  • Organize meetings with UNICEF and other line Ministries of to discuss on the career setting, institutional framework.
  • Support the international consultant to organize and conduct focus group discussions with schools
  • Support the international consultant to conduct key informant interviews with the main actors.
  • Support the international consultant to conduct a round table (organized by UNICEF) to present viable models)
  • Provide technical inputs, data etc. as needed for the development of the Career Guidance Framework by the International consultant

Deliverable 3. Support the international consultant in the preparation of a draft career guidance framework - 10 working days (to be completed within August-September 2022)

Tasks

  • Support the international consultants in revising the draft and final version of the career guidance framework by providing data, info, briefs, additional reviews
  • an overall description of the career guidance in schools (links to the preparation for job market as well) in Albania, model, scope, objectives, strategies
  • Roles and responsibilities in implementing the model by different actors (who does what)
  • A training methodology for career counselors in schools
  • Tools to be used to assess career orientation
  • Information package for young people to use (as self paced learning)

Deliverable 4. Support the international consultant to deliver the Training of trainers on the developed career guidance framework. 12 working days - (to be completed within Oct-Nov 2022)

  • Preparation of agendas, invitees list, facilitation of sessions as requested by international consultant and UNICEF-

To qualify as an advocate for every child you will have:

  • Advanced university degree (Master’s level or higher, preferably a PhD) in career counselling, education, or any other social science field. Degree in Career Development, Education, Social Science, Psychology etc
  • Proficiency in English (spoken and written) is required.
  • Demonstrated capacity /experience in conducting career guidance programming and curriculum development
  • Experience in delivering training of trainers in the area of education, career guidance etc
  • Experience with and adolescent’s youth will be an advantage
  • very motivated to achieve the work objectives and collaborate with people

  • Previous work conducted in this area of expertise including links, samples of work
  • Daily fee in ALL (all inclusive)

Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
