A country-wide closure of kindergartens, schools and universities was put in place on 15 March 2020, affecting 2,372,736 learners. The situation has led higher education institutions to produce more e-learning content and shift from traditional campus-based learning to e-learning. University campuses had to shift and adapt quickly to e-Learning in light of the prevailing new situation, and many higher education institutions have produced different e-learning contents that vary largely in quality and do not necessarily meet the required quality standards. Currently, E-learning has become an essential element in the higher education system in Jordan. While it has raised the importance of digital skills, it has also highlighted challenges in terms of assessment, quality of e-learning content and added more pressure to the academic lecturers, who should develop and manage e-learning content. To systemise and institutionalise e-learning on higher education level, the Ministry of Higher Education and Scientific Research is currently in the process of establishing the National Centre for E-learning and Open Educational Resources. Long Description In light of Covid-19 and to support immediate and medium terms needs for system strengthening linked to E-Learning, GIZ and UNESCO have established a partnership to strengthen institutional capacities for better preparedness and response. In this context and as overall objective, this partnership with the MoHESR aims at improving the quality of e-Learning and strengthening the national higher education system in Jordan through supporting the National Center for E-Learning and Open Educational Resources. The assignment will support UNESCO’s project “Strengthening national capacities to develop and deliver quality e-Learning in higher education institutions in Jordan”, in particular \- Supporting the process of strengthening the capacities of the National Center (through a pool of master trainers) in view of implementing an institutional capacity development programme for higher education institutions through a cascade approach. Long Description **1.2 Strategic Relevance** *This project will be linked to the work being done by UNESCO on E-Learning through the Global Education Coalition, as well as key regional support such as the development of legal frameworks for E-Learning. UNESCO will also build on its previous successful experience with similar projects in particular UNESCO's project in partnerships with the Queen Rania Teacher Academy, focusing on Blended Learning Approaches to qualify educators.* The project aims at improving the quality of e-Learning and the national higher education system in Jordan through supporting the National Center for E-Learning and Open Educational Resources. **2. PURPOSE OF THE ASSIGNMENT** *UNESCO has mobilised an International Expert, who is leading the development and implementation of the capacity development programme for master trainers under the overall supervision and coordination of UNESCO Amman Office. There is a need to collaborate closely with a National Consultant to support the implementation of the capacity development programme for master trainers, in particular support online training sessions (live lectures).* Long Description **3. DUTIES/TASKS AND EXPECTED OUTPUTS:** - Assist in the preparation of the training sessions and liaise with and participate in the online consultation meetings with the MoHESR and the International Expert. - Provide support during training sessions (likely online) and support interactive communications with the master trainers and international expert, in particular to make the communications with master trainers more fluid, and assist in contextualising key messages into the Jordanian learning culture. - Assist in the translation and interpretation from Arabic-English/English-Arabic. - Support as needed the planning for the replication and cascade implementation of the training programme, planned in 2021. The training programme is targeting 50 master trainers divided in two groups (each group 25 master trainers). **4. TIMETABLE AND DELIVERABLES** Due to COVID-19 impact, all consultations and training activities will be likely conducted online. - Deliverables: two reports (each month) on progress achieved including activities and results, main findings, recommendations and lessons learned for future capacity building training programmes. First report by 20.11 and second report by 20.12.2020. **Duration and timeframe:** The duration of this contract from 01 November to 22 December 2020 for total of 30 days.
