How can you make a difference?

Working with Ministry of Education, Youth and Sports to strengthen the existing capacity of the Office of the School Licensing and Accreditation and Evaluation on the licensing and accreditation process and develop an action plan for the next steps.

Work Assignments:

  1. Undertake an analysis regarding the current situation with respect to school licensing and accreditation of schools/educational establishments for all levels (preschool to secondary) and all types (including public, private, community others) and prepare an implementation plan for licensing and accreditation processes for schools/education establishments. (10 working days)
  2. Undertake preliminary analysis of pending requests for licensing/accreditation requests. It is estimated that about 655 schools (250 preschools, 250 basic school, and 155 secondary school) may not yet be licenced and their applications are pending. Review the applications to determine compliance with criteria in accordance with the verification list provided by GLAAE. The consultant will lead the review process and be will be supported by a team identified by GLAAE. (20 working days)
  3. Based on the review of applications work together with the office of the Inspector General to undertake verification process for the applications for licensing to determine the compliance with criteria and prepare recommendations for decisions to approve the licensing of education establishments. Prepare a report based on verification. 120 days for verification of approximately 655 schools
  4. Develop individual school profiles in accordance with the education establishment licensing request and their statute. Share the information with relevant directorates and municipal education offices. (30 days)

Duration of Assignment: 180 days, spread over from May 2022 - March 2023.

To qualify as an advocate for every child you will have…

  • Masters' Degree in Science and Education or in other relevant areas (Bachelors degree with 7-8 years experience may be considered)
  • Minimum work experience of five years in the education sector in Timor-Leste
  • Analytic and critical skills and abilities in the production of high-quality documents
  • Ability to develop implementation plans and prepare high-quality reports
  • Familiarity with and in-depth knowledge of licensing and accreditation processes for education or other relevant areas would be an asset.
  • Good understanding of information and communications technology (ACT) and the use of ICT for the management and maintenance of statistical data
  • Experience providing advisory service to members of Government and directors in public institutions with responsibility in the education sector- an asset.
