How can you make a difference?

Under supervision of the SBC Officer, assist the Ministry of Health to plan and implement the SBC interventions at National and Municipal level for development and emergency response, especially COVID-19 prevention and vaccine uptake, Nutrition at home and WASH at facility level.

Work Assignment:

  1. Support the preparation and implementation of Infodemic management training including translation of training manuals to tetum and liaise with the Ministry of Health to organize training for both national and sub-nation team of Nutrition, EPI and health promotion and establishment of Infodemic management task force at both national and sub-national levels (43 days)
  2. Support the INSPTL and implementing partners (Alola Foundation, HIM, and Timor Aid) to revise interpersonal communication (IPC) package, including IPC for COVID-19 prevention and vaccine uptake training modules, and organize IPC training for health care workers and MSG members in 14 municipalities (65 days)
  3. Support the Ministry of Health to organize RCCE meeting at national and sub-national level at least bi-monthly at national level and quarterly at municipality level (43 days)
  4. Support the Ministry of Health and IPs (world vision) in media engagement, development, and distribution of IEC materials on COVID-19 prevention and vaccination (43 days)
  5. Promotion of new vaccine roll out through effective communication and social mobilization activities in country (21 days)
  6. Facilitate capacity building of 14 SBC consultants in 14 municipalities through on the job guidance and facilitate timely submission of deliverables (21 days)

Deliverables:

1.1. Training module translated and submitted both design version and pdf version

1.2. Training schedule for health workers is submitted

1.3. Participants database of Infodemic training is submitted

1.4. Infodemic management team is established at both national and sub-national level

2.1. IPC training module final version (both design file and pdf) submitted

2.2. IPC training schedule for health care workers and MSG members submitted

2.3. Participants database of IPC training submitted

3.1. Schedule of RCCE meetings at national and sub-national level is submitted

3.2. Meetings minutes of RCCE at both national and sub-national are submitted

4.1. Submitted 5 video spots

4.2. Submitted 7 radio spots

4.3. Submitted monitoring checklists of airing on TVs

5.1. Draft rapid assessment questionnaires is translated in to Tetum

5.2. Guidelines of communication for new vaccine introduction is translated into tetum

5.3. At least two IEC materials developed for the new vaccine introduction (both Tetum and English versions)

6.1. The deliverables of SBC consultant in 13 municipalities submitted on time

6.2. Submitted final reports of SBC consultants (both design and pdf, Tetum and English versions)

To qualify as an advocate for every child you will have:

  • Bachelor degree in Medicine, health sciences, nutrition, Public Health, Health Promotion, Social and Behaviour Change Communication or related disciplines.A minimum of [insert years] of relevant professional experience in
  • Experienced in community mobilization and engagement, advocacy and media engagement
  • At least 1 year’s practical experience in COVID-19 response, including prevention and vaccination.
  • Fluency in English is required

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
