How can you make a difference?

Under the supervision of Education Officer for ECD the consultant will provide technical and operational support to the Preschool Directorate of the Ministry of Education, Youth and Sport towards finalization of the multisectoral ECD Policy and support UNICEF in the implementation of ECD/school readiness programmes.

Work Assignment:

  1. Lead and organize regular meeting with multisectoral ECD working group members including preparation of agenda, drafting of letters and maintaining close communication with all ECD working group members.
  2. Seek feedback on the draft policy document, collate and revise the document based on feedback provided by members of multisectoral ECD working group including feedback from MoEYS’ Director General of Education and Teaching and National Director of Preschool Education
  3. Support translation of policy document into Portuguese and submission for review from legal team across Ministry of Health, Ministry of Social Solidarity and Inclusion as well as legal team within the MoEYS and follow up and obtain feedback from respective legal teams.
  4. Liaise with the legal team in the ministry to collate feedback acquired from legal team across Ministry of Health and MSSI and to prepare and submit a summary to the concerned ministries. Follow up and collate the revision from Ministry of Health, Ministry of Social Solidarity and Ministry of Education, Youth and Sport and liaise with legal team in MoEYS for next steps.
  5. Submit the final summary to concerned ministries prior to presentation to Council of Ministers
  6. Lead and provide assistance to Preschool Directorate in the planning and preparation for minister’s presentation to Council of Ministers.
  7. Develop feasible action plans and coordinate with line ministries for adoption and enaction of the multisectoral ECD policy once the policy document is endorsed by the council of ministers.
  8. Work collaboratively with UNICEF education officers and the ministry of education in planning and organizing an ECD week.
  9. Support UNICEF education programme to undertake monitoring of community-based preschool program and school readiness program activities.
  10. Support implementation of parenting program for CBPS and school readiness to increase parents’ / caregivers’ awareness and ability to use child-centered, play-based learning and positive discipline methods to stimulate children in their home environments.

Deliverables:

  1. Meeting minutes
  2. Feedback on the draft policy document compiled by end July
  3. Translated version of the Policy in Portuguese sent to relevant ministries
  4. Feedback from legal teams of three ministries compiled and summary prepared
  5. Summary submitted to all relevant ministers
  6. Presentation for Minister prepared
  7. Action Plan developed
  8. ECD Week implemented and report available
  9. Monitoring report available
  10. Parenting programme implemented and report available

Payment Schedule:

1. Submission of progress report for deliverables with reference to tasks 1, 8 and 9. The reports should highlight the work pertinent to progress in relation to the operation and functioning of ECD working group and the preparation for the ECD week - by end July 2022

2. Submission of progress report for deliverables with reference to task 2,3,4. The report should indicate achievements against tasks 2,3, &4 - by end end August 2022

3. Submission of progress report for deliverable with reference to task 5 including final summary submitted to the relevant ministries and task 1 - by end September 2022

4. Submission of progress report and final presentation content and plans for presentation to council of ministers with reference to task 6 and tasks 1 and 8 - by end October 2022

5. Submission of progress report indicating feasible action plans developed and coordination plans with line ministries with reference to tasks 7, 9 and 10 - by end November 2022

6. Submission of progress report in relation to tasks 9 and 10 - by end December 2022

7. Submission of progress report with reference to tasks 1, 7, 8, 9 - by end January 2022

8. Submission of progress report with reference to tasks 7, 8, 9 - by end February 2023

9. Submission of progress report with reference to tasks 1, 7, 8, 9 and 10 - by end March 2023

10. Submission of progress report with reference to tasks 7, 8, 9 and 10 - by end April 2023

11. Submission of progress report with reference to tasks 1, 7, 8, 9 and 10 - by end May 2023

12. Submission of progress report with reference to tasks 1, 7, 8, 9 and 10 and submission of final report - by mid June 2023

Duration of Appointment: 11,5 months (1st July 2022 - 14th June 2023)

To qualify as an advocate for every child you will have…

  • Bachelor’s degree in one of the disciplines relevant to the following areas: Education; Primary Education, Early Childhood Development and or Social Sciences
  • A minimum of five years of professional work experience in education programme at national level on Early Childhood development and/ or Education related programmes. Experience working in the UN or other international development organization is an asset.
  • Fluency in English, Tetum language required. Proficiency in Portuguese is an asset.
  • Technical Knowledge:

    1. Specific Technical Knowledge required
    • Essential professional knowledge of Education/Basic Education programmes
    • Essential Technical Knowledge on the theories, principles and methods particularly on early childhood development, preschool education or school readiness
    1. Common Technical Knowledge required

    Skills, knowledge and practical abilities in:

    • Project management in Education
    • Training and capacity development in Education
    • Monitoring and evaluation
    • ICT skills
