  • Fluency in English is required for this consultancy assignment; knowledge of French or another UN language is an advantage.

Result of Service Proper functioning internet-accessible data dashboard for the Ministry of Foreign Affairs' Botswana with data populated for monitoring key performance indicators.

Expected duration The consultant will be paid a total of $24,000.00 for the assignment, which shall be paid in 12 months.

Duties and Responsibilities ECA supports member states in developing an online statistical dashboard to monitor digital-based data collection fieldwork. ECA's dashboard to monitor digital census has been implemented in several African countries. There is an ongoing request from member states to provide technical assistance in the field.

In addition to the Census dashboard, the Ministry of Foreign Affairs of Botswana (MoFA) of the Government of Botswana requested that ECA establish an Operational Data Dashboard (Dashboard) to monitor progress on strategic deliverables expenditure and trend analysis. The dashboard will facilitate MoFA's delivery of its mandate by enabling Management and the Executive in the Ministry to establish whether set targets and goals are met, understand the trends in the Key Performance Indicators (KPIs), to use the information generated in taking appropriate and timely action. The dashboard would also assist with effective tracking of performance, identifying strengths and weaknesses associated with implementation and coordination of Ministry initiatives, and enabling the production of real-time reports. The dashboard is expected to improve MoFA's efficiencies and hence to the country's National Vision 2036 and the national development agenda, which is aligned with the 2030 Agenda and its Sustainable Development Goals as well as the continental Agenda 2063. In addition, once the dashboard is developed and implemented, it could serve as a model that the United Nations Economic Commission for Africa (UNECA) could replicate for other ministries and government offices across the rest of the member states. A virtual meeting was held between the Management of the Ministry and the United Nations Economic Commission for Africa (ECA) in May 2021 to discuss the proposed Dashboard development and explore the support that ECA could provide in its development. As a result of that meeting, it was agreed to establish a technical team of the Ministry that would work closely with ECA and MoFA to formally submit to UNECA for assistance with the development of the dashboard. Drawing from the experiences of ECA in the Census dashboard development, the consultancy will support the development and implementation of an online, operational dashboard that could be customized to help government departments, ministries, agencies and statistical offices measure performance and disseminate analytical data from datasets through applying various statistical methods.

OBJECTIVE The objective of the consultancy is to provide data management support for the development and implementation of an Operational Data Dashboard that monitors progress on strategic deliverables and trend analysis at the Ministry of Foreign Affairs of Botswana.

Under the general supervision of the Director of the African Centre for Statistics (ACS) and the direct supervision of the chief of Statistical Data Development, Data Innovation and Outreach Section of ACS; the successful Consultant will have the following list of duties and responsibilities: - Manage the proposed functioning and use of the dashboard - Establish data collection systems to gather data from various units - Assist in the data entry for KPIs and contribute to quarterly reporting on KPIs - Invite users and assign appropriate roles and permission per the guidance of the MoFA management - Set up configuration items such as data sources, performance period, unit of measure, frequency, reference, etc. - Assist in developing, testing, and implementing aggregating metrics for KPIs, strategic objectives, and perspectives. - Provide support and training to users in the use of performance dashboard and management of data - Assist in the preparation of user manuals, training packages and guidelines for the proper use of the dashboard application - Regularly report on the progress of activities related to the dashboard - Performs other duties as assigned.

Qualifications/special skills Advanced University Degree (Master’s Degree or Equivalent) in either of statistics, economics, or information science fields is required. A first-level University Degree in combination with two additional years of relevant experience may be accepted in lieu of the Master’s Degree.

A minimum of 3 years of relevant work experience in data analysis, data collection, research and communication is required.

English and French are the working languages of the United Nations Secretariat. For this consultancy assignment, fluency in English is required. Knowledge of the other is an advantage. Knowledge of another UN Language is an advantage.
