As the multiple crises in Lebanon continue to unfold, and with the increasing multiple vulnerabilities of all children, regardless of nationality, and the deteriorating protection environment for women and children, UNICEF has shifted towards a greater focus on preventive strategies including the monitoring of children’s wellbeing through community-based protection mechanisms including the introduction/further development of a para social work function within its existing services and programmes.

The intention of introducing/developing further this para social work function is to facilitate the adequate response to children’s basic needs, but also ensure they are linked to services that address their social, emotional and psychological needs. Global evidence has demonstrated the important role such functions hold in ensuring continuous support to children and families and in early identification and intervention of issues/problems within families that could lead to increase in violence, exploitation, abuse, neglect of children, especially in rapidly deteriorating socio-economic conditions.

UNICEF is seeking the services of an individual to work on developing guidelines for the para social work function in Lebanon. The guidelines should be in line with the Global Toolkit for Community CP Volunteers that was launched in 2022 by the Alliance for Child Protection in Humanitarian Action. It should also draw on success and lessons learnt from other countries that have introduced this function at scale.

  • An advanced university degree (Master’s or higher) in Child Protection, Social Work, Humanities, or similar field.
  • A minimum of 5 years of relevant professional experience in Child Protection, Social Work – strong knowledge of GBV considered an asset.
  • Advance knowledge of general social work functions or child protection case management
  • Strong background in community-based protection, community mobilization, etc.
  • Excellent analytical, conceptual, and writing skills
  • Strong writing and communication skills in English and Arabic.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
