Purpose of Activity/Assignment:

This assignment is part of the multi-year, USAID/BHA - funded “Strengthening Local and National Capacities for Emergency

Preparedness and Response in High Earthquake Risk and Natural Hazard Prone Countries of Central Asia implemented by UNICEF

jointly with the Ministry of Emergency Situations (MES) and Red Crescent Society of Uzbekistan (RCSU). The programme focuses

on earthquake-informed emergency preparedness and early-action through building the capacities of national and regional

partners. As disasters can exacerbate the existing inequalities and risk of women, girls and boys face, a specific attention was

given on how to mitigate the risks that will be increased during an emergency.

To ensure gender and GBV is well integrated in the disaster preparedness and response component, the national consultant will

support UNICEF in adaptation of the Strategy on Gender in Emergencies, pre- testing and roll out of GBV Safety Audit Tool and

delivering trainings to selected representatives of MES, RSCU, senior management of schools in target regions and UNICEF. The

training package will include topics on Gender in Emergencies, GBV risk mitigation, including the elements of Protection from

Sexual Exploitation and Abuse (PSEA), standards, principles, methodology and tools to be applied in the emergency preparedness

and response.

Scope of Work:

The consultancy will be under the direct supervision of the UNICEF Gender and Inclusion Specialist and in close coordination with

Emergency Officer and Child Protection Section. The consultancy is home-based and will include the following objectives:

  1. Adapt the Gender in Emergencies Strategy Note for Central Asia and the GBV Safety Audit Tool developed by the

international consultant to the context of Uzbekistan and coordination with stakeholders to ensure the understanding

and its further application in the national context and development plans.

  1. In collaboration with UNICEF Regional Office Consultant on Gender in Emergencies, support teams in UNICEF and Red

Crescent Society of Uzbekistan (RCSU) to roll out the Gender in Emergencies Strategy Note for Uzbekistan and the GBV

Safety Audit Tool into the organizations’ strategic documents, including emergency preparedness, response and

contingency plans.

  1. Enhance capacity of national government and humanitarian partners on the Gender in Emergencies Strategy Note for

Uzbekistan and the GBV Safety Audit Tool, gender related commitments of UNICEF’s Core Commitment for Children in

Humanitarian Action.

  1. Conduct capacity building sessions in the Tashkent city, Tashkent Region, Samarkand Region, Namangan Region and

Surkhandarya Region to develop participants’ skills on understanding the impact of gender and GBV in disasters, with a

specific contextual focus on earthquake and how to effectively identify and mitigate GBV risks within Emergency

Preparedness Planning/EPP, in line with IFRC and UNICEF guidelines.

  1. Develop Uzbekistan specific GBV risk mitigation action plan in coordination with national stakeholders and UNICEF.

  2. Support national stakeholders in the implementation of country specific GBV risk mitigation action plans, including the

adaptation of global safety audit tools to the country context to mitigate GBV risks (including in WASH facilities) in

coordination with UNICEF and RO international consultant when needed.1 Revise the DRM plans developed by the

Institute for Civil Protection to ensure that the DRM plans are gender sensitive.

  1. Incorporate the internal accountability policies including PSEA and practical examples to the training modules.

The consultant is expected to deliver the trainings in Tashkent and selected regions using adult learning techniques and mixed

methods such as pre-readings, offline assignments, group work, online presentation, and discussion, assessing pre-post

knowledge etc. The training will be delivered mostly in Russian and Uzbek where applicable. The training reports will be

submitted by consultant upon completion within 3 business days. Draft the interim and final reports complemented by training

and educational materials.

Deliverable 2: The Gender in Emergencies Strategy Note for Uzbekistan and the GBV Safety Audit Tool integrated into UNICEF and RCSU emergency preparedness, response and contingency plans - RCSU emergency preparedness, response and contingency plans - 15 May 2023 (5 w/d);

Deliverable 3: Capacity Development Activities: Participated in the online trainings organized for Central Asian countries by the UNICEF’s international consultant. Conducted seminars and/or trainings for the staff of UNICEF, staff and volunteers of RCSU, staff of the MES, administrative and teaching personnel of target schools in Tashkent city, Tashkent Region, Samarkand Region, Namangan Region, and Surkhandarya Region on GiE and GBV risk mitigation - Report on conducted seminars/trainings on the gender in emergencies and GBV risk mitigations for the staff of the MES, UNICEF and RCSU, including volunteers and senior management of the target schools - 28 May 2023 (15 w/d);

Deliverable 4. Uzbekistan specific GBV risk mitigation action plan developed and endorsed by the humanitarian partners - GBV risk mitigation action plan - 15 June 2023 (20 w/d);

Deliverable 5: Coach/Build capacities of field teams (principals, teachers, and representatives of the MES and RCSU) on GiE Report on each field seminar (visit) (Tashkent city, Tashkent Region, Samarkand Region, Namangan Region, and Surkhandarya Region) on the coaching sessions provided for the national stakeholders on GiE concept - 26 June 2023 (5 w/d);

Deliverable 6: Revision of DRM Plans Revise the School DRM Plans developed by the Institute for Civil Protection from the gender perspective - Report on the revision of the DRM Plans with comprehensive analysis, including gaps, and recommendations - 3 July 2023 (5w/d);

Deliverable 7: Final report that includes: 1. Executive summary. 2. Main activities conducted in line with the set deliverables. 3. Description of challenges faced during the consultancy mission. 4. A detailed summary of each coaching field visit, including gender and age disaggregated data of the participants. 5. Annexed Uzbekistan Gender in Emergencies Strategy Note 6. Annexed the GBV Safety Audit Tool 7. Annexed Uzbekistan GBV risk mitigation action plan.

The final report - 17 July 2023 (5 w/d)

Perform other duties as assigned.

Total: 65 days

Final rate shall follow the “best value for money” principle, i.e., achieving the desired outcome at the lowest possible fee. Consultants will be asked to stipulate all-inclusive fees, including lump sum travel and subsistence costs, as applicable.

Payment of professional fees will be based on submission of agreed deliverables. UNICEF reserves the right to withhold payment in

case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of

the consultant.

To qualify as an advocate for every child you will have…

Education:

University degree in law, social sciences, international relations, or other relevant field; advanced degree in the same fields will be an asset;

Experience:

  • Excellent understanding of CEDAW principles with focus on GBV and gender issues in the local context, and experience in conducting gender & GBV training, development of the curriculum, gender analysis and assessments.
  • Proven successful experience in conducting trainings
  • Experience working with UN Agencies is an asset.
  • Good analytical and report writing skills.

Language requirements:

  • Proficient knowledge of Russian
  • English and/or Uzbek is an asset

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
