Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the center of all its efforts, the UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors.

UN Women emphasize the prevention of VAWG through transforming negative social norms and strengthening the availability of services to women survivors of violence. UN Women Serbia partner with the government and CSOs to advocate for ending violence, increase awareness of the causes and consequences of violence, build capacity of partners and promote the need for changing norms towards advancing gender equality and women’s rights. By establishing the grounds on strengthening the capacities of professionals in protection and response to VAWG in line with the Istanbul Convention, in addition to support provided to women CSOs in enhancing legislative and policy environment on eliminating VAWG, UN Women in Serbia is promoting the zero tolerance towards VAWG policy.

Under the Project Improving Safety of Women in Serbia (ISWS), funded by the Ministry of Foreign Affairs of Norway, Serbia Office is working to ensure that women and girls in Serbia and Montenegro live in a society free from violence.

One of the main project results is related to supporting women’s civil society organizations to pilot innovative outreach programs for informing and communication with rural women and girls on prevention of and protection from violence. At the moment, 6 civil society organizations and the Commissioner for Protection of Equality (CPE) have received grants under the ISWS project.

In order to present project results, UN Women maintains regular communication with the donor, Ministry of Foreign Affairs of Norway. The donor is increasingly striving to present the results achieved in the ISWS project through its communication channels, which significantly strengthens the link between the donor and UN Women. On the other hand, CSOs and the CPE - project grantees achieve significant results related to empowering rural women to recognize and report violence and discrimination. Therefore, UN Women aspires to support grantees to increase the visibility of their results as well as to promote their work through its communication channels in a way that is most accessible to the general public. In this way, UN Women fulfills its educational role by informing the women and men about the harmfulness of gender discrimination and gender-based violence as the most serious form of violation of women's human rights.

The objective of this assignment contract is to support and advance donor-oriented communication activities and increase visibility of grantee’s project implementation. The consultant will assist UN Women Serbia office in informing the donor about the achieved results through different communication tools, as well as to support grantees and women’s CSO partners to increase the visibility of their project implementation, including providing support to UN Women communication team in promoting grantee’s achievements.

Duties and Responsibilities

Working under the overall supervision of the UN Women Project Officer and Communication Officer, the consultant will be responsible for the following:

  • Inform the donor about the achieved results through innovative communication tools (i.e., data visualization, infographics, one-pagers, etc.);
  • Support grantees to increase the visibility of their project implementation through providing communication consultancies depending on the needs and communication skills of the grantee;
  • Provide advice and guidance to grantees to ensure a unified visual identity for all program activities, materials, and events. Oversee the qualitative aspects of production, (e.g., quality control, translations, reviews of layout and graphic design);
  • Support women's CSOs from Montenegro to increase the visibility of their achieved results based on the activities foreseen in the contract concluded with UN Women Serbia;
  • Support UN Women communication team in promoting grantee’s achievements (providing short success stories, event reports, social media posts, visuals, etc.);
  • Draft human impact stories and promote them in traditional and social media in visual appealing way.

  • Minimum of 1 year of experience in providing communication support to project grantee(s) (i.e., drafting different media content);
  • Experience in the field of gender equality, including combating gender-based violence and discrimination.

Language:

Fluency in English and Serbian (written and oral).

Evaluation of applicants****:

Consultants will be evaluated using a cumulative analysis method taking into consideration the combination of qualifications and financial proposal. Contract will be awarded to the individual consultant whose offer has been evaluated and determined as:

  1. Responsive/compliant/acceptable, and
  2. Having received the highest score out of below defined technical and financial criteria.

Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for financial evaluation.

Financial Evaluation (30%) – max. 30 points:

The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion. A suggested formula is as follows:
