Background
The United Nations Office on Drugs and Crime (UNODC) is a global leader in the fight against illicit drugs and international crime, including terrorism. It is a leading provider of specialized assistance to Governments for addressing the legal, criminal justice and rule of law aspects of counter-narcotics, crime prevention and counterterrorism. It operates in all regions of the world through an extensive network of field offices.
UNODC has been supporting the Philippines from its regional office for Southeast Asia and the Pacific (ROSEAP) in Bangkok. As part of the UNODC ROSEAP support to the region a Program Office in the Philippines (POPH) was opened in September 2017 with the support of the Resident Coordinator Office. Since then, UNODC has been providing technical assistance to the Dangerous Drug Board (DDB), Philippines Drug Enforcement Agency (PDEA), Philippine National Police (PNP), Department of Health (DOH), Department of Education (DepEd) and Department of Social Welfare and Development (DSWD), Department of Interior and Local Government (DILG), and the Local Government Units (LGUs) through the Anti-drug Abuse Council (ADACs) on drug-related responses.
This aligns with the outcome document of the UNGASS 2016 on the world drug problem, including the demand reduction – prevention, treatment and care – pillar to complement supply reduction efforts. Training and capacity building on a health-centered, evidence-based and human rights-based approach to drug control was provided to law enforcement, local governments and frontline community workers. Community-based drug treatment and care for people affected by drug use and dependence have been the focus of UNODC’s work in the Philippines
Based on the most recent estimate done by the UNAIDS (2021) there are around 110-120,000 people living with HIV with an incidence of 0.15 per 1000 Filipinos. With a record annual increase of 273% measured from 2010 to 2020, the Philippines is marked as the country with the fastest-growing HIV epidemic in Asia and the Pacific Region.
Looking at the distribution of cases per sex principally infected are males with 94% (85,578) of total cases. Observing the number of women aged 15 and over living with HIV totaled 7100 [6500-7700] we are attributing this number to a share of 6% of totally registered cases with only one in 4-5 women of registered cases receiving ART (1753 cases in total) or 24%.
Duties and Responsibilities
OBJECTIVES OF THE ASSIGNMENT
The objective of the assessment is to support the effective implementation of HIV-related project activities under the Health and Drugs portfolio, more specifically related to the UNAIDS Unified Budget, Results and Accountability Framework country envelope
The following objectives are to be tackled:
- Rapid Needs Assessment for PWID in Cebu (tri-cities) implemented
- Preparatory activities related to the Operational Research on Harm Reduction in Cebu facilitated and coordinated
- Law Enforcement groups are trained on HIV service provision
- disseminated through integrated capacity development approaches for LGUs using the revised CBTX toolkit
SCOPE OF WORK
From 5 December 2022 to 31 March 2023, the consultant will provide services to UNODC on research, organizing and facilitating trainings, and report-writing.
The consultant will work with the Health and Drugs team of the UNODC Programme Office in the Philippines (POPHL) in carrying out the deliverables set in this TOR. The scope of work includes:
- Organization and documentation of the findings of Focus Group Discussions and Key Informant Interviews in Cebu
- Organization of the meeting of the advisory group on harm reduction in the Cebu region
- Organization and facilitation of the training workshop for LE groups on HIV Service provision
- Organization of the training workshop for the selected LGUs on the revised CBTX toolkit including the dissemination of the Revised Guidance Document on Community-based Drug Treatment and Care

INSTITUTIONAL ARRANGEMENT
The Consultant shall be directly supervised by the local Health and Drugs Programme Officer, with the overall guidance of the Health and Drugs Programme Officer. The local Health and Drugs Programme Officer will facilitate internal communications and processes for acceptance and approval of the outputs.
DUTY STATION AND DURATION OF WORK
Duty Station: Home-based. The Consultant is expected to work remotely and provide his/her own laptop, workspace, and internet connection for the work requirement. The expected duration of the assignment is 72 working days between 5 December 2022 to 31 March, 2023, unless revised in a mutually agreed upon timetable between the Consultant and UNODC. Regular updating/reporting to the designated coordinator assigned for the project is necessary and expected.
In light of the COVID-19 pandemic and the declaration of State of Public Health Emergency in the Philippines, all work and travel of the Individual consultant shall be done within the guidelines and protocols set by the local and national government. Field work, trainings, meetings, and coordination shall be done in compliance with community quarantine policies.
SCOPE OF PRICE PROPOSAL AND SCHEDULE OF PAYMENTS
- The Contractor should send the financial proposal based on a lump-sum amount for the delivery of the outputs identified below. The total amount quoted shall be “all inclusive” (professional daily fees X number of days, communications, transportation, etc.) that could possibly be incurredby the Contractor should be factored into the final amount submitted in the proposal. Travel, as deemed relevant by UNDP and compliant with government guidelines on community quarantine,will be arranged and paid for by UNDP and should not be included in the financial proposal.
- Medical/health insurance must be purchased by the individual at his/her own expense, and upon award of contract, the contractor must be ready to submit proof of insurance valid duringcontract duration
- The contract price will be fixed output-based price. Any deviations from the output and
timelinewill be agreed upon between the Contractor and UNDP.
- Payments will be done upon satisfactory completion of the delivery by target due dates. Outputs will be certified by the Senior Policy Advisor of UNODC prior to release of payments.

QUALIFICATIONS OF THE SUCCESSFUL INDIVIDUAL CONTRACTORS
The Offers received will be evaluated using a combined scoring method where qualifications and technical proposal will be weighted 70 points and combined with the price offer which will be weighted 30 points.
The review of CV and Portfolio will be rated using the criteria in the table below. Only offerors who will obtain a minimum of 49 out of 70 obtainable points will be considered qualified and shortlisted

RECOMMENDED PRESENTATION OF OFFER

If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.
