1.Purpose of the Consultancy
The purpose of this consultancy is to assist in advancing the operationalization of the Humanitarian-Development-Peace Nexus in North Darfur state, with a focus on the implementation of the EU COVID-19 Response Sudan Project, which utilizes a health system lens to ensure resilience in responding to health emergencies towards HS and UHC.
2.Background
Sudan is undergoing a fragile and volatile transition. Following a thirty-year regime, a revolution resulting in a power-sharing agreement between military/security services and civilian opposition groups led to a civilian-led government that took over by September 2019. Later, 2 years into the transition, a military takeover took place and hence all achieved economic developments diminished and relations with the international community once more deteriorated. The country lives in a situation of instability in all domains. The severity of the crisis is reflected in high inflation, the devaluation of the currency, and service shortages. Needed economic reforms were already expected to put additional strain on the population, while the country was confronted with the immediate consequences of the COVID-19 pandemic and other health emergencies on top of the effects of violent clashes in different parts and migration from neighboring countries in war.
The EU-supported “COVID-19 RESPONSE SUDAN” project came in 2020 as part of global EU funding for the HDPNx and COVID-19 with the hope of achieving the objective of “The health system is sustainably strengthened for epidemic preparedness and response”. The project’s specific objectives are: (i) Governance and coordination are strengthened to minimize the spread of COVID-19; (ii) Surveillance, rapid response and laboratory capacities are strengthened; (iii) Capacity to isolate and manage cases is strengthened, (iv) Risk communication and WASH measures at health facility level are strengthened, (v) Essential primary health care and emergency care services are maintained.
The project covers 10 states out of 18 states in Sudan, with North Darfur having exceptional importance as the state is under the support of 2 other EU grants with similar objectives, mainly on the HDPN and HS for HS and UHC aspects. The state also has a special situation as a state moving on the recovery phase of prolonged war but having the focus as the center of Darfur states governance.
Given the promising situation of North Darfur state, and the good progress achieved in the state on building local health system capacities from the various projects, despite the multiplicity of epidemics and health emergencies, and the other challenges given the conflicts and migration despite the recent peace agreement, it is crucial that special focus is given to the state to guide advancing the progress on the HDPNx operationalization.
3. Planned timeline
The TA is expected to be for 12 months period starting by April 2023.

4.Work to be delivered
To achieve the below list of tasks and responsibilities, a national consultant will be selected to review, develop, and assist in the implementation of the priority HDPNx plan focusing on building resilience towards emergencies and epidemics preparedness and response; through:
Output 1: Review the current situation of the health system and health security in North Darfur
Deliverable 1.1: Evaluate the status of the health system and health security in North Darfur including hazards and system capacities and provide an updated comprehensive state health profile.
Deliverable 1.2: Review all current interventions supporting health systems resilience and health security, with a special focus on those taking a nexus approach, analyze and document them for future mutual benefits and interlinkages.
Deliverable 1.3: Conduct meetings with North Darfur MOH and other key actors and stakeholders to discuss needs, gaps, and priorities, facilitating the development of an intervention plan to advance the HDPNx work.
Output 2: Develop a context-specific plan for HDPNx system resilience building towards health emergencies and epidemics preparedness and response.
Deliverable 2.1: Design and present a draft of the context-specific plan for HDPNx operationalization; building system resilience towards health emergencies and epidemic preparedness and response, with a focus on the HDPNx EU COVID-19 Response project.
Deliverable 2.2: Conduct technical consultation and advocacy meetings for concerned stakeholders and partners to agree on the final plan and the implementation timeline and responsibilities.
Output 3: Support the implementation, monitoring and evaluation of the developed HDPNx plan on system resilience building towards health emergencies and epidemics preparedness/response
Deliverable 3.1: Support the implementation of activities and interventions of the plan, including capacity building.
Deliverable 3.2: Support monitoring and reporting of the implemented activities and coordinate with all partners for joint harmonised actions.
Deliverable 3.3: Evaluate the progress of advancing HDPNx implementation and document successes and lessons learnt towards building system resilience for emergencies’ preparedness and response.
5.Specific requirements
- Qualifications required:
- Essential: Advanced university degree (master’s level or above) in public health or equivalent.
- Experience required:
- Essential: From 7 to 10 years of relevant experience in Public Health and systems strengthening.
- Desirable: Focused experience in health system strengthening and/or project management.
- Skills / Technical skills and knowledge:
- Excellent analytical and strong communication skills
- Excellent organizational and administrative skills
- Preferable proven knowledge and practical experience in assessments and development of plans, as well as reporting, M&E and documentation of experiences, success stories and lessons learnt.
- Ability to work with multiple stakeholders and partners.
- Excellent in written skills.
- Language Requirements:
English language: Expert level in reading, writing, and speaking.
Arabic Language: Expert level in reading, writing, and speaking.
6. Place of assignment
El-Fashir city, North Darfur state
7.Medical clearance
The selected Consultant will be expected to provide a medical certificate of fitness for work.
8.Travel
This Consultancy may include travel to locations beyond El-Fashir city for oversight, technical support and/or attending meetings with stakeholders at the local levels, depending on needs and agreement with the supervisor.
All travel arrangements will be made by WHO when agreed to be necessary – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. If on mission under the terms of this consultancy, the Consultant will receive a subsistence allowance.
