To support a standardized reporting process in this regard, the OGG/PMO is planning to build on the work around the establishment of the child rights monitoring and reporting system to compile a Kosovo report based on the CRC treaty-specific guidelines regarding the form, content, principles and reporting requirements.

How can you make a difference?

Under the overall supervision of the Child Rights Monitoring (CRM) Specialist, the Local Consultant will provide technical expertise by working closely with and supporting the International Consultant for the development of a situation report on children’s rights in Kosovo in line with the CRC requirements for reporting. Additionally, the Local Consultant will support the CRM team and the Kosovo programme with the facilitation of consultations with children and young people to meaningfully contribute to the programme cycle at different times and to decision-making processes that address the challenges affecting their lives and futures.

Within the scope of the work, the below key expected outputs are to be achieved by this consultancy:

• Compilation of available data and information on the situation of children: compile available data and information on the situation of children in Kosovo for composing the CRC report for Kosovo
• Consultation with stakeholders and duty bearers for development of the CRC report: support the design and implementation of a consultation process with stakeholders that should include government institutions, civil society organizations and relevant duty bearers such as children, adolescents, and youth and others as relevant and agreed at the design stage.
• Training of stakeholders: support the international consultant in organizing and facilitating training workshops for relevant stakeholders
• Compilation of the report: based on the data collected and the consultation process, support the international consultant in the drafting of the report in-line with the CRC treaty specific report convention and requirements and including all the relevant articles and information on children’s rights, including incorporation of the feedback from the consultations process. The report will be shared for review and comments and will be validated with the relevant stakeholders prior to its finalization.
• Consultation with children and youth and other data collection with children: in consultation with UNICEF programme staff, draft a strategy and action plan for children’s and youth activation, consultations and participation in UNICEF programming cycle and a related action plan that includes the U-Report and other modalities of direct children’s and youth engagement. Facilitate consultations with children and youth on issues related to child rights and adolescent and youth participation and engagement, among other relevant topics for the UNICEF programme. Special emphasis of the consultations will be on different thematic areas concerning adolescents and youth, including but not limited to: education, employability, air pollution and climate action etc. Design, conduct and analyze U-Report surveys.

To qualify as an advocate for every child you will have…

• University degree in social sciences, development planning, planning, evaluation, survey implementation, advanced statistical research, or other relevant field.
• Knowledge and a minimum of 2-years expertise in the field of children’s rights, with specific focus on the monitoring and reporting on the situation of children
• Proven knowledge and expertise in conducting research and studies related to children’s rights issues or relevant /themes that tackle child rights issues.
• Working experience with the governments, UN and international agencies, CSO’s, Human and Children’s Rights
• Excellent inter-personal relations and consulting skills.
• Ability to work in a multi-disciplinary team and establish harmonious and effective working relationships. Fluent in English language

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
