UN Women Philippines is jointly implementing the Bridging Recruitment to Reintegration in Migration Governance Programme (BRIDGE) with the International Organization for Migration (IOM) and the International Labour Organization (ILO) to support the Philippine government in achieving Objectives 6 and 21 of the Global Compact for Migration, on fair and ethical recruitment, decent work, dignified return, and sustainable reintegration. The programme is implemented with funding from the Migration Multi-Partner Trust Fund (MPTF).

The Philippines is a major migrant worker sending country, and a champion country of the Global Compact for Safe, Orderly, and Regular Migration (GCM). In 2020, legislation was signed creating the country’s new Department of Migrant Workers, charged to oversee the protection and promotion of the rights of Overseas Filipino Workers (OFWs).

Project Description

The objectives of the BRIDGE Programme are to be achieved by ensuring a) Government initiatives to promote fair and ethical recruitment as well as reintegration services are evidence-based, gender-responsive and coordinated through a people-centered, whole-of-government and whole-of-society approach and b) the Government establishes mechanisms to translate evidence into policy and best practices pertaining to recruitment and reintegration through the migration cycle. Both results seek to that ensure human mobility in the Philippines is fully utilized and facilitated in a regular, safe and orderly manner that contributes towards sustainable development effects for migrants, their families and even communities.

UN Women Philippines contributes to the project by engaging government and non-government actors and organizations to ensure gender-responsive mechanisms specifically addressing gender differentiated needs of migrants as well as coordinate partnership meetings, policy and knowledge exchange to further learn and understand the circumstances of migrant women.

The BRIDGE Programme commenced on 23 October 2020 and has received a six-month no-cost extension, and will conclude on 23 April 2023.

The geographic target of the programme is nationwide, primarily targeting national-level policy and practices. Project implementation can be roughly divided into three macro-phases. The first phase was devoted to the kick-start of activities and interventions related to research and mappings. The second phase was dedicated to development of key capacity building and government (national and local) driven activities. The third phase focuses on promoting and enhancing the skills and knowledge acquired during the previous phase and turning them into action. Each one of the three project outcomes stretch across the three phases.

The Joint Programme developed an M&E framework, monitoring tools and protocols, which were used throughout the course of the programme implementation.

In line with donor requirements, a Summative Joint Programme Evaluation is needed upon completion of the project, to be led by an IOM-commissioned external evaluator. The evaluation will examine project results for relevance, efficiency, effectiveness, impact and sustainability and provide lessons for future interventions.

Purpose, Objectives and Use

The purpose of this consultancy is to ensure UN Women’s optimal contribution to the final evaluation. A consultant with appropriate expertise in gender-responsive evaluation is sought to be part of the Final Evaluation Management Group, along with UN Women’s BRIDGE Programme Officer. Said consultant will be responsible for evaluating the gender-responsiveness of the entire program, including activities led by IOM and ILO, as well as by UN Women, in coordination with the Final Evaluation consultant of IOM.

Based on the Migration MPTF’s operational guidelines, the evaluation will follow the UN Evaluation Group’s ‘Norms and Standards for Evaluation 2017 Guidance.’ In line with UN Women’s requirements, it will also observe UN Women’s guidance on gender-responsive evaluation.

UN Women’s consultant is not expected to undertake primary data collection, but may be requested to provide inputs and support in the primary data collection to be undertaken by the lead evaluator to be commissioned by IOM, particularly when it comes to gender-responsiveness evaluation.

Duties and Responsibilities

Duties and responsibilities

The consultant will have the following duties and responsibilities:

  1. Coordinate with UN Women’s BRIDGE Programme Officer, Program Support Consultant, and other relevant UN Women personnel, as well as members of the evaluation management group from IOM and ILO in planning the final evaluation and preparing the final evaluation inception report. (This may be waived if the consultant is onboarded after the completion of the inception report). Participate in meetings to discuss the logistics of the evaluation and provide feedback on findings.
  2. Coordinate with and support IOM’s final evaluation consultant to ensure gender-responsiveness of the evaluation. Attend and participate in meetings, interviews, and focused group discussions to be organized by the lead evaluator, as necessary.
  3. Prepare UN Women’s inputs to the BRIDGE Final Evaluation in coordination with the Programme Officer, and ensure that findings of UN Women’s evaluation, especially on gender-responsiveness, will be included in the final evaluation report.

Supervision

Consultant will work under the direct supervision of the BRIDGE National Programme Officer Philippines who will be responsible for the quality assurance of the deliverables.

Contract period and work location

The consultant must have authority to work in the Philippines and will ideally be based in Metro Manila. Evaluation steering group meetings are expected to be conducted primarily online, however, there is a possibility that some meetings may be done in person within Metro Manila. The contract period will be from March to April 2023.

Payment

Payments for this consultancy will be based on the achievement of each deliverable and certification that each has been satisfactorily completed. Payments will not be based on the number of days worked but on the completion of each stated deliverable within the indicated timeframes. Any travel under this consultancy will be covered by UN Women as per our rules and regulations.

Evaluation
