Purpose of consultancy

The consultant is expected to provide support in following

  • Revision of ARV Treatment, STI syndromic management, HIV/AIDS and STI surveillance and develop guideline for viral hepatitis (Hepatitis B and Hepatitis C) surveillance
  • To develop SOPs for maintenance of HIV patients’ confidentiality by the health care workers including National program staff, giving positive result to a patient and treating physician's registering process

Background

Health Protection Agency has developed the combined National Strategic and Action Plan (NSAP) on HIV, Viral hepatitis and other STIs for the next five years, which in line with global strategies on HIV, viral hepatitis and other STIs. The implementation of NSP includes availability of revised guidelines including ARV, STI Syndromic management therefore, these guideline needs to be revised to align with WHO new guidelines and to incorporate Viral Hepatitis into the existing surveillance system.

The National AIDS Programme formed in 1987, all the patient related work are being done by the programme except the treatment. Since then there is only one ART center with 1 physician managing all the patients because of low case load. However, the numbers of cases diagnosed, and reporting are increasing therefore the National AIDS Programme is expanding ART service including private sector. However, in the treatment of HIV the relation between the patient and the health care worker is extremely important for patient adherence to treatment. Hence, need more physicians to get registered in the programme including government and private sector to expand the programme to make it effective. Therefore, it is important to have Standards Operating Procedure (SOPs) on how to give a positive result to a patient, maintaining patient confidentiality for HIV Patients and treating physician’s registering process.

Objectives

  • To develop a guideline for Hepatitis surveillance, including data recording and reporting
  • To revise national ARV guideline
  • To revise the existing national HIV/AIDS and STI surveillance guideline, and align with most recent WHO guidelines
  • To revise and update STI Syndromic Management Guideline
  • To develop SOP to inform a positive result to a patient
  • To develop SOP for maintaining Patient confidentiality for TB, HIV and Hepatitis patient
  • To develop SOP for a treating Physicians registering process

Deliverables

  • Developed guideline for Hepatitis surveillance, including data recording and reporting
  • Revised National ARV guideline
  • Revised the national HIV/AIDS and STI surveillance guideline
  • Revised and updated STI syndromic management guideline
  • Final technical report finalized and submitted (Final report to include recommendations for the National AIDS Porgramme)
  • Developed SOP to inform a positive result to a patient
  • Developed SOP for maintaining Patient confidentiality for TB, HIV and Hepatitis patient
  • Developed SOP for a treating Physicians registering process
  • Final technical report finalized and submitted

Qualifications, experience, skills and languages

Educational Qualifications:

Essential: Bachelor’s degree in medicine/health sciences/ public health field

Desirable: Master’s degree/PhD in medicine/health sciences/ public health/ project management field.

Experience

Essential: At least 2-3 years of previous experience in health sector

Desirable: Work experience in Maldives and/or other developing countries in the Asian Region. Experience in working with UN agencies. Experience in project management would be an added advantage

Skills/Knowledge:

Essential:

  • Good verbal and written communication skills in English
  • Ability to work within given time period and deliver work on time with outstanding quality
  • Ability to plan, prioritize and deliver variety of tasks on time
  • Ability to carry out the tasks independently with self-confidence
  • Confident in presenting to a high-level audience
  • Strong interpersonal skills and co-ordinational skills
  • Computer literate and strong layout skills and incredible typography skills
  • Good verbal and written communication skills in English

Languages and level required (Basic/Intermediate/Advanced):

Essential: Expert knowledge of English and Dhivehi (Spoken/Written)

Location: Maldives

Travel: Travel is not expected as part of the consultancy

Remuneration and budget (travel costs are excluded):

  • Remuneration: NO.A; MVR 35,494 per month
  • Expected duration of contract: 4 months

  • This assignment is subject to local recruitment and will be filled by persons recruited in the local commuting area of the duty station/assignment location.
