UN Women through financial support from the Government of Sweden and the EU-UN Spotlight Initiative to Eliminate Violence Against Women and Girls in partnership with Kampala Capital City Authority is launching this call for applicants to strengthen the Kampala Capital City Authority (City) Gender policy, develop a code of conduct on sexual exploitation and abuse (SEA) of KCCA beneficiaries and establish a grievance handling mechanism to ensure that complaints reported against perpetrators of SEA and VAWG are investigated and where sufficient evidence exists the perpetrators are held accountable.

Duties and Responsibilities

Under the direct supervision of UN Women Programme Specialist EVAWG and while working closely with KCCA Director Gender, Community and Production, the consultancy assignment will take 35 working days. The individual consultant will be required to provide periodic updates on the progress made in accordance with the TOR for the assignment. The consultant will be responsible for the following:

  1. Prepare inception report, a work plan and timetable for the assignment in close consultation with KCCA and UN Women (5 Days)
  2. Conduct a desk review of relevant documents including existing city laws, policies budgets, plans and strategies as regards gender issues gender responsive planning and budgeting, sexual exploitation and abuse and violence against women and girls in public spaces as well as at the workplace that involves staff, contractors, and beneficiaries of KCCA. (7 days).
  3. Develop survey tools and methodology, informed by gender issues from the desk review, for consultation and interviews with relevant KCCA stakeholders including councilors, technical staff, private sector, contractors and beneficiaries of KCCA, and social development actors to understanding perceptions, victimization patterns, risks and vulnerabilities, drivers of sexual harassment and violence against women and girls and reporting mechanisms available in KCCA(3 Days).
  4. Identify gender issues for inclusion in the existing KCCA existing city laws, policies, budgets, action plans to strengthen KCCA’s strategic and operational systems on gender equality. (2 days).
  5. Review and Draft a comprehensive gender policy with action plan for KCCA in close collaboration with KCCA (8 days).
  6. Facilitate wider stakeholders’ validation of the Draft gender policy and action with KCCA, private sector, government stakeholders, development partners and civil society (5 days).
  7. Support KCCA to develop a grievance handling mechanism and code of conduct in relation to violence against women and girls and sexual exploitation and abuse for KCCA which outline the processes to be followed from reporting to investigation and resolution. The mechanism should ensure safety, confidentiality, compensation, freedom to withdraw a complaint, impartiality, non-discrimination (5 Days).

Required Skills and Experience

Education

  • A Master’s Degree in Gender, Development studies, Women’s Human Rights, Research or relevant related field.

  • Possession of a PHD in Gender, Development studies, Research or relevant related field is an added advantage.

Experience

  • A minimum of 10 years of relevant professional experience in conducting social research and its analysis related to violence against women and girls, sexual harassment, or relevant field.
  • Demonstrated experience in gender/social research, program design, operational planning, and management.
  • Previous experience in drafting laws, policies, codes of conduct, grievance handling mechanisms of institutions would be an asset.
  • Experience working with the urban planning and city authorities would be an asset;
  • Experience in conducting consultations with diverse stakeholders to elicit actionable information would be an asset.
  • Experience working with the UN system would be an asset.
  • Organizational development and capacity building experience.
  • Knowledge of international/regional agreements and initiatives on GEWE (UN, CEDAW, Beijing, etc.).

Language Requirements

  • Fluency in written and spoken English is essential
  • Working knowledge of another official UN language is an asset;
  • Knowledge of Uganda and the Great Lakes region is an asset
