Overview

Provide technical support for disability inclusion in UNICEF's Myanmar programs

You have:

• A First university degree is required, preferably supplemented by technical courses related to the work.
• Completion of secondary education combined with (2) additional years of professional experience may be accepted in lieu of a bachelor’s degree.
• A minimum 5 years of relevant work experience in Organization of Persons with Disabilities is required.
• Proven experience in promoting the rights of persons/children with disabilities in the relevant field.
• Experience of working in disability area in UN/INGO organizations is required.
• Proven knowledge and experience of the disability related services/trainings in Myanmar.
• Proven ability to conceptualize, plan and execute complex processes across a wide range of stakeholders.
• Training and experience using MS Word, Excel, PowerPoint.
• Ability to work quickly and under pressure.
• Ability to work independently and as a team member both within and outside the office.
• Excellent written and oral communication skills in English and Myanmar language required.

Purpose of the activity/ assignment:

The key purpose of this consultancy is to provide technical support in UNICEF’s disability inclusion agenda (capacity building, research, programming, etc.,), and provision of disability specific services including the set-up of disability grant.

Scope of Work:

The Social Policy and Child Rights Monitoring section of UNICEF Myanmar implements and promotes the rights of persons/children with disabilities. According to Article 7 of the Convention on the Rights of Persons with Disabilities, ratified by Myanmar, persons/children shall fully enjoy their human rights and fundamental freedoms on an equal basis with other persons/children. SPCRM currently is taking an initiative in strengthening disability inclusion connecting to the disability database (DIMS) for the development of better services (community-based rehabilitation, health, social protection, assistive devices, inclusive education, WASH, safe access to information/referral to basic social services, etc.) as per their situation and particular needs, as well as the barriers to the protection and promotion of their rights. In support to the UNICEF disability inclusion agenda, the consultant will provide technical support in a range of areas including capacity building/training, community-based rehabilitation, planning on evidence generation/research, programming of disability mainstreaming and disability specific services in UNICEF priority areas based on and in connection to DIMS database and functional disability assessment.

Description of Assignment:

Tasks:

Capacity building/training - Technically contribute in planning internal/external trainings to strengthen disability inclusion - Facilitate/lead in providing training with other team members - Explore opportunities (internal/external) to collaborate on disability inclusion capacity building agenda Community-based rehabilitation and disability specific services (Yangon, Shan, etc.,) - Technically contribute in planning/discussions in programme design of community-based rehabilitation services/disability specific services for children with disabilities Planning on evidence generation/research - Work closely with data/evidence team to provide inputs in research agenda, methodology, etc., Programming of disability mainstreaming and disability specific services (in connection to DIMS database and functional disability assessment) (Yangon, Shan, etc.,) - Proactively engage in exploring opportunities of integrating DIMS data to key programmes (linkages of services) - Organize consultation workshops with selected CSOs/OPDs partners on disability inclusion - Engage with key UNICEF programmes on identifying complementary services and develop work plan - Provide technical support to set-up the disability grant in UNICEF priority areas - Support strengthening of data collection and analysis on disability in the monitoring of UNICEF priority programmes - Lead consultations with MCCT and Bright Start colleagues on making programmes more disability-sensitive (e.g., in SBCC and other cash plus component) Consultant will be required to participate and contribute in the key initiatives and related/relevant meetings (internal/external) as and when required. Frequent travel may be required to UNICEF priority programme areas (e.g, Shan State).

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
