Sudan, surrounded by the Central African Republic, Chad, Egypt, Ethiopia, Eritrea, Libya and South Sudan, positioned next to East, West, South and North Africa, is surrounded by complex conflicts in an unpredictable, volatile and rapidly evolving region. Sudan is by size the third biggest country in Africa, with a diverse population of around 42 million people. Sudan’s children make up half of the total population, and the past two decades have seen their lives significantly improve: fewer girls and boys are dying before their fifth birthday, primary school attendance is increasing, immunization coverage is high and the country remains polio free. Still, millions of children continue to suffer from protracted conflict in Darfur, the Kordofans, and Blue Nile, from seasonal natural disasters, malnutrition and disease outbreaks, and from under-investment in basic social services. More than three million of Sudan’s school aged children are not in the classroom. UNICEF has been in Sudan since 1952 and continues with a presence in 12 of Sudan’s 18 states.

How can you make a difference?

Under the guidance of the Chief of Office and supervision of Child Protection Officer the consultant will technically support the zonal office and ensure Child Protection activities are implemented with more emphasis on building the capacity of the partners, including government and national NGO’s.

Basic objectives of consultancy/contractor (assignment) services

The consultant will support the achievement of the following:

1. Provide technical support to NGO’s and government partners to enhance Child Protection interventions and services, strengthen Community-Based Child Protection Networks’ (CBCPN’s) capacities in the area of identification of separated and unaccompanied children and children at risk, monitor child rights violations in South Darfur (especially in IDPs and refugee settlement and East & South Jabal Marra),
2. Support and strengthen the coordination between stakeholders as well as strategic planning and priority setting.
3. Develop Support the strengthening, and possible expansion, of the Community-Based Child Protection Networks (CBCPNs) and related youth groups.
4. Support the collection and compilation of CP related data for monitoring, reporting and advocacy

Objective 1: Provide technical support to NGO’s and government partners to enhance Child Protection interventions and services

Key Activities/Tasks

• Support preparation and facilitation of workshops including on case management (referral pathways)
• Support and strengthen the reporting and data collection system
• Strengthen referral pathway and case management system of MoSA and SCCW
• Map referral services and capacity

Objective 2: Support and strengthen the coordination between stakeholders as well as strategic planning and priority setting

Key Activities/Tasks

• Support coordination between SCCW and UNICEF partners.
• Review ToR of Child Protection working groups
• Support SCCW to develop monitoring plan for UNICEF supported activities

Objective 3: Support the strengthening, and possible expansion, of the Community-Based Child Protection Networks (CBCPNs) and related youth groups.

Key Activities/Tasks

• Strengthen CBCPN in 10 Localities
• Formation of four youth groups
• Train CBCPN members, youth volunteers and social workers on the role of CBCPN and Civil Registry
• Support the update of the Framework for CBCPN (as required).
• Objective 4: Support the collection and compilation of CP related data for monitoring, reporting and advocacy
• Key Activities/Tasks
  • Conduct 4 training for justice actors. to collate and report on juvenile justice.
  • Train social works in follow up and home visit tools for UASC, target 3 training
  • Train social workers on Community Service Measure and follow-up of the children diversionary outside the judicial system.

• Up to 12 workshops planned, completed and documented

• Monitoring and reporting system established in SCCW
• Implementation plans and progress with partners and government
• Technical support and capacity building progress and results during field visits.

• Map and analysis of referral services

• Regular coordination meetings facilitated and documented

• Review of ToR completed and shared

• Monitoring plan developed and utilized

• Ten CBCPN’s established and formally recognized

• Four youth groups established and received training
• Training completed and documented

• Updated framework for community-based child protection

• Four training sessions completed and documented.

• Three training on Monitoring visit for Unaccompanied and separated children documents and reported.
• Two training on community service Measure completed

During the contract duration, the following results are expected:

• Timely submission of reports and accomplishment of tasks.
• Collaboration established with government and civil society organizations working on child protection.
• The development of capacity of partners through coaching, mentoring and formal on-the-job training, when working counterparts, including IPs.
• Field visits to UNICEF project sites for the participation in, or observation of project activities. Routine reports on results of visits and project progress.
• Monitoring and reporting of the results related programs
• Document the feedback, lessons learned, and success of the program
• Submission of a final report for the required tasks and achievements.

To qualify as an advocate for every child you will have…

• Advanced University degree in Psychology, Development Studies, Social science or other relevant technical field.
• Professional/Technical experience – A minimum of 5 years of professional experience in social development planning and management in child protection and/or other related areas at the international level.
• Relevant experience in child protection and related areas; program/project development and management in the UN system agency or organization is an asset.
• Experience in both humanitarian and development is an added value.
• Fluency in English is required and Arabic is an asset.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
