Duties and Responsibilities
Organizational Setting: The United Nations Environment Programme (UNEP) is the leading global environmental authority, responsible for setting the global environmental agenda, promoting coherent implementation of the environmental dimension of sustainable development within the UN system, and serving as an authoritative advocate for the global environment. Within UNEP, the OzonAction Compliance Assistance Programme (CAP) based in the West Asia Office provides policy and technical support to countries in the region to ensure compliance with the Montreal Protocol on Substances that Deplete the Ozone Layer. At its 87th meeting in 2021, the Executive Committee of the Multilateral Fund approved UNEP’s request, as lead implementing agency, for Stage II of the HCFC Phase-out Management Plan (HPMP) for Iraq covering the period 2021–2025. The first tranche of Stage II was approved at that time. Subsequently, the second tranche of Stage II (S2T2) of the HPMP for Iraq, including the 2024–2026 tranche implementation plan, was approved by the Executive Committee at its 95th meeting in December 2024. Duties and Responsibilities: The consultant will support the implementation of technical activities outlined in the approved implementation plan of Iraq’s HPMP Stage II, Tranche 2 (S2T2), contributing to Iraq’s continued compliance with its obligations under the Montreal Protocol. Under the guidance of UNEP and in close coordination with the National Ozone Center in Iraq, the consultant will provide technical and coordination support in the following areas: - Development and production of supporting tools for the updated training curricula; - Implementation of a technician certification programme targeting 800 refrigeration and air-conditioning (RAC) technicians; - Nationwide delivery of training programmes for 1,300 RAC technicians. Reporting Line: The consultant will report to the Montreal Protocol Regional Coordinator for West Asia at UNEP and will work in close coordination with the National Ozone Center in Iraq.
