Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The 2030 Agenda sets out a historic and unprecedented level of ambition to “Achieve gender equality and empower all women and girls by 2030” (SDG 5) as well as including 37 gender-related targets in 10 other SDGs. To successfully track the implementation of the 2030 Agenda, a robust and equally ambitious monitoring framework is essential to be established. Also, Significant investment in gender statistics is necessary to ensure that evidence-based policies are devised, the impacts of these policies are assessed and the accountability of policymakers and governments to deliver on these commitments is promoted. The demand for gender statistics has been increasingly recognized in Bangladesh as essential to monitor the progress of countries 8th Five Year Plan and SDGs. The National Women Development Policy and the 8th Five Year Plan prioritized the need of high-quality data in a timely fashion by strengthen the capacity and scope of Bangladesh Bureau of Statistics.

Women Bangladesh Country Office is implementing the” Women Count” program aimed at Improving the availability, accessibility and use of quality gender statistics to inform policy, advocacy and accountability for delivering gender equality and women’s empowerment commitments in the SDGs, CEDAW, the Beijing Platform for Action and other national priorities.

The program has initiated a national Time Use Survey to measure women’s unpaid and domestic care work. The survey was launched in 2020 and field level data collection has completed recently. In this context, UN Women, is seeking support from a national consultant to provide overall support and technical assistance to Bangladesh Bureau of Statistics to develop the Time Use Survey report.

Objectives:

The overall objective of the consultancy is to provide support to UN Women and Bangladesh Bureau of Statistics to design tabulation plan, analysis, and reporting guideline for the Time Use Survey.

More specifically, under the Women Count programme, the consultant will work closely with Bangladesh Bureau of Statistics to develop tables, provide technical assistance to include field data in the tables, support to develop cross-table analysis and develop an outline for narrative analytical report for Time Use Survey. The consultant will develop a guidance note/report for BBS to draft the narrative report with examples from regional and global experiences and examples.

Duties and Responsibilities

Scope of Work:

  • Support UN Women and the Bangladesh Bureau of Statistics in drafting the Time Use Survey.
  • Conduct desk review, identify examples of similar initiatives from the regional and global context. Review and analyze Time Use Pilot Survey-2021 of Bangladesh Bureau of Statistics.
  • Review field data, provide technical assistance for data cleaning and coding (ICATUS) and propose appropriate tabulation plan for data analysis and reporting.
  • Develop analysis from cross-table data, develop analytical report and produce interpretation as per requirement of Bangladesh Bureau of Statistics.
  • Develop a narrative reporting guideline, reporting outline and support to generate analysis for narrative reporting of Time Use Survey.

50 % of the total contract amount shall be paid upon submission of deliverables from 01 to 05 and all acceptance and certified by the UN Women Bangladesh contract administrator.

3. Conduct desk review, identify examples of similar initiatives from the regional and global context. Review and analyze Time Use Pilot Survey-2021 of Bangladesh Bureau of Statistics.

50 % of the total contract amount shall be paid upon submission of deliverables from 06 to 07 and all acceptance and certified by the UN Women Bangladesh contract administrator.

7. Submission of report.

Supervision and performance evaluation

The technical expert/consultant will Work under the direct supervision of the UN Women Programme Analyst, Gender Responsive Governance and will be working closely with the Bangladesh Bureau of Statistics.

Duty station: Home based

DSA and Travel: No travel required, hence no DSA is applicable under this assignment.

Duration of the Contract: 38 days spread between August and September 2021 starting from 01 august to 30 September 2021.

Competencies

Functional Competencies

  • Proven experience in developing and designing survey’s, studies, and high-quality research in similar field.
  • Experience in developing methodology, sampling, field level data collection related to gender equality and women’s empowerment.
  • Working experience in designing tabulation plans, inserting data in tables, generating interpretation and high-quality report writing in the similar field.
  • Previous professional experience with the United Nations, especially UN Women.
  • Demonstrated ability to produce quality report in Bangla and English.

Required Skills and Experience

Education:

  • Master’s degree in social sciences, department of statistics, public policy/administration, governance, gender studies or similar fields.

Experience:

  • At least 07 years’ experience in issues related to gender equality, statistics, governance, and research.

Language:

  • Excellent writing and editing skills, as well as strong communication skills in English and Bangla.

Price Proposal and Schedule of Payments

Consultant must send a financial proposal based on Lump Sum Amount. The total amount quoted shall be all-inclusive and include all costs components required to perform the deliverables identified in the TOR, including professional fee, only and any other applicable cost to be incurred by the SSA in completing the assignment. The contract price will be fixed output-based price regardless of extension of the herein specified duration. Payments will be done upon completion of the deliverables/outputs and as per below percentages

Evaluation Method and Criteria: Individual consultants will be evaluated based on the following methodology.

Cumulative analysis-

The award of the contract will be made to the individual consultant up on Cumulative Analysis/evaluation and determined as: 1. Responsive/compliant/acceptable; and 2. Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation;

The total number of points allocated for the technical qualification component is 70. The technical qualification of the individual is evaluated based on following technical qualification evaluation criteria:

Only the candidates who have attained a minimum of 70% of total points (49) will be considered as technically-qualified candidate.
