The aim of this consultancy is to provide support for the organization of a high-level conference on Child Rights Governance on the 18th of November 2022 in Lebanon; along with engagement with the Office of the Prime Minister and other relevant stakeholders including, but not limited to, Parliamentarians, ministries, civil society organizations, and religious figures to ensure proper liaison and coordination for the forum.

The support sought includes mainly the following:

  • Finalizing the draft Outcome Document that has been prepared by UNICEF Child Protection Programme, by providing input to the current draft, sharing it for further input from other relevant stakeholders (outside UNICEF) and integrating their comments;
  • Providing input for the finalization of the draft agenda that has been prepared by UNICEF Child Protection Programme;
  • Preparing talking points for all session moderators and keynote speeches for UNICEF representatives; as well as closing remarks for the forum; prepare briefing packs and notes for SRSG VAC side meetings and side visits
  • Reaching out to speakers and other participants and coordinating with them their input at the conference
  • Providing support for the development of media, communication, and advocacy messages to be used during the conference, and updating these lists with additional messages emerging during the during
  • Following-up with the participants immediately after the conference to thank them for their participation and share with them a finalized outcome document (including relevant stakeholders who did not attend the forum)
  • Debrief on accomplishments and lessons learned to inform the action plan moving forward;
  • Draft Conference report.

How can you make a difference?

UNICEF has a clear mandate to improve child rights governance systems worldwide. Lebanon is one of the countries where UNICEF has a lead role in responding to the complex crisis which is enormously affecting the situation of women and children.

Lebanon signed the Convention on the Rights of the Child in 1990, and with such the Government of Lebanon, committed towards the realization of children’s rights to survive, develop to their full potential, be protected and participate through the systematization of support for securing their interrelated social, economic, civil and policy rights across the national governance continuum. The realization of the rights of every child requires that every role-player acknowledges children’s rights as a priority, recognizes that they have a particular set of responsibilities to realize the priority rights, and take all the required measures across their full governance continuum to fulfill their responsibilities.

For such to happen, UNICEF is proposing to organize a High-Level Forum to shed light on the current situation of children’s rights and Child Rights Governance systems and institutions; and to map out the way forward to strengthen the Child Rights Governance system in the country.

Upon completion of this assignment, the main expected results are:

  1. Public commitment by the relevant stakeholders in relation to the safeguarding of the basic rights of children and their protection.
  2. Strengthened collaboration between relevant ministries, law enforcement agencies, and representatives of Parliament, National Human Rights Commission, Civil Society, religious authorities and other community gatekeepers, private sector, academic institutions, media, households and children themselves.
  3. Recommendations for the development of an action plan that aims to strengthen the national child rights governance system.

Based on the above, a national action plan for the strengthening of a child rights governance system would be developed and implemented; thus, allowing for children’s rights to be safeguarded in a systematic, consistent, sustainable, and accountable manner.

To that extent, the consultant will support UNICEF to organize this high-level policy forum. This shall be achieved through the completion of the following tasks, please open the below attachment for the detailed assignment:

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in social science, child rights, law, political science or any other relevant field.
  • A minimum of 10 years of professional experience.
  • Strong experience and knowledge in child rights issues, the child rights-based approach to programming, child rights governance system, and child policies and child protection;
  • Extensive expertise in high-level lobbying and dialogues;
  • Proven experience working in the humanitarian field (e.g., NGO, INGO, Government entity or UN);
  • Proven experience with the organization and content formation of high-level events and summits;
  • Excellent analytical, documentation and writing skills;
  • Fluency in English and Arabic.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
