Background

The UNDP (United Nations Development Programme) is working with the Government of Timor-Leste to support the development of ICT (Information and Communication Technologies) in secondary and vocational education.

Timor-Leste’s Strategic Development Plan 2011-2030 recognizes education and training as key elements to improving the life opportunities of Timorese people and achieving the country’s economic development goals. It also recognizes education as a major means to reduce poverty and achieve successful development. In addressing educational challenges in Timor-Leste, the systemic integration of ICT has been identified as an opportunity for expanding access to learning opportunities across the country, as well as improving the quality of teaching and learning.

In support of the Government’s agenda, and to address the educational challenges in Timor-Leste, UNDP is working with the Ministry of Education, Youth, and Sports (MoEYS) to strengthen the development of ICTs in secondary and vocational education. In addressing educational challenges in Timor-Leste, the systemic integration of ICT has been identified as an opportunity for expanding access to learning opportunities across the country, as well as improving the quality of teaching and learning. UNDP is seeking two consultants to support a comprehensive assessment and mapping of ICT infrastructure and human capacities of general secondary and vocational schools in Timor-Leste.

Duties and Responsibilities

OBJECTIVES OF THE ASSIGNMENT AND SCOPE OF WORK

The objective of the assignment is to better understand the ICT situation in general secondary and vocational schools in Timor-Leste in support of the Government’s commitment to strengthening the quality of education through infrastructure, curriculum development, and human capacities.

The comprehensive assessment will map out and evaluate the current level and condition of ICT infrastructure, the human capacities and knowledge related to ICT, and the utilization of ICT curriculum and learning materials for ICT. The assessment should produce recommendations for future ICT interventions as well as locations for installment of safe ICT infrastructure. Considering the high number of secondary and vocational schools in Timor-Leste, the assessment will be based on a sample, to be determined in the methodology, of the existing schools (annex 1).

The national consultants will work as part of a team, led by a team leader, to successfully complete the below-mentioned scope of work in a timely manner.

Scope of Work:

  • Assist the development of the assessment workplan, methodology, and tools
  • Assist the data collection, cleaning, and analysis of all areas of the assessment
  • Coordinate and conduct site visits, interviews, meetings, briefings, etc.
  • Liaise with key stakeholders, such as the technical team at the MoEYS, UN Agencies, etc.
  • Assist the preparation of reports, briefs, presentations, etc. on the findings and recommendations of the assessment
  • Assist and conduct desk research related to the assessment, including sourcing and translating documents as require

INSTITUTIONAL ARRANGEMENTS

The consultants will work under the direction and supervision of the Team Leader, with guidance from the iSKY-TL UNDP Project Manager. The consultants will liaise and coordinate with other key stakeholders as required.

DURATION OF ASSIGNMENT

The assignment will be for 45 working days from January to June 2021.

DUTY STATION AND EXPECTED PLACES OF TRAVEL

Dili, Timor-Leste with travel to different municipalities across Timor-Leste. Travel costs to municipalities within the assignment, which include transportation, accommodation, and meals, will be covered by UNDP according to UNDP rules and regulations.

  1. Excellent interpersonal and networking skills, including the ability to liaise effectively at project management levels.
  2. Ability to communicate and function effectively in an international, multicultural environment.
  3. Ability to work effectively in a team.
  4. Candidates should show an understanding of IT matters as well as other technical activities matters to be able to assess building renovation, power supply and telecom / network needs.

Required Skills and Experience

Education:

  1. Must have at minimum a bachelor's degree qualification in a relevant field such as Computer Science, ICT, Education, Social Science, or any other relevant subject.
  2. A relevant master's degree is an advantage.

Professional Experience:

  1. At least 5 years of relevant work experience in the field of ICT, education, development, etc.
  2. Previous work experience in supporting and/or conducting data collection, data analysis, baseline assessments, evaluations, etc.
  3. Research experience with UNDP/UNICEF/World Bank/EU/ADB or any other international organizations is an advantage
  4. Experience working with government counterparts, international organizations, etc. is an advantage

Language requirements

  1. Proficiency in English and Tetum
  2. Knowledge of Portuguese is an advantage

SCOPE OF PRICE PROPOSAL AND SCHEDULE OF PAYMENTS

Lump Sum Amount

The financial proposal must be expressed in the form of a lump sum all-inclusive cost linked to deliverables specified in TOR Section D, supported by a breakdown of costs as per the template provided. If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.

RECOMMENDED PRESENTATION OF OFFER

Individual consultants interested in the assignment must submit the following documents to demonstrate their qualification:

  1. Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP.
  2. Personal CV or P11, indicating all experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references.
  3. Financial Proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per template provided.

CRITERIA FOR SELECTION OF THE BEST OFFER

Individual consultant will be evaluated based on the following methodology:

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

  1. Responsive/compliant/acceptable, and
  2. Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.
