How can you make a difference?

Under the supervision of the Chief of Education, the consultant will work closely with the National Directorate of Basic Education and the National Directorate of Social School Action and Sanitation (MoEYS) to review the Comprehensive School Safety (CSS) activities, including a review of MoEYS existing CSS guidelines, training modules, and actual implementation of the CSS activities after the initial training and its effectiveness.

Work Assignment:

1.1 Review of existing documents related to CSS (guideline, training modules/materials, annual report).

1.2 Develop and submit an inception report including the methodology for the review, tools, sampling, consent form and ethical considerations

1.3 Submit implementation plan to UNICEF

2. Train enumerators for data collection process. UNICEF will do hiring of enumerators using the existing pool of enumerators through service request contract

3. Conduct data collection with support of enumerators and provide quality assurance during data collection process.

4. Conduct data analysis

5. Submit, present, and finalize draft review report of findings including Power Point Presentation in English to UNICEF and MoEYS for feedback. The draft review report should include – Acronyms, executive summary, introduction, goals and objectives, data collection and analysis and sampling, findings, recommendations, and annexes. Present the findings to UNICEF and MOEYS and get feedback.

6. Based on feedback received revise the report and submit high quality final report in English. Satisfactory final report should be received by UNICEF Timor-Leste prior releasing final payment to consultant. The final report should include – Acronyms, executive summary, introduction, goals and objectives, data collection and analysis and sampling, findings, recommendations, and annexes.

Deliverables:

1. An inception report including methodology, tools, sampling size, and consent form developed and submitted together with implementation plan (18 days)

2. Draft report of enumerator training submitted (3 days)

3. Draft findings of data analysis developed and submitted (27 days)

4. Draft report developed and findings presented to UNICEF and MOEYS (10 days)

5. Final report submitted (4 days)

Duration of Appointment: 62 working days (November 2022 - March 2023)

To qualify as an advocate for every child you will have…

  • Masters ‘Degree in Social study, education and/or in other relevant areas
  • Minimum five years of work experience in research related to education and/or social study
  • Proven experience in quantitative and qualitative data collection and analysis
  • Strong qualitative analytical skills
  • Able to follow schedule and commit to finish the review study in a timely manner

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors.   • The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
