How can you make a difference?

Under the supervision of Education Specialist the consultant will conduct a review of the implementation of existing student council activities in schools. The consultant will work closely with UNICEF and the National Directorate of Basic Education and the National Directorate of School Social Action and Sanitation of the MoEYS to undertake a review of the Student Council activities. The review will include a review of the Student Council Guidelines, training modules and actual implementation of the student council activities in a selected sample of schools after the initial training.

Work Assignment:

  1. Conduct desk review of existing documents related to student councils (guideline, training modules/materials, annual reports) and submit an initial report on the review. The desk review should cover on introduction, desk review methodology, findings, recommendations and limitations of the desk review.
  2. Develop overall review methodology and submit implementation plan to UNICEF and MoEYS for feedback. The methodology could use document review, Key Informant Interviews and Focus Group Discussions.
  3. Develop review tools, sampling, including consent forms and ethnical consideration and pilot these in a small sample
  4. Identify and train enumerators for data collection process with the support from UNICEF Timor-Leste. UNICEF can assist with identifying enumerators from an existing pool and enumerators fees should not be included in the financial proposal.
  5. Conduct data collection and analysis of data
  6. Prepare and submit a draft review report of findings including Power Point Presentation in English to UNICEF and MoEYS for feedback. The draft review report should include – Acronyms, executive summary, introduction, goals and objectives, data collection and analysis and sampling, findings, recommendations, and annexes and references
  7. Finalize the draft review report findings based on feedback from UNICEF and MoEYS
  8. Prepare and submit high quality final review report in English. Satisfactory final report should be received by UNICEF Timor-Leste prior to releasing final payment to consultant. The review report should include – Acronyms, executive summary, introduction, goals and objectives, data collection and analysis and sampling, findings, recommendations, and annexes.

Deliverables:

  1. Desk review report submitted.
  2. Inception report including methodology including sampling, consent forms and tools developed, piloted and submitted
  3. Draft report developed and submitted
  4. Report findings reviewed, finalized, and submitted
  5. Final report submitted

Payment Schedule:

  1. 35% upon completion of task 1, task 2 & task 3
  2. 45% upon completion of task 4, 5 and 6
  3. 20% upon completion of task 7 and 8

Duration of Appointment: 75 working days spread over from October 2022 to March 2023

To qualify as an advocate for every child you will have…

  • Minimum Masters ‘Degree in education, research methodology and/or in other relevant areas
  • Minimum five years of work experience in research related to education or social studies
  • Proven experience in quantitative and qualitative data collection and analysis
  • Strong qualitative analytical skills
  • Able to follow schedule and commit to finish the review study in a timely manner

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors.   • Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
