Under Under the guidance of the Chief of Education – UNICEF and the Director, Peace and Reconciliation Unit - MoE , the Consultant to support the Ministry of Education in assessing and strengthening its policy and practices related to promoting social cohesion. The proposed assessment will measure the relevance and effectiveness of the action plan in relation to the current context and the needs, particularly in relation to Government policy, plans and programme interventions designed for the promotion of social cohesion and to propose recommendations for a revised plan to move forwards, if any.

the National Consultant will report to the Education Officer - UNICEF and will:

  1. Undertake the context assessment: collect and review available materials, reports and publications related to Education for Social Cohesion in Sri Lanka (relevant to the scope of the ToR) using available data and other information to understand the current context and accurately assess the needs;
  2. Develop data collection tools and identify data sources, followed by data collection, data entry and qualitative & quantitative analysis, in consultation with MoE and UNICEF.
  3. Work with the technical team to identify key stakeholders to be visited and consulted including Government at all levels.
  4. Conduct consultations with stakeholders at national and sub-national levels, specifically with the Social Cohesion Coordinators, government stakeholders and development partners. Lead the entire assessment process through effective leadership, management and consulted including Government at all levels, beneficiaries and key informants to be interviewed.
  5. Identify the gaps in the action plan based on the needs identified from desk review and stakeholder consultations. Analyze the barriers and bottlenecks in action plan implementation and assess the extent to which its objectives have been met.
  6. Validate the findings through participatory causality analysis and capacity gap analysis with the technical Task Force and the steering committee, if required.
  7. Put mechanisms in place to ensure that the process undertook is ethical and that stakeholders are protected and address any ethical dilemmas or issues that could emerge.
  8. Present the key findings and recommendations with relevant stakeholders.
  9. Revise the Action Plan based on the review findings, including with indicative cost per broader areas of intervention, with the technical guidance from MoE and UNICEF.
  10. Develop a monitoring framework to support the implementation of the revised action plan.

Work relationships:

Under the overall guidance of the Chief of Education, the national consultant will work under the direct technical supervision of the Education Officer and establish linkages and liaise with relevant stakeholders as and when required during the process.

Stakeholder participation and governance:

A technical team comprised of MoE officials and UNICEF, headed by the Additional Secretary will be formed to provide guidance and oversight to the process. MoE will facilitate and support the process of national and field level consultations with the relevant stakeholders. This includes the National Institute of Education, National Education Commission, Education Publication Department, UNESCO, State Ministry of Education Reforms, Provincial Departments of Education and Zonal Departments of Education etc.

To qualify as an advocate for every child you will have…

The National Consultant should have a master’s degree in education or in a related field and postgraduate in the respective field.

A minimum of 10 years professional experience in policy and strategy development work preferably in the area of social cohesion/reconciliation /peace education in similar context. He/she should have substantial experience in conducting project and program reviews. Experience in being a Team Leader for appraisal, review or evaluation is an asset.

Fluency in English is required. Knowledge of another local language is an asset.

The assignment will commence in December 2021

Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
