The digital space is the space in which UNICEF reaches people with critical messages, in which people engage and interact with UNICEF, in which most public advocacy initiatives happen. With the growing internet penetration in Tajikistan, the role od digital platforms, especially social media is getting critical in UNICEF’s engagement with its key stakeholders, including children and youth.

How can you make a difference?

The objective of this consultancy service is to seek a qualified national individual consultant who will support UNICEF Communication and Advocacy team in the following capacity:

  • Provide technical support in website and social media regular maintenance for UNICEF TJK owned platforms;
  • Oversee the multimedia production of UNICEF TCO, including localization of global content;

*Estimated duration**:* *131 working days over six months period between July 1st 2022 until December 31st, 2022.*

DESCRIPTION OF THE ASSIGNMENT:

The consultant will work in close cooperation with the Communication and Advocacy team and programme colleagues, particularly in:

  • Development of digital strategies for each UNICEF CO owned digital media channels to facilitate the steady growth of each platform;
  • Development of comprehensive social media content plan for all UNICEF CO owned digital channels;
  • Exploring possibility and relevant tools and if viable, to set up mechanism for the targeting key stakeholders via email newsletters;
  • Following up on the production of advocacy and communication materials (e.g., print, films, videos, audio-visuals, etc.), and oversee the qualitative aspects of production, (e.g., quality control, translations, reviews of layout and graphic design etc.) to meet standards as set out in the Communication Toolkit.

Performance indicators for the evaluation of results:

The evaluation of the results will be based on:

  1. Technical and professional competence (quality of the products delivered to UNICEF);
  2. Scope of work (e.g. No. of meetings with the stakeholders);
  3. Quality of work (quality of methodology, draft, and final reports);
  4. Quantity of work (completing the tasks indicated in the table above within the set timeframe)

In addition, such indicators as work relations, responsibility, drive for results, and communication will be taken into account during the evaluation of the Consultant’s work.

To qualify as an advocate for every child you will have…

The required qualifications/knowledge include:

  • Educational background in journalism, marketing, social science or a related field.
  • Minimum 2 years of experience working on media, social media and content production.
  • Solid knowledge and work experience with grounded understanding of social media landscape in Tajikistan.
  • Relevant technical expertise and consultancy experiences with international/UN organizations in the field of communications and advocacy
  • Excellent analytical, communication, organizational and report writing skills;
  • Excellent written and spoken Tajik and Russian and English.
  • Competencies: Solid knowledge and work experience with grounded understanding of social media landscape in Tajikistan. Strong analytical and conceptual thinking. Excellent writing skills. Excellent communication and presentation skills with stakeholders and the ability to work under pressure and commitment to work to a tight timeframe.
  • Language: Fluency in Tajik and Russian languages and English (written and oral).

Qualified candidates are requested to submit:

  1. Cover letter/application/CV.
  2. A technical proposal with the proposed methodology/approach to managing the project, showing understanding of tasks.
  3. Financial quote for the consultancy in TJS per deliverable, stating also the timeframe for completion of deliverable and/or daily rate (as well as travel and subsistence costs, as applicable).
  4. Examples of previous, relevant work related to the deliverables.
  5. At least two references
