Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The Spotlight Initiative is a global partnership to eliminate all forms of violence against women and girls. It was launched in September 2017 by the United Nations (UN) Secretary-General and the European Union (EU) High Representative and Vice President (HRVP). It is a visible political and financial investment from the EU in the multilateral relationship with the UN and in gender equality. The Spotlight Initiative in Africa will be implemented in 8 countries (Liberia, Malawi, Mali, Mozambique, Niger, Nigeria, Uganda and Zimbabwe). The focus for the African initiative is GBV, SRHR and Harmful Practices (HP) In Zimbabwe the SI implementation will be by six UN agencies Namely, ILO, UNDP, UNESCO, UNFPA, UNICEF and UN Women (RUNOs).

The Country Office would like to engage a Consultant to provide technical support to the Spotlight Programme to ensure technical coherence of the programme across all its outcome results (pillars), to work in close collaboration with established task teams across RUNOs providing strategic thinking, technical advice and innovative approaches to facilitate programme interventions and to provide strategic support to achieve programme deliverables. Externally she works in close collaboration with E.U technical officials, Government officials at the technical level, multi and bi-lateral donors and civil society ensuring successful programme implementation across pillars.

Duties and Responsibilities

Scope of work

  • Provide technical support to the programme development advisory services and development of programmes in the area of SGBV/HP/SRHR;
  • Technical support to the implementation of the Spotlight Country programme;
  • Provide technical assistance and capacity development to project/programme partners;
  • Support in building partnerships and support in developing resource mobilization strategies;
  • Assist with the management of inter-agency coordination to achieve a coherent and aligned presence for the Spotlight Country Programme in Zimbabwe under the overall guidance of the UN Women Representative.

Expected deliverables

  • Quality advocacy, communication and knowledge management initiatives undertaken:
    • Coordinate and edit stories from the SI Inter-Agency Team for the Spotlight Bi-Weekly Brief. At least 2 briefs a month x 5 months (10 Briefs total) (August -December 2021);
    • Provide feedback, comments and inputs to Spotlight Assessments, Research Documents and Knowledge Products shared by the Spotlight RUNOs. This is dependent on the interventions and many other processes so would be quite hard to put a timeframe on this one;
  • Zimbabwe Spotlight quarterly reports prepared. Two reports (July– September 2021; October-December 2021);
  • Minutes of Weekly meetings with the SI Coordination Team Members (group and/or bi-lateral meetings) prepared and shared. Weekly for 5 months;
  • Spotlight Inter-Ministerial Coordination meetings are convened in liaison with the Ministry responsible for Women Affairs Planning, Coordination and preparing at least 1 Spotlight Inter-Ministerial Coordination Meeting during August-December 2021;
  • SI Inter-Agency Team meetings organized and minutes shared. Once every month x 5 months;
  • Coordination of the development of the Phase II Spotlight AWP;
  • Development and implementation of Spotlight Phase II Plan to strengthen Coordination of Spotlight implementation at Provincial and District level by Implementing Partners + monthly meetings with IPs;
  • Coordination of monthly financial monitoring of the Delivery and Implementation Rates of the Spotlight Country Programme (Phase II); report prepared for RC and Spotlight HoAs. Monthly;
  • Respond to requests from the Spotlight Global Secretariat as they occur. Time frame for requests varies;
  • Coordination of the Spotlight Phase II CSRG. Coordinate the meetings, development and implementation of the Spotlight CSRG’s Phase II Annual Work Plan; convene monthly meetings of the CSRG + ad hoc meetings as necessary;
  • Reports and presentations on programme implementation, progress, achievements for the Spotlight National Steering Committee Meetings (NSC) and EU Spotlight HoAs meeting minutes prepared. Reports and presentations satisfactorily prepared and submitted;
  • EU Spotlight HoAs meeting minutes prepared.

Required Skills and Experience

Education:

  • Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, public health or a related field is required. A project/programme management certification would be an added advantage

Experience:

  • At least 7 years of progressively responsible development experience that combines programme coordination and strategic planning in the area of gender equality and women’s rights, EVAWG/SGBV/HP/SRHR;
  • Experience in programme management; planning, implementation, monitoring, evaluation and reporting;
  • Experience of working internationally is an asset.
  • Work experience with at least one UN agency/organization;
  • Experience coordinating and liaising with government agencies and/or donors;
  • Experience with E.U funded projects is an asset;
  • Experience in leading/managing a team is an asset.

Language Requirements:

  • Fluency in English is required.
  • Knowledge of the other UN official working language is an asset.

Evaluation criteria:

The Consultant will be evaluated based on qualifications and the years of experience, as outlined in the qualifications/requirements section of the ToR. In addition, the Consultant will also be evaluated on the following methodology:

Technical Criteria weight: 70%;

Financial Criteria weight: 30%;

The award of the contract shall be made to the Consultant whose offer has been evaluated and determined as: Responsive/compliant/acceptable; and having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the Terms of Reference.
