After promulgation of new constitution in the country three tiers of governments are to perform for delivering WASH services to all citizens, leaving no one behind; there have been efforts for transformation on the processes and execution of planning, implementation, and monitoring of WASH sector are moving. Country recently introduced mobile based application (NWASH) for preparation of municipality level WASH plan and sector information management. Nepal being a highly vulnerable country for disasters and impact of the climate change, relevant information on hazard profiles, preparedness of WASH cluster and emergency responses are also to be documented well. In all those contexts generating and disseminating knowledge products in certain areas of WASH sector performance become utmost.

To address all those needs, UNICEF as a sector leader of WASH sector has to be equipped with latest developments and relevant knowledge products and advocacy tools for evidence-based advocacy and promoting best practices in the country. Therefore, UNICEF is undertaking this consultancy to come up with relevant knowledge management products and advocacy tools.

Specific Tasks:

The overall purpose of this consultancy is to come with Knowledge Management Products and Advocacy tools in the specified thematic areas. The consultant is expected to carry out the following:

A) Carry out comprehensive review of background documents, data and information on the specific theme and consult with relevant WASH team members to understand the strategic goals and content of the products and advocacy tool to be developed. In addition, also undertake review of similar products and tools developed by other agencies both at national and international levels to come up how to present the available information to achieve desired impact on targeted group for advocacy. This exercise will lead to identification of best possible design and content of the tool/product.

B) Compile, edit and analyze the information that is to be used for the products/tools.

C) Draft products and advocacy tools as agreed with the team, following UNICEF’s standard.

D) Finalize the draft products and tools based on feedback from UNICEF.

E) Support the team with dissemination of the products to the external stakeholders i.e., preparing dissemination plans and standard presentations.

i. Prepare an advocacy tool document on water quality improvement through water quality monitoring mechanism and water safe community initiatives – 15 days

  • Desktop review of existing available information and data on water quality
  • Conduct in-house stocktaking learnings through discussion in WASH team
  • Collect views of communities where water safe community initiatives are ongoing or have been carried out to capture the field reality.
  • Draft max 4 pages (with graphical illustration/pictures) of each Knowledge Product in: 1) Success of water quality monitoring mechanism being exercise by local government and WSCU; 2) Why and how water safe communities be achieved.
  • Finalize those two products with proper layout for printing both in Nepali and English languages
  • Support WASH team in doing two presentations to Govt and partners through virtual and or face to face events.

Target Group: Policy Makers, Parliamentarians, and senior level government officials, development partners and WASH sector players.

Purpose: Prioritization of Water Quality to accelerate progress on access to safely managed drinking water services (SDG 6.1) which is estimated to be 18%, lowest in the central and southern Asia region (JMP, 2020). 60% of drinking water sources in Nepal fails to meet the safely managed drinking water services due to not meeting the water quality requirement.

ii. Develop a fact sheet on sustainability of ODF and link it with the SDG ladders – 10 days

  • Conduct in-house stocktaking learnings through discussion in WASH team
  • Capture learnings from field in selected communities
  • Finalize the product with proper layout for printing both in English and Nepali
  • Support WASH team in doing two presentations to Govt and partners through virtual and or face to face events.

Target Group: Governments, partners, practitioners, and stakeholders

Purpose: To build awareness on the current ODF situation in Nepal and help them to address the sustainability issues and accelerate progress on access to safely managed sanitation services ( SDD 6.2)

iii. Develop a process notes for WASH plan and Sector MIS based in N-WASH app – 10 days

  • Desktop review of existing available information and data on water quality
  • Conduct in-house stocktaking learnings through discussion in WASH team
  • Draft max 4-5 pages (with graphical illustration/pictures) of each Knowledge Product in: 1) Success of development of WASH Plan with components of inventory, planning and costing, using N-WASH app; 2) WASH MIS.
  • Finalize those two products with proper layout for printing together with the government (DWSSM)
  • Support WASH team in doing two presentations to Govt and partners through virtual and or face to face events.

Target Group: Governments, partners, service providers for preparing WASH plans, and stakeholders

Purpose: To build knowledge and understanding on preparation of WASH plan, use of NWASH and sector MIS and allocations of resources for development and operationalization of resources for WASH Plan and Sector Monitoring

iv. Prepare advocacy documents on rights to water and sanitation, GESI, Disability, Climate Change, Role of CSOs in WASH sector (by compiling reports of related advocacy initiatives conducted by FEDWASUN through UNICEF support) – 12 days

  • The Report should limit within six pages including graphics/pictures.

Target Group: government, policy makes, planners, sector players and stakeholders

Purpose: To build awareness on the rights to water and sanitation, gender and disability, climate, role of civil society and government for the sector.

v. Finishing off and prepare dissemination plan – 3 days

Duration of the contract:

The total duration of the consultancy is for 50 days within a period of 2.5 months tentatively starting from 27 September 2021.

To qualify as an advocate for every child you will have…

  • Education:

o University degree in journalism, communication, or social sciences, or comparable academic qualifications. Master’s degree in Civil engineering with experience of publishing articles/reports will be added advantage

  • Work Experience:

o At least 8 years of progressively advanced experience in strategic communications, which must include developing communications and advocacy strategies at the global, regional or national level of which at least 5 years work experience in WASH sector communication is required

o Proven experience of development of high-level advocacy and communication materials.

  • Special skills:

o Excellent command over written and verbal English language is a must.

  • Competencies:

o Demonstrated familiarity with the work of UNICEF and/or international development, humanitarian, and child rights issues.

  • Experience writing for development organizations will be an asset.

o Proven ability to think critically and seek out, synthesize and interpret large amounts of information.

o Ability to work with incomplete information and diverse views and opinions.

o Concrete experience of fostering open dialogue, building trust and engaging key stakeholders.

o Expertise in using MS Office software and carrying out research and data analysis.

o Excellent knowledge of English is required - strong communication skills (written and oral) in English are a necessity.

o Broad portfolio of creative and high-quality work, and reputable clients.

o Ability to deliver timely and high-quality products under tight deadlines.

o Be able to work independently as well as a good team player.

o Skilled in MS Word, PowerPoint, Excel, and preparing graphical illustrations/formatting/layout of pages.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors.

UNICEF is not liable and the consultant/individual contractor is responsible for paying taxes incurred from the remuneration under this contract to the relevant government authorities following the Income Tax Act 2002 of Nepal.
