How can you make a difference?

Under supervision of the UNICEF Child Protection Manager and close guidance of the Official from Ministry of Justice, provide technical assistance to the Ministry of Justice for implementation of the Birth Registration Programme.

Work Assignment

1. Support MoJ on the Mobile Birth Registration Implementation:

  • Coordinate with MoJ and ChildFund on Mobile Birth registration activities in four Municipalities (Manatuto, Lautem, Manufahi and Ermera)
  • Monitor and supervise Mobile Birth Registration Activities
  • Follow up any supplies needed for Mobile Birth Registration Implementation
  • Follow up liquation report of Mobile Birth Registration activities with MoJ and ChildFund
  • Other technical and operational support that are needed to conduct mobile birth registration campaign.

2. Conduct the assessment of Civil Registry Office and birth registration posts, for improvement and rehabilitation

  • Coordinate with Ministry of Justice and conduct site visits, including at central office, Caicoli office, and a birth registration post at the national hospital
  • Discuss with MoJ and agree with office improvement plans
  • Support MoJ with developing office improvement plans including supply needs, based on gaps and needs identified through site visits
  • Support the procurement of requested supplies and IEC materials that are to be developed by an institutional consultant
  • Provide other support to ensure the improvement/rehabilitation work goes on as planned
  • Write a report upon completion of the improvement/rehabilitation work.

3. Support on other relevant tasks for BR implementation

  • Translate relevant documents between Tetum and English
  • Support programme meetings with the MoJ, UNICEF, implementing partners and consultants, including organization, translation and drafting meeting minutes
  • Other relevant tasks needed for project implementation

Deliverables: Timely submission of monthly report.

Contract duration: October - December 2021

Proposed payment schedule: Monthly payment base on monthly deliverables

To qualify as an advocate for every child you will have…

  • At least a university degree in a relevant field, such as laws, public administration, or other social science disciplines.
  • Minimum 3 years of professional experience in relevant field. Experience in working for government agencies or the UN will be a strong asset.
  • Excellent communication and coordination skills among a wide range of stakeholders.
  • Ability to follow instructions, work under tight deadlines, and deliver high-quality results.
  • Excellent writing and speaking skills in both English and Tetum.
