You have:
- Advanced degree in Business Administration, Economics, Public Administration, Social Sciences, International Law, Gender Studies or any other related field.
- At least eight years of substantive experience working on project monitoring, coordination and management.
- At least five years of experience working with government representatives, UN entities, donors and other stakeholders.
- At least three years of theoretical knowledge and practical experience in gender equality and the empowerment of women.
- At least two years working on the basis of Results Based Management.
- Excellent writing and speaking skills in Russian and English; Kazakh is an advantage.

Background
The Project "Strengthening national capacities, coordination and creation of effective measures for inter-agency cooperation in the implementation of family and gender policies; Increasing women's contribution to national production and its growth with the goal of effective implementation of Sustainable Development Goals 1, 5, 8 and 10; and Integration of a multisectoral approach for ending violence against women and girls in the Republic of Kazakhstan" is being implemented in cooperation with four UN Agencies working in Kazakhstan (UN Women, UNFPA, UNICEF and UNDP).
The ultimate goal of the Programme is to advance gender equality and empower women and girls in Kazakhstan, including the most marginalized, to leave no one behind through 1) Effective implementation of Gender and Family Policy in Kazakhstan, 2) Economic integration of socially vulnerable women and creation of social protection policies and laws which provide decent work opportunities for vulnerable women while eliminating gender-based discrimination related to women's unpaid care work and 3) A full-fledged support in the integration of multisectoral response to and comprehensive governmental approach to prevention of violence against women in Kazakhstan.
The Project period is 2019-2021, the volume of funding provided by the Ministry of Labour and Social Protection of the Population of the Republic of Kazakhstan is $1,8 mln.
Duties and Responsibilities
Under the guidance of the Programme Specialist UN Women Country Office Kazakhstan, the National Consultant is responsible for providing support and coordination for implementing and monitoring the Project results' delivery.
The National Consultant will work in close cooperation with the UN Women Country Office programme, operations and project teams, communication specialists, and UNFPA, UNDP and UNICEF focal points. She/he will also closely interact with the National Commission for Women and Family Affairs and Demographic Policy under the President of Kazakhstan. The Ministry of Labour and Social Protection of the Republic of Kazakhstan, the National Statistics Bureau, gender experts, Civil Society Activists, the National Chamber of Entrepreneurship Atameken.
- Coordinate, monitor and review project activities according to the Donor Agreement, Project Annual Work Plan 2021, aligned with the Project Steering Committee decisions. Identify and integrate the most effective ways to timely implement project activities to achieve outputs and outcomes and meet deadlines following corporate UN Women's rules and regulations.
- Support the final Project's monitoring and evaluation process to be conducted by the evaluation team comprised of international and national consultants.
- Coordinate with the Project Team to ensure the effective use of UN Women Results Management System for planning, monitoring and reporting purposes by ensuring the timely data entry and update against outcomes and outputs, corresponding indicators and activities. Coordinate data collection, analysis and provision of the Project Team inputs during quarterly, annual and Donor reporting.
- Support the Project Team in regular monitoring of project activities implemented by UNFPA, UNDP and UNICEF in respect to the delivery of the planned results, including financial allocations, advances, correct registration of expenditures and timely advances liquidation;
- Substantially contribute to the organization of UN Women management and relevant stakeholders involved in the Project coordination and other meetings with dedicated inputs and, when required, with sessions to update on the current status of the Project implementation, flag urgent issues and actions required and propose solutions;
- Support the Project Team in the design of new or modified activities or interventions, if approved by the Project Steering Committee, by negotiating with involved parties and partners, developing Terms of Reference, concept notes, providing recommendations and incorporating relevant changes into the Project Annual Plan 2021 and other relevant documents;
- Provide support and follow up inputs to the financial and narrative reporting according to UN Women corporate deadlines and Donor agreement to ensure clear and correct reflection of delivered results and financial data;
- Contribute to the exchange of information and knowledge internally and externally to improve performance across three project components;
- Contribute to the development of capacity development tools, including training materials and packages if required;
- Identify and disseminate good practices, lessons and knowledge, as identified through programme implementation, monitoring and evaluation activities;
- Promote the awareness and understanding of Monitoring and Evaluation (M&E) 's shared responsibility among all team members through communication, training, learning, and development activities.

- At least three years of theoretical knowledge and practical experience in the area of gender equality and the empowerment of women, ending violence against women, economic empowerment of socially vulnerable women;
- At least two year working of the basis of Results Based Management
Languages:
- Excellent writing and speaking skills in Russian and English, the Kazakh language is an advantage.
Applicants must meet the above minimum qualification requirements which will be included in the technical evaluation process in the future. The next stage of the assessment process will be maintained by cumulative analysis methodology of technical proposal (70%) and the financial proposal (30%) of the candidate.
