How can you make a difference?

Under the overall oversight of the Chief, Health and Nutrition supported by Chief, WASH, the engineer will work under the day-to-day supervision of the Health Specialist to support the planning and implementation of all works/activities related to preparation of the sites for installation of the medical oxygen generator systems in targeted health facilities. S/he will provide on-going technical guidance and support to government engineering entities / private consulting firms or individuals hired to carry out assessments, design proposals, bill of quantities, etc. for the construction work and provide assure quality of all processes of the Oxygen plant construction works and conformity to set standards and facilitate in verification of works carried out and processing of contractor’s payments. He/she will coordinate with ministry of health and design entity to resolve any conflict / construction related issue during site preparation activities.

The core responsibilities of the consultant are:

1) To provide technical assistance in quality assurance/control of the management and implementation of the UNICEF supported Oxygen facilities construction in targeted health facilities, including monitoring of construction sites and certification of contractors bills on sample basis presented and duly verified by design company responsible author supervision and CD of MOHSPP for technical supervision.

2) provide technical input to facilitate bidding process and communication and securing of required clearances with and support in coordination with the relevant government Ministries/departments at national and local levels.

Delivery #1

Prepare Terms of Reference (ToR) and Scope of Work (SoW) for services of engineering firms to carry out needs assessments of oxygen system in targeted health facilities

Review and verify the assessment reports, and provide guidance of the construction / rehabilitation to be planned for improvement of oxygen facilities in health facilities

Work closely with Construction Department of the Ministry of Health (MoH) and other government bodies as needed, in planning and monitoring of the assessments of health facilities identified for improvement of oxygen facilities

Monitoring plan developed and approved

Based on the agreed work to be carried out, review and provide technical advice, recommendations and endorse design documents, bill of quantities, technical specification for tendering purposes

Technical advise and recommendation provided

Work with Ministry staff and private partners to establish operation and maintenance require to ensure sustainability

O&M plan developed and provided to chief doctors

Provide technical input to the UNICEF Supply Section in the preparation of tender documents, including: Request for Proposal/Invitation to Bid (RFP/ITB), ToR, Scope of Work, BoQ, drawings, Terms and Conditions, and documents for contracting

Technical inputs provided to the UNICEF Supply Section in the preparation of tender documents

Provide the necessary input to Supply Section for request of Local Procurement Authorization from UNICEF Supply Division.

Provide technical leadership/oversight for the evaluation of tenders, and throughout the bidding and contractor selection process, including Ensuring conformity with UNICEF supply rules, provide technical input into the preparation of tender of Request for Proposals (RFP)and facilitating timely launch of the RFP. ; pre-biding technical briefing, , facilitating and oversighting the technical evaluation of submitted bids proposals; compilation of final bid evaluation result and ; technical assistance to the Supply in responding to any complaints from bidders in line with related guidance, laws and regulations.

Establish appropriate mechanisms to facilitate proper monitoring and quality assurance (supervision) to ensure the construction / rehabilitation works are implemented according to standards before/during/after and participate in field site monitoring of construction activities

To qualify as an advocate for every child you will have…

  • Education: A university degree (bachelor or master) in one of the following fields is required: civil engineering, engineering, or another relevant technical field. The relevant master’s degree is an asset.
  • Work experience: Minimum of five years of professional work experience in providing Engineering Technical supervision for construction works.
  • Specific experience in Oxygen-related construction in Tajikistan or any other developing country context.
  • Languages: Excellent proficiency in Tajik and Russian (written and oral) while knowledge of English is an advantage.

Qualified candidates are requested to submit:

  1. Cover letter/application/CV.
  2. A technical proposal with proposed approach to managing the consultancy deliverables, showing understanding of tasks.
  3. Financial quote (separate from technical proposal in TJS) for the consultancy in per deliverable, also stating the timeframe for completion of deliverable and/or daily rate as well as travel and subsistence costs, as applicable (45 Monitoring visits to the HCFs (15 facilities across the country (Districts: Farkhor, Yovon, Panj, Shahrituz, Maschohi Kuhi, Pakhtaobod, Vanj, Murgob, Darvoz, Khorog, Ayni, Istarav-shan, Sangvor, Jerkala (Kulob), at least three visits during construction/installation works);

  4. Applications without a financial proposal will not be considered.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
