Background

United Nation Entity for Gender Equality and the Empowerment of Women (UN Women), grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women in Georgia supports state and non-state partners towards the achievement of substantive gender equality in Georgia. In line with national and international commitments, UN Women works on the levels of policies and legislation, institutions, and grassroots, to achieve transformative results for increased gender equality and greater protection of the rights of women and girls.

Data and statistics are indispensable for devising evidence-based policies to achieve gender equality and women’s empowerment, as well as for assessing impact of legislation and policies and promoting accountability. Regardless of important advances related to gender statistics internationally such as adoption of the minimum set of gender indicators in 2013 by the UN Statistical Commission and availability of gender-specific indicators to monitor implementation of the 2030 Agenda for Sustainable Development, important gaps in the area persist making it difficult to monitor progress for women and girls. As a part of the UN-wide investment in supporting UN Member States to track progress towards Sustainable Development Goals (SDGs) and to translate global human rights norms and standards into national policies, actions and results, UN Women is committed to support national partners in strengthening data collection systems to monitor international, regional, and national commitment to gender equality and women’s empowerment.

To strengthen production and use of gender statistics in Georgia in line with Georgia’s international and national commitments towards gender equality and women’s empowerment, UN Women, within the framework of the “Good Governance for Gender Equality” (GG4GEG) project generously funded by the Ministry of Foreign Affairs of Norway is supporting national data producers and users in improving production, analysis and dissemination of gender statistics. In line with these efforts, UN Women is producing a series of statistical publications. More specifically, In 2020 UN Women CO in Georgia within the framework of its projects “Women’s Economic Empowerment in the South Caucasus”, funded by the Swiss Agency for Development and Cooperation (SDC) and the Austrian Development Cooperation (ADC) and “Transforming Social Protection for Persons with Disabilities in Georgia” implemented jointly with UNICEF, UNDP, OHCHR, UNFPA and WHO and generously funded by the Joint SDG Fund developed number of research papers, that focus on different aspects on gender equality. Among those are seven issue briefs that are based on Country Gender Equality Profile (CGEP) 2020 and a statistical publication on women and children with disabilities in Georgia. As the products are targeted to diverse audience including policymakers and general public, their user-friendliness is key at this juncture and further work is needed to repackage and present the data in a simplified and easily understandable formats.

The issue briefs are 2-3 pages long, in English and Georgian Languages, and cover topics such as Employment and gender, Women in the rural economy, Women’s economic inactivity and Unpaid care work among, Women and poverty and Women and social protection in Georgia. Most of the briefs contain statistical data from 2019 year (two of them contain no data at all) and need to be enriched and updated with more recent data that is becoming available through the new CGEP 2021 (upcoming). The publication on women and children with disabilities is an English language document, approximately 60-70 pages long and describes the state of women and children with disabilities in Georgia based on existing survey and administrative data. The document needs further improvements in terms of literature review, data visualizations and contextualizing and interpreting the findings in the light of existing studies and policies.

In this connection, within the framework of the GG4GEG project plans to hire a national consultant to review and update these statistical publications and develop a new issue brief on women with disabilities in cooperation with UN Women contracted designer. The duties, responsibilities and deliverables of the national consultant are as follows:

Duties and Responsibilities

The duties and responsibilities of the Consultant are:

  • To review and update the publication on women and children with disabilities by: 1. adding a chapter on national context summarizing existing literature, studies and policies; 2. formulating, contextualizing and interpreting main findings in the light of existing policies and literature presented in the national context chapter and 3. Transforming complex data tables into reader -friendly data visualizations in close cooperation with UN Women designer;
  • To prepare an issue brief on women with disabilities with relevant data visualizations based on the publication on women and children with disabilities;
  • To update existing six issue briefs with new data from the upcoming CGEP (to be provided by UN Women) and in close cooperation with UN Women designer, develop data visualization for each issue brief.

Deliverables:

  • Updated publication on women and children with disability with relevant data visualizations submitted to UN Women by 20 September, 2021 (6 working days);
  • Issue brief on women with disabilities submitted to UN Women by 30 September, 2021 (4 working days);
  • The publication and issue brief finalized as per UN Women comments and final version submitted to UN Women by 15 October, 2021 (2 working days);
  • Six updated issue briefs in English with relevant data visualizations submitted to UN Women by 29 October, 2021 (10 working days);
  • Seven visualized issue briefs in English and Georgian finalized as per comments by UN Women and final versions submitted to UN Women by 19 November, 2021 (3 working days).

Required Skills and Experience

Education:

  • Advanced University degree (at least Masters) in statistics, social and political sciences or related field.

Experience:

  • At least two years of professional experience in working on data and statistics. Experience in working on gender data will be an asset.
  • At least one-year experience in conducting qualitative and quantitative research on GEWE issues.
  • Previous experience in developing research reports with data visualizations and infographics would be an asset. Please include a sample of your previous similar work.

Language:

Fluency in English.

Evaluation Procedure:

The candidates will be evaluated in three stages: according to minimum qualification criteria; technical and financial evaluation.

The candidates must possess following minimum qualification criteria to be eligible for further technical evaluation:

  • Advanced University degree (at least Masters) in statistics, social and political sciences or related field;
  • At least two years of professional experience in working on data and statistics. Experience with gender data would be an asset
  • Fluency in English.

The candidates will be evaluated in three stages: according to minimum qualification criteria followed by technical and financial evaluation.

Technical evaluation criteria (including minimum qualifications):

  • Advanced University degree (at least Masters) in statistics, social and political sciences or related field (max 30 points);
  • At least two years of professional experience in working on data and statistics, with an emphasis on gender data (max 100 points);
  • At least one year of experience in conducting qualitative and quantitative research on GEWE issues (max 100 points);
  • Previous experience in developing research reports with data visualizations and infographics (max 100 points);
  • Fluency in English (max 20 points).

Maximum total technical score amounts to 350 points. Only candidates who have passed over the minimum qualification criteria and have accumulated at least 245 points out of maximum 350 under technical evaluation will qualify for the next stage i.e. evaluation of their financial proposals.

Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 150

S – score received on financial evaluation;

Fmin – the lowest financial offer out of all the submitted offers qualified over the technical evaluation round;

F – financial offer under consideration.

The winning candidate will be the candidate, who has accumulated the highest aggregated score (technical scoring + financial scoring).

Management arrangements:

The contractor will report to and work under direct supervision of the UN Women GG4GEG Programme Analyst and overall guidance of the UN Women Deputy Country Representative in Georgia.

Financial arrangements:

Payment will be disbursed upon submission and approval of deliverables and certification by UN Women National Programme Officer that the services have been satisfactorily performed as specified below:

  • Deliverable 1, 2, 3, 4 and 5 (25 working days) –100%;
