How can you make a difference?

To support the implementation of summer camps at targeted community-based preschools in Ermera and Viqueque during the school holidays aimed at improving children’s literacy and numeracy skills. More specifically, it is hoped that at the end of the Summer Camps, the following objectives will be achieved

  • Develop enhanced interest for reading among preschool students
  • Strengthen skills including increased pre-literacy, pre-numeracy and social skills for 5-6 years old children in community preschools.
  • Reinforce parental awareness on their roles in promoting reading and learning at home amongst children and equip them with knowledge about ways to support literacy and numeracy skills development at home.

WORK ASSIGNMENT:

  1. Development and submission of summer camp activity module detailing overall play-based and student-centred literacy and numeracy activities that will be undertaken for 2 days in each of the 10 community preschools that will be identified by UNICEF (5 days)
  2. Development and submission of the implementation plan outlining how the camps will be organized on a day-to-day schedule. This also includes designing and submission of attendance records used for monitoring purposes. The consultant will also develop an observation checklist that will be utilized by the monitoring team from the Ministry of Education, Youth and Sport and UNICEF to observe both the implementation of Summer Camp activities and students’ engagement in the planned activities (2 days)

    3.1. Implementation of Summer camp for children in the identified community preschools

    3.2. Implement a half-day session for parents on their role in supporting children’s learning at home. For this activity, the consultant

    will use the existing parenting package developed by UNICEF and MEJD in 2021.

    (35 days)

    1. Write and submit a final report of the activity outlining what worked well, what were some of the challenges and how these could

    be addressed in future.

DELIVERABLES:

1. Submission of Summer camp module on literacy and numeracy

2. Submission of implementation plan, daily attendance record and observation checklist

3. An overall report of implementation of the activity in the 10 schools. This should also include Photos and videos indicating the implementation of summer camp activities in the school level and attendance record indicating participation of students and or parents at each school

4. Submission of final report

PAYMENT SCHEDULE:

  • 30 % upon submission of deliverable 1 and deliverable 2
  • 60 % Upon submission of deliverables 3
  • 10% upon submission of the Final report

To qualify as an advocate for every child you will have…

  • Bachelor’s degree in one of the disciplines relevant to Education; Primary Education, Early Childhood Development and or Social Sciences.
  • A minimum of two years professional work experience in education programme preferably with knowledge and experiences of teaching particularly past experiences in implementing reading/literacy and numeracy related programme in Timor-Leste.
  • Experience working in the UN, NGOs or other international development organization is an asset.
  • Fluency in English, Tetum language required. Proficiency in Portuguese is an asset
  • Skills, knowledge and practical abilities in ICT skills and facilitation skills.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
