Result of Service A direct and timely assistance service provided to NOUs in Paraguay to implement, disseminate and promote a Cold Chain Database focusing on strengthening capacities of the Montreal Protocol.

Outputs:

  • Output 1: - An electronically submitted report on the collection and analysis of data on the quantity produced, imported, exported and food and beverage facilities, according to the Model Form for cold chain database - Phase 1.

  • Output 2: - An electronically submitted report of the field survey carried out, covering 4 samples from each subsector identified for the categories of supermarkets, refrigerated transport, cold stores and farms, considering the requirements of the UNEP –GFCCC (Global Food Cold Chain Council) questionnaires, which are composed of following main parts: - Contacts and capacities (size of establishment/facility). - Types and population of refrigeration equipment vis-à-vis type of refrigerants. - Refrigerants and leakage being used on yearly basis. - In-house servicing capacities. - Information about energy consumption, food loss and CAPEX/OPEX of refrigeration equipment.

  • Output 3: - An electronically submitted report of follow-up meetings with the DGA (Dirección General del Aire) – MADES (Ministerio del Ambiente y Desarrollo Sostenible) and UNEP - GFCCC on the data collected and testing of the database. - An electronically submitted report on awareness-raising activities with interest groups (stakeholders): - Organize and carry out a worktable with companies in the food sector to identify opportunities to improve the cold chain - Organize and carry out a seminar to present the results regarding the cold chain of the Paraguayan food sector.

    Duties and Responsibilities 1. Purpose.

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment." Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP's Law Division works with international and national partners, providing technical assistance and capacity development for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition.

UNEP is an Implementing Agency of the Multilateral Fund of the Montreal Protocol on Substances that Deplete the Ozone Layer. That role is discharged through the Law Division's OzonAction Branch, whose goal is to enable developing countries to meet and sustain their compliance obligations under the treaty. OzonAction’s Compliance Assistance Programme (CAP) provides a range of services and project implementation support to assist those countries. As part of the latter, the Latin America CAP team provides support to Paraguay for the implementation of the Kigali Amendment Enabling Activities project for the Republic of Paraguay, as Lead Agency specifically for:

i) Assessing existing technical barriers and gaps for the adoption of alternatives to hydrofluorocarbons (HFC) in the refrigeration and air conditioning sector,

ii) Characterizing technical capabilities and training needs for the adoption of HFC alternatives in different sector and sub-sectors, for instance: a) Refrigeration and air conditioning - i) Industry (Refrigerators, milk chambers, industry food), ii) End users (shopping malls, hotels, supermarkets), iii) Mobile Air Conditioning and refrigerated transport; b) Polyurethane foam – i) distributors, ii) End-users; c) Firefighting. iii) Identifying available alternatives (zero/low Global Warming Potential (GWP), zero Ozone-Depleting Potential (ODP) and high energy efficiency) and analyzing the environmental/socio-economic impacts of each one.

iv) Preparing technical reports on the specificities and requirements of each alternative technology in the main sectors to facilitate consultations by country stakeholders.

In line with national legal/regulatory frameworks, the governments of Paraguay, through its National Ozone Unit (NOU), have requested UNEP to hire a national consultant to implement, disseminate and promote a Cold Chain Database focusing on strengthening capacities of the Montreal Protocol focal point and the customs authority concerning some of the critical control measures that are needed to efficiently implement Montreal Protocol commitments.

2. Objectives.

Implement, disseminate, and promote a Cold Chain Database to strengthen and prevent illegal trade of controlled substances under the Montreal Protocol to the NOUs in Paraguay.

3. Works Assignment:

- Collects and analyzes the data on the quantity produced, imported, exported and food and beverage facilities, according to the Model Form for cold chain database - Phase 1 ES Questionnaire.

- Conducts a field study with an emphasis on 4 samples from each subsector identified for the categories supermarkets, refrigerated transport, cold stores and farms, considering the requirements of the UNEP –GFCCC questionnaires, which are composed of following main parts: - Contacts and capacities (size of establishment/facility) - Types and population of refrigeration equipment vis-à-vis type of refrigerants - Refrigerants and leakage being used on yearly basis - In-house servicing capacities - Information about energy consumption, food loss and CAPEX/OPEX of refrigeration equipment.

- Participates in follow-up meetings with the Ozone Department DGA - MADES and UNEP - GFCCC on the data collected and testing of the database.

- Organizes a worktable with companies in the food sector to identify opportunities to improve the cold chain.

- Organizes a seminar to present the results regarding the cold chain of the Paraguayan food sector.

Qualifications/special skills Academic Qualifications: - First University Degree in environmental science/management/policy, energy science/management/policy, economy, engineering, public policy, development studies, international relations, or a related field, is required. Experience: - At least 6 years of professional experiences, including 4 years of experience in the development/implementation of refrigeration and servicing sector projects, is required. Language: - Fluent in Spanish and basic level of English, is required.
