Background

UN Women was established by GA resolution 64/289 of 2 July 2010 on system-wide coherence, with a mandate to assist the Member States and the UN system to progress more effectively and efficiently towards the goal of achieving gender equality and the empowerment of women. Since 2001 UN Women (previously as UNIFEM) in Kyrgyzstan has implemented catalytic initiatives on promoting women’s economic, political and social rights. In 2012 a full Country Office was established.

In 2000, the United Nations Security Council passed landmark Resolution 1325 on Women, Peace and Security (UNSCR 1325 on WPS). This resolution has helped create greater awareness of the relevance of gender to the field of peace and security and has placed women’s rights firmly on the peacebuilding agenda. The document addresses how girls and women are impacted by conflict and war and recognizes the equal and important role that they play in forging a lasting peace. There are seven UN Security Council Resolutions (SCR) that make up the Women, Peace and Security agenda: 1325 (2000), 1820 (2008), 1888 (2009), 1889 (2009), 1960 (2010), 2106 (2013), and 2122 (2013).

The Women, Peace and Security (WPS) agenda provides a holistic approach to security through four major pillars:

  • Prevention: Prevention of conflict and all forms of violence against women and girls in conflict and post-conflict situations.
  • Participation: Women participate equally with men and gender equality is promoted in peace and security decision-making processes at national, local, regional and international levels.
  • Protection: Women’s and girls’ rights are protected and promoted in conflict-affected situations.
  • Relief and Recovery: Women's and girls’ specific relief needs are met and women’s capacities to act as agents in relief and recovery are reinforced in conflict and post-conflict situations.

WPS resolutions encourage countries to take action through the development of National Action Plans (NAPs). This country-level strategy serves as a tool for governments to identify priority issues and coordinate the implementation of UNSCR 1325. Civil society plays an important role to provide oversight and monitoring of the implementation process. Also, development actors advocate for a gender perspective in peacebuilding through various programmes.

Since the adoption of UNSCR 1325, the Government of Kyrgyzstan has developed three NAPs on UNSCR 1325: NAP 2012-2014 (extended to 2015), NAP 2016-2017, and the current NAP 2018-2020. The first NAP was initiated in response to the inter-ethnic violence in the south of the country in June 2010 and the impact on women and girls affected during the conflict and its’ aftermath. The second NAP built on the work started in the framework of the first NAP and continued setting more targeted priorities. The government showed the political will to the adherence of the WPS agenda and achieved some progress on gender dimensions to peace and security issues through its first, second and third NAPs.

Assessment results of the implemented NAPs indicate the need for further work on increasing the actual role of women’s participation and decision-making in peace-building and in prevention, managing and resolving conflicts, as well as in response to crisis like COVID-19. There are opportunities for the next NAP for 2021-2023 to address challenges faced during implementation of previous NAPs through promoting capacity building of national stakeholders and civil society as well as coherence synergies with other strategic documents relevant in the context of emergency or crisis in order to promote women’s greater participation in peace-building.

Duties and Responsibilities

This consultancy is in support of the UN Women Kyrgyzstan Country Office to advance the finalization of the UNSCR 1325 NAP 2021-2023 and ensure adopting of new approaches and alignment of the NAP with other strategic documents.

Particularly, the finalization of the NAP 1325 will focus on ensuring adaption of transformative and adaptive approaches and rights holders perspective into the NAP 1325. The NAP 1325 is to also be aligned with the currently ongoing process of Batken Development Plan in order to ensure the alignment of the two.

Under the direct supervision of the UN Women Programme Manager, WPS and guidance of UN Women WPS team and in close coordination with the relevant line ministries and inter-ministerial working group National Consultant will be finalizing the Action Plan 1325 for 2021-2023.

The assignment includes the following tasks:

Activity 1: Collecting of proposals and approaches and aligning suggestions to the draft NAP 1325

  • Collect proposals and inputs from various stakeholders (ministries, development partners, IMWG) on the NAP 1325 taking into consideration the newly changed development context including Batken Development Plan.
  • Conduct a working meeting with the participation of IMWG members and potential stakeholders, where parties will be introduced to new approaches and proposals that will
  • Translate the proposals and approaches into concrete solutions to strengthen the draft NAP 1325.

Activity 2: Revision and reformulation of NAP 1325

  • Revise the draft NAP 1325 based on the new approaches and proposals
  • Reformulate the draft as relevant ensuring adaptive approach

Activity 3: Presenting the final version of the NAP 1325

  • Finalize the NAP 1325 in close collaboration with the IMWG and in engagement with relevant partners (government and development partners at national and local levels).
  • Facilitate session to present the final version of the NAP 1325 together with the IMWG to the Government’s Office/relevant govt. authorities.

***Special note on the situation with COVID-2019***

Given the outbreak of COVID-19 pandemic and response measures and plan by the government, all Activities should carefully be designed and planned taking into account the limitations and/or opportunities in the current situation and potential changes in the coming time. Activities that will be implemented first would especially need to rely on phone/virtual/online tools and practices.

Timeframe and deliverables

The duration of the consultancy will be between 26 July 2021 and 5 August 2021, up to 10 fee days.

Payment will be made in KGS in a single installment based on submitted and approved Narrative Report, Timesheet, Documented proofs from the meeting (LoP, minutes of the meeting) and final NAP 1325.

Inputs

  • UN Women will provide the Consultant with a background and resource materials on WPS, GEWE policy.
  • The consultant is expected to work remotely
  • Any travel cost, if needed, will be covered separately upon approval by UN Women
  • Event management cost will be covered by UN Women

Required Skills and Experience

Qualifications Education:

  • Advanced (Master’s) degree in social sciences, law, public policy/administration, economy, development studies, gender studies or similar.

Experience:

  • 5 years of experience in consulting and developing strategic and policy documents in the area of Women Peace and Security, Gender Equality and Women’s Empowerment;
  • Proven experience in coordinating multi-stakeholder consultation processes and strategic/policy paper development;
  • Proven experience in working with state institutions;
  • Previous professional experience with the United Nations is considered an asset.

Languages and other skills:

  • Proficient in spoken and written Russian. Working knowledge of English and Kyrgyz languages is an asset;
  • Computer literate and able to effectively use office equipment, IT tools, and able to use the Internet and email.

Evaluation Procedure:

The candidates will be evaluated in three stages: according to minimum qualification criteria; technical and financial evaluation.

The candidates must possess following minimum qualification criteria to be eligible for further technical evaluation:

  • Advanced (Master’s) degree in social sciences, law, public policy/administration, economy, development studies, gender studies or similar.

Maximum total technical scoring:

Only candidates who have passed over the minimum qualification criteria and have accumulated at least 65 points out of maximum 70 under technical evaluation will qualify for the next stage i.e. evaluation of their financial proposals.

Evaluation of financial proposal

Financial evaluation will be conducted according to the method described below:

The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion.

A suggested formula is as follows: p=30 (µ/z)

Where:

p - points for the financial proposal being evaluated;

µ - price of the lowest priced proposal;

z - price of the proposal being evaluated

The candidate achieving the highest cumulative score for both Technical and Financial evaluations will be recommended by the Evaluation Committee for contracting.

Winning candidate

The winning candidate will be the candidate, who has accumulated the highest aggregated score (technical

scoring + financial scoring).

Management arrangements:

The contractor will work under direct supervision of UN Women Programme Analyst and guidance of UN Women Head of Osh sub-office.

Financial arrangements:

Payment will be disbursed upon submission and approval of deliverables by UN Women Programme Analyst that the services have been satisfactorily performed. Payment will be made in KGS in one instalment after accepting and approving a gender analyses, deliverables as per the ToR, and a timesheet.
