Background
The United Nations Entity for Gender Equality and Women’s Empowerment (UN Women), Ethiopia Country Office (ECO) is working towards ensuring a gender responsive financing system within the public finance management system in Ethiopia. It ensures that new and existing internationally and nationally agreed commitments on GEWE are effectively financed in Ethiopia by enabling the government to establish Gender Responsive National Planning and Budgeting system.
In 2017, UN Women ECO developed a programme entitled Transformative Financing for Gender Equality and Women’s Empowerment, which is to be implemented with the leadership of Ministry of Finance and partnership of relevant sectoral Ministries and agencies. The programme aims at establishing a gender responsive planning and budgeting system to ensure resources are allocated to fulfill GEWE commitments.
In response to this, UN Women Ethiopia is supporting MoF Gender Directorate to develop an assessment report on the budget allocated for Gender Equality and Women Empowerment within the last five years of GTP II at federal, regional and city administration level. The assessment will be used as evidence of how much budget has been planned, utilised or not and identify the challenges and propose way forward.
In addition, UN Women is supporting MoF in developing its Gender Equality Strategy for the public finance, external resource mobilization and fiscal sector at large to lay-down a framework that helps to ensure gender equality through transformation of public finance and its managements, fiscal policy and its implementation, Public Private Partnership (PPP), external resources mobilization, economic cooperation in creating prudent macro-economy. The strategy aims to ensure that women and men benefit equally from the designed and enacted fiscal policies, reforms and government spending’s. The strategy will guide the overall approach used to mainstream gender in the policy making as well as day to day execution of the ministry’s activities.
Accordingly, the recruited consultants finalized and submit the GTP-II assessment report and the Gender Equality Strategy. To this effect, UN Women Ethiopia would like to recruit a national consultant who will undertake the task of editing the two documents: English version of the assessment report and the strategy to ensure the quality of the undertaken work.
Duties and Responsibilities
The National consultant will accomplish the following tasks:
- Conduct quality language editing (in track changes) of the English version of GTP II assessment report and the Gender Equality strategy using United Nations Editorial guideline http://dd.dgacm.org/editorialmanual/ (do not make changes on the content)
- Correcting typographical errors, punctuation, spelling, grammar and vocabulary
- Create a list of acronyms and ensure correlation between the list and their occurrence throughout the texts.
- Check the Amharic version of the assessment report and the strategy if there is any unclear sentence written in the English version and revise accordingly.
Deliverables:
- Provision of standard and quality edited English version of the assessment report and strategy based on comments/feedbacks from UN Women Ethiopia.
- Comments/feedbacks from UN Women Ethiopia will be provided in case the editing is not done up to the expectation.
- Editing needs to be done immediately after signing of the contract.
