- Excellent written English and Sinhala/Tamil language skills; tri-lingual would be a great asset.

Background
The Capacity Development for Local Government (CDLG) Project of UNDP Sri Lanka is part of larger efforts by the Government of Sri Lanka to strengthen the local governance system in the country. These efforts are supported by the European Union, and the World Bank. The Government of Sri Lanka will implement the Local Development Support Project (LDSP) in four provinces – North, North Central, Eastern, and Uva – to strengthen local service delivery and local economic infrastructure, and enhance bottom-up approaches to support public engagement in local decision-making processes, including through participatory planning and feedback mechanisms for service delivery. Specifically, LDSP will focus on developing Local Area Participatory Development Plans (LAPDP) at the LA level, based on aggregated plans from the ward level, and synergized with sector plans of ministries.
The overall objective of the CDLG project is to strengthen the capacities of LAs to be inclusive, responsive, and accountable and be able to plan, enhance resilience, and deliver better services. The capacity development support, coupled with the fiscal support (through Basic Transfers and Performance Transfers provided through LDSP project) for inclusive service delivery and economic investment, is aimed at strengthening the role of elected representatives at the local level. It is about improving local governance systems and making local governments “fit for future”, as well as increase downward accountability of elected officials and local governments. UNDP is seeking a Consultant to provide technical assistance to develop a Corporate Plan and a Road Map for Sri Lanka Institute of Local Governance.
Sri Lanka Institute of Local Governance (SLILG)
Sri Lanka Institute of Local Governance (SLILG), established by an Act of Parliament (Act No. 31 of 1999) in 1999, operates as the training arm of the subject ministry for provincial councils and local governance. SLILG functions as capacity development provider for both Local Government and Provincial Council sectors. Presently SLILG is under the purview of Ministry of Public Administration, Home Affairs and Local Government and Provincial Councils. SLILG is managed by a Governing Council under the Chairmanship of the Secretary to the line Ministry. Director, the convenor of the Governing Council serves as the Chief Executive Officer (CEO) of the Institute.
SLILG has developed a Corporate Plan for the period covering 2013 to 2016. Government of Sri Lanka recognize the vital role, need to be played by local authorities to localize SDG and local development. In this context, SLILG decided to prepare a five-year Corporate Plan 2021-2025 which sets the long-term direction for the implementation of its mandate.
SCOPE AND OBJECTIVES
The overall objective of this consultancy is to develop a five- year Corporate Plan (SLILG 21-25) to ensure that SLILG fulfills its mandate and position itself as leading training and research institute for local governance.
The scope of work for the Consultant will include but not be limited to:
- Review the vision and mission based on SLILG’s mandate as per the Act and potential future role for local development and recommend amendment to the SLILF ACT, if any;
- Through a consultative process and application of an appropriate tool of analysis, identify focus areas and develop strategic objectives and key result areas for the same;
- Review the institutional capacity, organizational set-up, financial and administrative systems against the SLILG present and future mission and identify strategies and action plans with key results with time frame;
- Validate the draft Corporate Plan.
Duties and Responsibilities
Expected Output/Deliverables
- Inception Report comprising methodology, tools and timeframe;
- Report on the process including stakeholder consultations and workshops;
- A Five-year Corporate Plan including a results and resources framework (Draft for validation);
- Final Corporate Plan.
TIME FRAME
The envisaged time frame of the consultancy is two months starting from 1st of September 2020 and 30 working days(level of effort) is required.

1) Academic Qualifications

Note: Payments will be based on invoices on achievement of agreed milestones i.e. upon delivery of the services specified in the TOR and certification of acceptance by the UNDP. The applicant must factor in all possible costs in his/her “All Inclusive Lump Sum Fee” including his/her consultancy and professional fee, travel (economy class flights is required to and from the Duty Station) honorarium, board and lodging, and any other foreseeable costs in this exercise. No costs other than what has been indicated in the financial proposal will be paid or reimbursed to the consultant. UNDP will only pay for any unplanned travel outside of this TOR and Duty Station on actual basis and on submission of original bills/invoices and on prior agreement with UNDP officials. Daily perdiums and costs for accommodation/meals/incidental expenses for such travel shall not exceed established local UNDP DSA rates.
For an Individual Contractor who is 65 years of age or older, and on an assignment requiring travel, be it for the purpose of arriving at the duty station or as an integral duty required travel under the TOR, a full medical examination and statement of fitness to work must be provided. Such medical examination costs must be factored in to the financial proposal above. Medical examination is not a requirement for individuals on RLA contracts.
Payment for Services
Payments will be based on milestones certified by the Project Manager, CDLG Project.
Payment Milestones will be as follows:
Deliverable 01- Inception Report comprising methodology, tools and timeframe - 20****% Out of All-Inclusive Lump Sum by 8 Sept 2020;
Deliverable 02- Report on the process including stakeholder consultations and workshops -30****% Out of All-Inclusive Lump Sum by 13 Oct 2020;
Deliverable 03- A Five-year Corporate Plan including a results and resources framework- Draft for validation-40****% Out of All-Inclusive Lump Sum by 13 Oct 2020;
Deliverable 04- A Five-year Corporate Plan including a results and resources framework- Final-10****% Out of All-Inclusive Lump Sum by 27 Oct 2020.
Evaluation
Applications will be first screened and only candidates meeting the minimum criteria will progress to the pool for short listing. Shortlisted Candidates will be then assessed and scored against the following evaluation criteria noting that an interview will be conducted to the shortlisted candidates.
- Technical Criteria weight: [70%]
- Financial Criteria weight: [30%]
Only Individual Consultants obtaining a minimum of 49 points (70%) on the Technical Evaluation would be considered for the Financial Evaluation.
