Background:

UNICEF Tajikistan spends more than 26 years promoting children's rights and interests in Tajikistan. Reporting on children and young people is one of the priorities for UNICEF in its engagement with media globally, including in Tajikistan. In recent years, UNICEF Communications team observes many cases of reporting by local media agencies and journalists, where children are put at risk of retribution, stigmatization and victimization. UNICEF Communications team plans to develop a comprehensive module on reporting on children and youth, which will be based on the most recent laws, regulations and UNICEF ethical guidance. The team also plans to conduct a series of training for young journalists youth content creators on the basics of the developed module. To ensure the sustainability of these interventions, the team also plans to conduct TOT for journalistic faculties’ professors of minimum of 4 universities from each region to further educate students on how to cover children in an age-appropriate and sensitive manner.

How can you make a difference?

The goal of this assignment is to implement the above-mentioned activity, aimed at raising the level of awareness and understanding of the rights of children and youth among journalists to prevent violation of children rights in media.

The objective of this ToR is to cover the awareness-raising training:

• at least 40 young journalists and content creators and

• at least 15 faculty members/professors from 4 universities of Tajikistan and

• at least 150 students from these universities.

DESCRIPTION OF THE ASSIGNMENT:

To achieve the goals and objectives the following deliverables should be implemented:

Deliverable 1: Development of two training modules:

Module1-On ethical reporting on children and youth for journalists and active content creators. This module should comprise of a special chapter on national and international legislation on children rights and ethical reporting and a separate chapter on digital content creation, including new modern media formats of content, storytelling, interviewing, etc.

Module2: On how to conduct training of trainers (ToT) for university professors. This module should comprise of at least two chapters – a chapter national and international legislation on children rights and ethical reporting and a chapter on interactive teaching methodology.

Deliverable 2: Conducting of training using developed modules:

The Contractor will be tasked to conduct 2 trainings using developed module #1. During the training for journalists and other young content creators :

• 1 training for 3 days for professional journalists,

• 1 training for 3 days for independent young content creators.

During these 6 days the participants will in practice create ethical content on children and youth. The best examples of their works that meet the standards of the children ethical reporting will be published on their owned media platforms. The Contractor will also be tasked to conduct 1 training for 3 days using developed module #2. After this training (ToT) the participants (faculty members) will conduct 2-3 hours training sessions for their students in their respective universities. It is expected, that after the ToT at least 50% of the participants will conduct their own training sessions for the students using the short training modules developed by them during the ToT.

Performance indicators for the evaluation of results:

The evaluation of the results will be based on:

1. Technical and professional competence (quality of the products delivered to UNICEF);

2. Scope of work (e.g. No. of developed training modules and conducted trainings);

3. Quality of work (quality of methodology, draft, and final report);

4. Quantity of work (completing the tasks indicated in the table above within the set timeframe.

In addition, such indicators as work relations, responsibility, drive for results, and communication will be taken into account during the evaluation of the Consultant’s work.

To qualify as an advocate for every child you will have…

Education:

• University degree on Journalism, Communication, Public Relations, or other related disciplines.

Work experience:

• Minimum 5 years of professional experience in Journalism, Media Education, Communication, or other related disciplines and experience of working as a trainer and/or mentor for media activists and content creators

• Relevant technical expertise and consultancy experiences with international/UN organizations in the field of media.

Competencies:

  • Solid knowledge and work experience with grounded understanding of ethical reporting.
  • Strong analytical and conceptual thinking.
  • Excellent writing skills.
  • Excellent communication and presentation skills with stakeholders and the ability to work under pressure and commitment to work to a tight timeframe.

    Language: Fluency in Tajik and Russian languages (written and oral). Knowledge of English is an asset.
