Purpose of consultancy

To develop IEC and social media materials on RMNCAH, PRSEAH, EPI and HSS programmes and create public awareness campaigns to orient and educate health workers, women, families and the general public.

Background

Like other member states, WHO Myanmar has committed to achieving the Sustainable Development Goals (SDGs) in 2030. SDG Goal- 3 is related to health: ‘Ensure healthy lives and promote wellbeing for all at all ages’. To achieve these goals, WHO Myanmar technical teams work with the public sector, UN agencies and other implementing partners, including private sectors, I/NGOs and CSOs, to ensure optimal health and development of people in Myanmar aligned with national policies, strategies and guidelines.

WHO Myanmar applies various modalities to consistently deliver essential and life-saving health services, including RMNCAH services for the vulnerable population, especially women, children and adolescents. The utilization of innovative technologies and the development of audio-visual materials become pivotal for disseminating health information, enhancing health literacy and accessibility of health services mainly in the emergency situations during humanitarian crisis.

Deliverables

Under overall guidance of Technical officer of RMNCAH team WCO and in day-to-day coordination with the technical focal points from the WHO RMNCAH, PRSEAH, EPI and HSS teams, the consultant is tasked to:

  • Acquire and maintain a detailed knowledge of the core values and principles of the WHO Myanmar
  • Work closely with technical persons of the RMNCAH, PRSEAH, EPI and HSS Teams to brainstorm content ideas in line with the WHO’s strategy and principles in support of various innovative and creative ways.
  • Produce audio-visual and printed information, education and communication (IEC) materials and promotional items with innovative designs, ideas and creations to draw the attention of specific target beneficiaries
  • Develop content, profiles, infographics, newsletters related to mentioned technical areas for sharing on mass media and WHO Myanmar social media platforms.
  • Maintain IEC material bank for each technical area in shared folder and ensure all the products are publish appropriately in WCO Myanmar social media platforms.
  • Create media campaigns for WHO Myanmar RMNCAH Technical Webinars and commemoration of special days related to mentioned technical areas to raise the public awareness and wider community engagement.
  • Collaborate and coordinate necessarily with WHO IT focal persons and external developer team to develop digital learning platform, online courses and mobile applications for RMNCAH
  • Facilitate the resolution of disputes with the public or external vendors
  • Carry out any other tasks in line with this scope as might be assigned by WHO RMNCAH team.

Deliverables – Planning

  • Twelve webinars Invitation cards for monthly RMNCAH Technical Webinars during 2024
  • Twelve Social media awareness posts (photos and short video clips) created which will cover the topics
  • Eight Social media campaigns supported the celebration of the RMNCAH, PRSEAH, HSS and EPI related International Days
  • 36 Modules of proposed ASRH, maternal health and child heath online courses supported for design (infographics and audio-visuals) which include: 10 technical sessions, one introduction (Pre-test, ground rules, etc.), one last session (post-test and evaluation) for each course
  • Myanmar integration and translation of MEC Mobile application (Medical Eligibility Criteria for Contraceptive Use) supported
  • Ten Pamphlets designed for maternal health, newborn health, child health, family planning, self-care, adolescent health, and Gender based violence, EPI and HSS related topics
  • six wall posters (size 1.5 feet x 2 feet) designed for family planning, self-care and adolescent health EPI and HSS related topics
  • Twelve infographics developed for RMNCAH comic story series by using WHO cartoon characters
  • Five posters (size 3 feet x 4 feet) for Preventing and Addressing Sexual Misconduct supported for design and layout
  • Twelve social medial health messages (audio-visual) for Preventing and Addressing Sexual Misconduct developed
  • Five infographics for Preventing and Addressing Sexual Misconduct supported for design and layout
  • Ten promotional materials (pens, bags, notebooks, key chain, mugs, umbrella, T-shirt, etc.) for Preventing and Addressing Sexual Misconduct supported for design and layout
  • Fifteen development of country profile for each public health areas WHO involved

Qualifications, experience, skills and languages

Education:

Essential: A recognized university degree in public relations, communications or information technology or relevant field

Desirable: Recognized master degree in computer sciences or public administration

Working Experience:

Essential: At least 3-years proven experiences as communication and media specialist

Desirable: Experience in project management

Skills, Knowledge and competencies:

  • Experience in web design and content production is an asset.
  • Experience in content writing and editing
  • Highly computer literate with working knowledge of MS Office; photo and video-editing software is an asset.
  • Excellent communication (oral and written) and presentation skills
  • Outstanding organizational and planning abilities
  • Works well under pressure and meets tight deadlines.

Language:

Proficient command of English

Location

On-site: WHO Office Yangon, Myanmar

Travel

Occasional travels to Naypyitaw to have meetings with counterparts and WCO technical teams

Remuneration and budget (travel costs are excluded):

  • Remuneration: NO-A level, 2647 USD per month (during the period of 1st January 2024 to 30 November 2024), total remuneration 29,117 USD
  • Expected duration of contract (Maximum contract duration is 11 months per calendar year): 11 months (from 1 January 2024 to 30 November 2024)

The Consultant shall be solely responsible for withholding and paying any taxes, duties, social security contributions and any other contributions which are applicable to the Consultant in each location/jurisdiction in which the work hereunder is performed, and the Consultant shall not be entitled to any reimbursement thereof by WHO.

Please note that WHO’s contracts are conditional on members of the workforce confirming that they are vaccinated as required by WHO before undertaking a WHO assignment, except where a medical condition does not allow such vaccination, as certified by the WHO Staff Health and Wellbeing Services (SHW). The successful candidate will be asked to provide relevant evidence related to this condition.
