You have:

  • Master’s degree in international development or development studies with focus on gender/women’s rights, public administration or other social sciences related fields.
  • A PhD in the above study fields is considered an asset.

  • At least 5 years of experience of advocacy related work with gender equality and women’s empowerment issues preferably in the Europe and Central Asia.
  • Experience in development, monitoring and/or evaluation of GEWE related policies and legal frameworks.
  • Experience with development agencies and/or the United Nations.
  • Sample of similar documents written by the candidates.
  • Candidates should have the ability to quickly produce degree certificates and medical certification (of good health) for consideration of the consultancy post.

Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

As part of the UN System-wide investments, and leveraging UN Women’s three-pronged mandate—supporting strengthened global norms and standards; promoting effective coordination, coherence and commitment across the UN System towards gender equality; and supporting Member States to translate global norms and standards into national policies and action—the UN Women’s global Strategic Plan 2018-2021 commits to increased national-level knowledge and strengthened national systems to monitor international, regional and national commitments to Gender equality and the empowerment of women (GEWE).

In support of the above, effective 2019, UN Women regional offices (ROs) and country offices (COs) are supporting UN Coordination on gender through developing Country Gender Equality Briefs (CGEB). CGEB serve to capture up-to-date state of the gender equality in the country; they summarize the existing sex-disaggregated data and map the data gaps, provide up to the date information on the country’s compliance with internationally agreed commitments to gender equality and women’s empowerment (CEDAW, UPR, SDGs. etc.), and map GEWE policies, analyze institutional mechanisms, capacities and partnerships upholding national and local level work towards achieving gender equality.

In countries working towards the new UN Frameworks Agreement with the governments (United Nationals Sustainable Development Cooperation Frameworks), the CGEB provide valuable inputs in the preparatory work of new UNSDCFs. The UN Country Team (UNCT) in Tajikistan is in the process of developing its Common Country Assessment (the CCA), that is expected to contribute to UNSDCF in 2022.

Duties and Responsibilities

Goal and objectives:

As part of the UN System in Tajikistan, UN Women is seeking the services of an experienced consultant to conduct desk review and research and prepare the Country Gender Equality Brief. The document will inform the CCA exercise, and the development of the UNSDCF; it will also serve as a baseline and a basis for regular updates on progress towards GEWE and SDGs on an annual basis as well as support joint planning and implementation of GEWE related work by UN and national partners.

The consultant will lead, supervise, provide guidance and ensure high quality and timely delivery of inputs from the national consultants who will contribute to this product, as specified in the national consultant’s Terms of Reference. The consultant will closely cooperate with the UN Women office and the Gender Theme Group (GTG), to ensure access to information, data and other sources necessary to fulfill his/her task. The consultant’s work will be overseen by UN Women Tajikistan Country Programme Manager.

UN Women Tajikistan Country Programme Manager will ensure quality control, support a peer review of the draft CGEB, and validation of its key findings and recommendations by GTG members and any relevant national partners.

The development of the Country Gender Equality Brief (CGEB) should be guided by the following principles:

  • the focus and nature of the qualitative analysis is to be driven by a national context, GEWE needs, and priorities;
  • go beyond quantitative data and analysis and include qualitative analysis framed around root causes of existing gender inequalities, and international norms and standards for gender equality and the empowerment of women;
  • the CGB should generate findings and recommendations that target national policies and their implementation, guided by the Concluding Observations of the CEDAW Committee, the findings of the PFA national reviews, and the Universal Periodic Review (UPR) recommendations and aligned to gender-related SDG indicators;
  • the findings and recommendations should aim at a gender transformational and behavior change;
  • if resources allow, the process of generating the CGEBs—and associated advocacy and outreach— should include a focus on closing some national statistical gaps; etc.
  • The CGB should not exceed 30 pages without annexes and follow the outline provided in the UN Women Guidance Note.

Duties and Responsibilities:

Under the overall guidance of the UN RC and direct supervision of the UN Women Country Programme Manager, the Consultant will lead the development of the CGEB for Tajikistan, which will include, but will not be limited to the following tasks:

  • Customize the methodology and annotated outline of the CGEB, based on UN Women corporate guidance, including the timeline of the CGEB elaboration, and consultations with/ presenting of findings with key relevant partners and stakeholders;
  • Discuss and agree on the suggested methodology and outline for CGEB with the UN Women Tajikistan team and the GTG;
  • Review of the national GEWE policies, plans and initiatives and their implementation in line with the country’s international commitments to GEWE;
  • Work with UN Women Tajikistan to integrate statistical analysis undertaken as part of the regional Rapid Gender Assessment and B+25 review process into the CGEB;
  • Present key achievements, challenges and gaps as well as recommendations to address them, based on findings of the policies review and inputs provided by partners;
  • Draft CGEB and submit to UN Women for review;
  • Present pre-final draft CGEB to UNCT, based on findings of review and feedback provided by the Gender Theme Group;
  • Submit the final version of CGEB (in English) to UN Women for quality assurance and approval;
  • Document key lessons learnt for CGEB elaboration process and consultations and submit the summary of lessons learnt to UN Women.

Deliverables

1. Detailed methodology and annotated outline of the CGEB, including aligned individual work plan presented and agreed with UN Women Supervisor. Aziza Hamidova

2. First Draft of the CGEB’s for the country and developed and submitted for review.

3. Incorporated feedback from UN Women, GTG, and UNCT in the final draft.

4. Final version of the CGEB’s with detailed analysis of GEWE profile of the country, key messages, conclusions and recommendations and summary of lessons learned submitted for approval (edited in English).

Required Skills and Experience

Qualifications Education:

Master’s degree in international development or development studies with focus on gender/women’s rights, public administration or other social sciences related fields;.

A PhD in the above study fields is considered an asset. A bachelors degree can be accepted in lieu of a masters with 2 additional years’ experience (total 12 years).

Experience:

  • At least 10 years of experience in women’s rights, gender equality and women’s empowerment or any related field, including analytical and research experience;
  • At least 5 years of experience of advocacy related work with gender equality and women’s empowerment issues preferably in the Europe and Central Asia;
  • Experience in development, monitoring and/or evaluation of GEWE related policies and legal frameworks;

  • Experience with development agencies and/or the United Nations, any other possible costs as relevant);

  • Sample of similar documents written by the candidates;
