Background

Project Name: Recovery and Resilience-building in the Philippines

Project Description:

The economic, sociopolitical, and environmental impacts of natural and anthropogenic disasters will intensify in the coming decades against the backdrop of climate change and the COVID-19 pandemic. In response to these complex and overlapping development challenges, UNDP Philippines Country Office (CO) is implementing its Recovery and Resilience-Building Project Initiation Plan (RR PIP), which will allow it to deliver high-impact recovery and resilience strategies and programs in the context of a climate change-induced new normal.

The RR PIP is a mechanism that will allow the CO (i) to provide integrated programmatic support to the Philippine Government and (ii) to build its internal capacity for recovery, resilience-building, and risk-informed sustainable development.

While it has a longstanding history and experience in recovery and resilience efforts, UNDP Philippines CO remains to benefit from a corporate-wide approach that integrates the expertise of all its teams and units. Further, there have been corporate limitations as to the extent and degree to which resilience – as a long-term development lever – is streamlined across the organization’s policies, programs, and activities.

Furthermore, the RR PIP has been developed as a vehicle for the Philippines CO to (i) review gender-based disaster risk reduction, recovery, and resilience frameworks and approaches; (ii) develop a comprehensive gender-based disaster risk reduction, recovery, and resilience framework and associated tools, (iii) support the enhancement of disaster risk reduction, recovery and resilience capacities in the CO as well as, support learning exchanges with the regional and global teams; and (iv) develop recovery and resilience thematic strategies.

Building long-term resilience is also a fundamental lesson arising from the UNDP CO’s sensemaking process – a series of structured dialogs that enabled reflections on its portfolio of projects, identify connections and gaps in program implementation, and facilitate collective decision-making on how those gaps can be addressed. With the aid of a resilience-mainstreaming tool, the UNDP CO is pursuing resilience building as a strategic direction, enabling it to understand the fluctuating external environment, ensure it can adapt and pivot its programs, and deliver with relevance and impact.

The development of the tool shall be informed by the work streams being delivered by the different programs and units of the UNDP CO (e.g., climate, peace, institutions and partnerships, etc.), ensuring its applicability across the organization’s broad range of thematic projects and activities. As such, the consultancy will leverage a body of readily available knowledge products, research, policy and analytical papers, and frameworks, among others, which will support the evidence base of the resilience-mainstreaming tool itself. These initiatives are briefly described in Annex A.

Institutional Arrangement

  1. The IC’s activities will be coordinated, monitored, and assessed for completion by the UNDP CO CAPT Team Leader and the Recovery and Resilience-building Project Manager (RR PM) from UNDP CO.
  2. The Resilience-building Project Manager (RR PM) from UNDP CO will supervise the Consultant.
  3. The CO will organize a TWG to review submitted Outputs/Reports.
  4. All outputs in this TOR will be submitted to the UNDP CO CAPT Team Leader RR PM and discussions/ presentations to the TWG may be scheduled.
  5. A final version of the output with implemented revisions from comments and suggestions of the TWG will be submitted and an acceptance letter will be issued to the contractors
  6. The Consultant is responsible for liaising and setting up meetings and stakeholder consultations with national agencies, communities, local government units, NGOs, and other identified stakeholders. The CO may provide key persons to contact in selected organizations.

Facilities to be provided by UNDP

  1. Due to the ongoing COVID 19 pandemic and the restrictions in place for meetings and gatherings, meetings will be done using online applications.
  2. The Consultant is expected to use his/her computer and communication equipment and other resources that are required and may be needed to conduct activities in this TOR

Expected Duration of Contract

  1. It is estimated that the work shall involve a total of 65 working days of combined effort spread over approximately four months including a period for output reviews and approvals.
  2. The UNDP CO and TWG members will review and give comments on outputs maximum of four (4) working days

Duty Station

  1. Duty station: Home-based; All work will be done remotely. For reporting on the progress of activities regular online meetings shall be conducted.
  2. Considering the COVID-19 pandemic and declaration of State of Public Health Emergency in the Philippines, all work and travel of the Contractors shall be done within the guidelines and protocols set by the local and national government.
  3. The Consultant will not be required to report to the office regularly but a status report on the outputs shall be expected monthly.

Scope of Price Proposal and Schedule of Payments

  1. The Contractor should send the financial proposal based on a lump-sum amount for the delivery of the outputs identified below. The total amount quoted shall be “all-inclusive” (professional daily fees X number of days, communications, etc.) that could possibly be incurred by the Contractor should be factored into the final amount submitted in the proposal.
  2. Medical/health insurance must be purchased by the individual at his/her own expense, and upon award of contract, the Contractor must be ready to submit proof of insurance valid during the contract duration
  3. The contract price will be a fixed output-based price. Any deviations from the output and timeline will be agreed upon between the Contractor and UNDP.
  4. Payments will be done upon satisfactory completion of the delivery by target due dates. Outputs below will be certified by the UNDP Country Office (CO) Climate Action Programme Team (CAPT) Team Leader prior to the release of payments.

Duties and Responsibilities

Objectives:

This assignment aims to achieve the following objectives:

  1. To develop a Resilience Framework that would encompass the work of all UNDP CO teams and units;
  2. To assess the current capacity of the UNDP CO to mainstream resilience in its programs and portfolio;
  3. To develop and pilot a resilience-mainstreaming tool that would allow UNDP Philippines CO teams and units to integrate resilience as a key element of their programs, projects, and activities;
  4. To enhance the capacities of the UNDP CO to integrate resilience in its portfolio of programs, projects, and activities; and
  5. To promote resilience as a lever for long-term sustainable development within the organization and among UNDP’s development partners.

Scope of Work

The Individual Consultant is expected to deliver the following activities:

Development of the UNDP CO’s Resilience Framework

  1. Facilitate a corporate-wide online consultation/workshop, ensuring sufficient representation across the UNDP CO teams and units, to come up with a common definition of resilience that would encapsulate the thrusts, priority areas, and programs of the organization. Conduct bilateral consultations with each team or unit as needed.
  2. Together with the inputs from consultations and strategies from key corporate and program documents and agenda, design a Resilience Framework, which will be presented and validated with the UNDP CO. Apply feedback as necessary.
  3. The Resilience Framework shall provide the foundation for the (i) development of the mainstreaming tool, and (ii) the implementation of capacity development to strengthen the integration of resilience in UNDP’s portfolio.
  4. Final Output: UNDP CO Resilience Framework

Assessment of UNDP CO capacity to mainstream resilience in its programs, projects, and activities

  1. Through a combination of quantitative and qualitative tools to be developed by the IC, perform a rapid appraisal across the UNDP CO teams and units (i.e., Climate, Peace, Institutions and Partnership, etc.) in terms of their Knowledge, Attitude, and Practice (KAP) when it comes to integrating resilience in their programs, projects, and activities.
  2. Identify gaps and entry points across teams in mainstreaming resilience. An entry point may provide one or more opportunities for incorporating specific resilience-building considerations into a given plan, program, or project. Among others, the IC may explore the various stages of the project cycle (e.g., identification, appraisal, design, implementation, monitoring, and evaluation) or program portfolio (e.g., specific projects within the portfolio, theory of change, etc.).
  3. Final Output: One KAP Assessment Report

Meta-review and analysis of the relevant outputs and outcomes of selected initiatives across the thematic works and programs of the UNDP CO using resilience as a lens

  1. Using resilience as a lens, perform a meta-review of the key recovery and resilience-related outputs and deliverables (e.g., reports, policy papers, findings, frameworks, tools, etc.) generated through the thematic areas of the UNDP CO (e.g., climate, peace, institutions and partnerships, SDG impact, etc.). These materials are summarized and discussed briefly in Annex A.
  2. Draft an analytical paper that captures the findings of the meta-review.
  3. Together with the KAP assessment, use the findings from the meta-review in developing the resilience-mainstreaming tool.
  4. Apply relevant and applicable good practices, methodologies, and approaches from national and international literature in mainstreaming resilience in the development of the tool.
  5. Final Output: One Meta-Review Analytical Paper

Development of a resilience-mainstreaming tool that would allow the UNDP CO to integrate resilience in its portfolio

  1. Using both the (i) KAP assessment and (ii) the meta-review, submit proof of concept for the development of the tool.
  2. Once the type, scope, and coverage of the tool have been vetted with the UNDP CO, proceed with the development process. Ensure that the tool would enable the UNDP CO teams and units to integrate resilience in their programs, projects, and activities. The tool should be able to perform the following functions:
    • Identify both qualitative and quantitative resilience gaps in the CO’s portfolio;
    • Ensure applicability across the CO’s teams and units;
    • Enable comparison of the robustness of resilience dimensions of programs for national and international benchmarking;
    • Apply key resilience standards and indicators at national and international levels;
    • Provide detailed, operational instructions on how to implement resilience mainstreaming in practice; and
    • Provide policy and programmatic recommendations to increase the resilience components of the CO’s programs, projects, and activities.
  3. Pilot the resilience-mainstreaming tool to ensure its effectiveness and usability, and for enhancements.
  4. Apply feedback as needed to make sure that the final resilience-mainstreaming tool can be effectively used by end-users from CO programs and units.
  5. Provide strategies and recommendations for the UNDP CO in updating and ensuring the relevance and effectiveness of the tool in the medium and long terms.
  6. Final Output: Resilience-Mainstreaming Tool

Capacity development for UNDP CO team members to use resilience-mainstreaming tool

  1. Draft an appropriate knowledge product (e.g., user manual, handbook, briefers, etc.) that will provide any users sufficient information and guidance in using the tool.
  2. Conduct three online (3) workshops i.e., one workshop dedicated for each of the three UNDP CO’s program teams to develop their capacity to use the tool.
  3. Final Output: One Knowledge Product and Proceedings of the three workshops

Approach and Methodology

An Individual Consultant (IC) will be engaged to perform assigned activities and deliver outputs outlined in this TOR. Through the submission of an inception report, the selected Consultant must describe how he/she will provide the activities and outputs outlined in this TOR; providing a detailed work plan including timelines, activities, outputs, list of stakeholders, data collection methodology appropriate to the work context, reporting condition, and quality assurance mechanism.
