Project Name: Recovery and Resilience-Building in the Philippines

Project Description:

The economic, sociopolitical, and environmental impacts of disasters will intensify in the coming decades against the backdrop of climate change and the COVID-19 pandemic. In response to these complex and overlapping development challenges, UNDP Philippines Country Office (CO) is implementing its Recovery and Resilience-Building Project Initiation Plan (RR PIP), which allows it to deliver high-impact recovery and resilience strategies and programs in the context of a climate change-induced new normal.

The RR PIP is a mechanism that will allow the CO (i) to provide integrated programmatic support to the Philippine Government and (ii) to build its internal capacity for recovery, resilience-building, and risk-informed sustainable development. Moving beyond a crisis-to-crisis approach, UNDP Philippines intends to provide the Philippine government with long-term evidence-based programmatic support that systematically links up government policy and funding to address both the impact of disasters and their root causes. This would require the development of innovative solutions with NextGen elements, adjustments in internal processes, and an integrated approach that blends the capacities of various units to mobilize the Global Policy Network around this challenge.

More specifically, the RR PIP has been developed as a vehicle for the Philippines CO to (i) review gender-based disaster risk reduction, recovery, and resilience frameworks and approaches; (ii) develop a comprehensive gender-based disaster risk reduction, recovery, and resilience framework and associated tools, (iii) support the enhancement of disaster risk reduction, recovery and resilience capacities in the CO as well as, support learning exchanges with the regional and global teams; and (iv) develop recovery and resilience thematic strategies.

The UNDP CO has undertaken a number of initiatives in its recovery support to various disasters; with the longer-term aim of building the resilience of communities. This consultancy will bring together all these lessons and experiences into a coherent Project Document (ProDoc) that will contain the menu of UNDP CO offerings in recovery – from disaster needs assessment, recovery planning, economic recovery support – to strengthening the community foundations for resilience – hazard profiling, risk assessments, land use and local development planning, budgeting, and financing, among others. The ProDoc should be designed in such a way that it can be resourced immediately following a disaster, complemented by a strategic resource mobilization effort to implement resilience building in most vulnerable provinces not currently covered by existing programmes.

Building long-term resilience is also a fundamental lesson arising from the UNDP CO’s sensemaking process – a series of structured dialogs that enabled reflections on its portfolio of projects, identify connections and gaps in program implementation, and facilitate collective decision-making to address these gaps. With the envisioned ProDoc from this consultancy, the UNDP CO is pursuing resilience building as a strategic direction, enabling it to understand the shifting development ecosystem and deliver both immediate and long-term recovery and resilience-building initiatives in the Philippines.

Institutional Arrangement

  1. The IC’s activities will be coordinated, monitored, and assessed for completion by the UNDP CO CAPT Team Leader and the Recovery and Resilience-building Project Manager (RR PM) from UNDP CO.
  2. The Resilience-building Project Manager (RR PM) from UNDP CO will supervise the Consultant.
  3. The CO will organize a TWG (Technical Working Group) to review submitted Outputs/Reports.
  4. All outputs in this TOR will be submitted to the UNDP CO CAPT Team Leader RR PM and discussions/ presentations to the TWG may be scheduled.
  5. A final version of the output with implemented revisions from comments and suggestions of the TWG will be submitted and an acceptance letter will be issued to the contractors

Facilities to be provided by UNDP

  1. Due to the ongoing COVID 19 pandemic and the restrictions in place for meetings and gatherings, meetings will be done using online applications.
  2. The Consultant is expected to use his/her computer and communication equipment and other resources that are required and may be needed to conduct activities in this TOR

Expected Duration of Contract

  1. It is estimated that the work shall involve a total of 55 working days of combined effort spread over four months including a period for output reviews and approvals.
  2. The UNDP CO and TWG members will review and give comments on outputs maximum of five (5) working days

Duty Station

  1. Duty station: Home-based; All work will be done remotely. For reporting on the progress of activities regular online meetings shall be conducted. A status report on the outputs shall be expected monthly.
  2. Considering the COVID-19 pandemic and declaration of State of Public Health Emergency in the Philippines, all work and travel of the Contractors shall be done within the guidelines and protocols set by the local and national government.

Scope of Price Proposal and Schedule of Payments

  • The Contractor should send the financial proposal based on a lump-sum amount for the delivery of the outputs identified below. The total amount quoted shall be “all-inclusive” (professional daily fees X number of days, communications, etc.) that could possibly be incurred by the Contractor should be factored into the final amount submitted in the proposal.
  • Medical/health insurance must be purchased by the individual at his/her own expense, and upon award of contract, the Contractor must be ready to submit proof of insurance valid during the contract duration
  • The contract price will be a fixed output-based price. Any deviations from the output and timeline will be agreed upon between the Contractor and UNDP.
  • Payments will be done upon satisfactory completion of the delivery by target due dates. Outputs below will be certified by the UNDP Country Office (CO) Climate Action Programme Team (CAPT) Team Leader prior to the release of payments.

Duties and Responsibilities

Objectives:

This assignment aims to achieve the following objectives:

  1. To distill the outcomes and outputs across the RR PIP’s disaster risk reduction (DRR), climate change, recovery, and resilience activities into a cohesive strategic investment plan, i.e., Project Document;
  2. To ensure the Project Document captures the lessons, insights, and experiences attained in the implementation of the RR PIP and other recovery and resilience-building activities of the CO;
  3. To develop project concept notes that would support the agile delivery of response, rehabilitation, and recovery, complemented by UNDO CO, resource mobilization, for a broad range of disasters in vulnerable Philippine communities;
  4. To support the transfer of knowledge and experiences from the implementation of the RR PIP into the CO’s broader portfolio of recovery and resilience-building programs, projects, and activities.

Scope of Work

The Individual Consultant is expected to deliver the following activities:

  1. Prepare a Work Plan, which shall include the following:
    • Approach and methodology for carrying out the tasks and scope of the project;
    • Schedule of activities;
    • Stakeholders in project implementation, containing the list of relevant stakeholders to be consulted (e.g., national government institutions, civil society organizations, academe, private sector, local government units in selected disaster-stricken areas, funders, etc.); and
    • Potential risks and challenges in implementing the TOR activities and recommended actions, including COVID-19 contingencies.
    • Deliverable: Work Plan

Distill all relevant outputs and deliverables from the RR PIP

  1. Guided by the RR PIP’s Annual Work Plan, collate all outputs (e.g., reports, policy papers, strategic documents, recommendations, tools, etc.) produced in the life cycle of the RR PIP and other DRR, recovery, and resilience-building activities of the CO (e.g., Resource Mobilization Projects in typhoon-afflicted LGUs, Recovery and Rehabilitation Plans, etc.). Copies of all these materials and deliverables, including RR PIP’s Annual Work Plan, will be shared accordingly to the IC by UNDP.
  2. Highlight key lessons, recommendations, and insights from these outputs and match them against the four (4) outcome areas and indicators of the RR PIP listed below. The RR PIP’s (i) Annual Work Plan, and (ii) Monitoring and Evaluation Plan shall be used to guide the IC for this task.
    • Gender-responsive disaster reduction, recovery and resilience approaches reviewed;
    • A comprehensive gender-responsive and “green” disaster risk reduction, recovery and resilience framework and associated tools developed to include pandemics;
    • Disaster risk reduction, recovery and resilience capacities are in place in the Philippines CO, supported by an integrated regional and global team; and
    • Recovery and resilience thematic strategies developed.
  3. Perform an analysis of the convergence of these four key outcome areas.
  4. Through the four outcome areas of the RR PIP and their convergence points, identify recommendations and entry points that would allow the UNDP CO to (i) provide programmatic support to the Philippine Government and (ii) strengthen the CO’s internal capacity in delivering recovery and resilience programs.
  5. Deliverable: Analytical Report of Key Messages, Lessons, and Entry Points

Develop a Theory of Change for the Project Document

  1. Using the strategic contents from the abovementioned tasks, formulate a Theory of Change (TOC) for the ProDoc. If possible, structure the TOC in such a way that it could be modularized depending on the nature, scale, and scope of disaster (in the case of recovery) and nature, scale, and scope of risks (in the case of resilience). UNDP CO will organize further consultations with the IC and provide additional assistance in terms of designing the modularized TOC.
  2. Conduct one online multi-stakeholder consultation/workshop to validate the composition and structure of the TOC. Apply feedback from stakeholders as needed.
  3. Deliverable: Report on the Consultation/Workshop, including the final Theory of Change

Develop a Draft Project Document by following a prescribed template

  1. Following a standard template to be provided by UNDP and using the strategic content from the above tasks, prepare a draft of the Project Document. The Project Document should have the sections listed below. More details about the Pro Doc content and outline can be found in Annex A (ProDoc Builder).
    • Background and Development Challenge
    • Strategy (Theory of Change, Investment Logic, Approach)

?Approach and Methodology

An Individual Consultant (IC) will be engaged to perform assigned activities and deliver outputs outlined in this TOR. Through the submission of an inception report, the selected Consultant must describe how he/she will provide the activities and outputs outlined in this TOR; providing a detailed work plan including timelines, activities, outputs, list of stakeholders, data collection methodology appropriate to the work context, reporting condition, and quality assurance mechanism. The IC may have his or her support team to deliver the outputs of this project.
