Duties and Responsibilities The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment." Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP's Law Division works with international and national partners, providing technical assistance and capacity development for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition.

UNEP is an Implementing Agency of the Multilateral Fund of the Montreal Protocol on Substances that Deplete the Ozone Layer. That role is discharged through the Law Division's OzonAction Branch, whose goal is to enable developing countries to meet and sustain their compliance obligations under the treaty. OzonAction’s Compliance Assistance Programme (CAP) provides a range of services and project implementation support to assist those countries. As part of the latter, the Latin America CAP team provides technical assistance for the control of trade of HFC-based substances and equipment, as part of the activities for the Preparation of Kigali HFC implementation plan.

In line with national legal/regulatory frameworks, the Government of Chile, through its National Ozone Unit (NOU), has requested UNEP as the implementing agency of the Kigali Implementation Plan (KIP) preparation, to support the hiring of a consultant to design a Targeted Communications and Awareness-Raising Strategy, as part of the KIP for the HFC Reduction in Chile.

The consultant will be responsible for the following actions:

- Elaborate and present a diagnosis to identify key actors/sectors ("target audiences"), which should be segmented based on different characteristics that are relevant to the objectives of the consultancy, in order to inquire about their knowledge, perceptions, attitudes, practices and information gaps in matters related to objectives and commitments established by the Government of Chile in matters related to the Montreal Protocol and the KIP.

In the development of this diagnosis, the capacities and resources of the Ozone Unit for the development of dissemination activities should be evaluated. Consider the need for human resources and the profile required for such activities.

- Design and present a Communication Strategy that describes, based on the HPMP project and the previous diagnosis, the key actors, communication objectives, communication goals, messages, corporate identity, communication approaches and channels, communication plan, among other mechanisms and strategies, that favorably position the KIP Project at the national level. The Strategy should include at least the following:

Activities aimed at generating a behavioural change in the defined target audiences, with emphasis on decision-makers, regarding the importance of complying with the provisions set out in the Kigali Amendment.

  • Activities that demystify regular practices of user sectors that contribute to climate change and/or ozone layer depletion, either in terms of consumption, use and import of controlled substances.

  • Activities that promote and enhance good practices in the use of controlled substances in all user sectors, with emphasis on the refrigeration and air-conditioning sector, both for decision-makers and for technicians and the general public.

- Design and present a Mass Media Plan, including work with written, audio-visual and electronic media.

- Design and present a set of compliance indicators for each of the objectives of the Strategy, to be proposed as the final product of this consultancy. Also, specify the method of monitoring the communication activities and measuring the impact, in order to demonstrate the effect of the activities and their contribution to the fulfilment of the defined indicators.

- Prepare an implementation timetable. covering the following periods of the KIP:

  • Stage 1 implementation (detailed): 2024 - 2030
  • Implementation stage 2: 2030 - 2035
  • Implementation stage 3: 2035 - 2040
  • Implementation Stage 4: 2040 - 2045

This means that a detailed document should be drawn up, suggesting how implementation should be carried out according to the stages outlined. Step 1 requires specific detail, while the following steps require a general design. The implementation schedule should consider the development of the outputs in a strategic perspective, i.e. suggesting in which periods certain activities should be intensified and which should be de-emphasised. This should be applicable for all 4 Stages.

Each of the above activities shall be accompanied by a budget in Chilean pesos, covering the following periods:

  • Stage 1 implementation (detailed): 2024 - 2030
  • Stage 2 implementation: 2030 - 2035
  • Stage 3 implementation: 2035 - 2040
  • Implementation Stage 4: 2040 - 2045

In the case of Stage 1, a detailed budget including quotations per defined product (e.g. budget for design, printing and distribution - if any - of the brochure) is required. For the remaining stages, a general budget estimate of the activities will be requested.

- Regular coordination and follow-up meetings will be held by the Ozone Unit's direct communications counterpart. Scheduled meetings are foreseen to deepen the technical matters required by the team and/or consultant in charge of the design of the Strategy.

Qualifications/special skills Tertiary/University degree in journalism, marketing, design, public relations, or equivalent areas is required. - At least Five years of working experience required in development of public awareness/outreach programmes for targeted audience, and, managing communication programmes, media and marketing/advertising campaigns, including editing of publications on environmental matters is required. - Desirable Knowledge on the organizational structure of the public sector of Chile and competent authorities for the environment. - Experience in implementing awareness activities in the area of the Montreal Protocol, and dealing with dissemination criteria of the Ministry of the Environment of Chile are highly desirable.

Languages- Fluency in Spanish is required. - Working knowledge of English is required.
