The new Country Programme starts in 2023 and the ADAP output moves to the Education outcome. The consultant will support work by UNICEF Volunteers on DRR under the Safe Schools programme and hygiene for COVID-19 as well as work on U-report. The consultant will develop a strategic note on the future of UNICEF Volunteers and U-Report in the new Country Programme.

How can you make a difference?

  1. Reach the remaining 430 schools under the Safe School Programme with DRR simulations.
  2. Reach the remaining 380 schools under the COVID-19 programme with hygiene training.
  3. Strengthen emergency response service for children and adolescents (MHPSS).
  4. Develop a strategic note on the vision for UNICEF Volunteers, community-level volunteers and U-report for the new Country Programme that aligns with the participation objectives mainstreamed across all outcome areas. Develop a sequenced implementation plan and monitoring framework to support the roll out of the strategic note.
  5. Ensure network of volunteers is sustained as per the strategic note
  6. Ensure a monthly U-Report poll that links to a policy or strategic objective of the office
  7. Support roll out of U-Report polls on social cohesion in 7 target locations
  8. Support promotion of UNICEF volunteers, DRR and hygiene topics through live-streams on local radio
  9. Support analysis of data on volunteer initiatives and U-Report to ensure achievement of objectives and/or take corrective action when necessary to meet project and programme objectives.
  10. Document best practices, constraints and lessons learned.

Work Assignment overview:

  8. Support roll out of U-Report polls on social cohesion in 7 target locations
  9. 5 live stream events by UNICEF Volunteers on key topics over radio
  10. Support analysis of data on volunteer initiatives and U-Report to ensure achievement of objectives and/or take corrective action when necessary to meet project and programme objectives.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in communication, marketing, political sciences, international relations or a related technical field (copy of degree)
  • Five years’ work experience networking and partnerships for child and adolescent rights with proven experience in mobilizing and working with volunteers
  • Work experience related to advocacy, communication, social mobilization and partnerships, including working with government and civil society groups
  • Experience in developing strategies, monitoring frameworks, implementation plans in collaboration with internal and external stakeholders
  • *Fluency in English, Russian and Kyrgyz****Competencies:***

    Strong analytical and conceptual thinking. Excellent writing, communication and presentation skills with stakeholders. Ability to work under pressure and commitment to work in a tight timeframe.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
