Background:

Domestic violence (DV) continues to be a broad social problem, which needs to be addressed by society, the government, communities and individual citizens. Prosecutors play a crucial role in investigation of domestic violence cases ensure that perpetrators held accountable for his action, which prevent further domestic violence. Prosecutors are also responsible to monitor the implementation of the DV law. In this regard, OSCE POiD is looking for a highly qualified National Consultants to provide three days training in order to build capacity of prosecutors on investigation of DV cases. During the training the Office will also allot time for discussion and experience sharing on investigation of domestic violence cases. The discussion may lead to some recommendations that will be further shared during the meetings of the high level Working Groups.

Objective of Assignment:

The Office will cooperate with the Prosecution Office of the Republic of Tajikistan to provide three days training for 60 prosecutors in three regions of Tajikistan i.e. Sogd, Khatolon and District of Republican Subordination and Dushanbe city.

The main objective of the training is to enhance the capacity of the prosecutors to investigate the DV cases as well as their training capacity to share the received information to their staff.

Duration of Assignment:

14 working days in the period from 04.06.2022 to 24.09.2022 (3 days for preparation, 3 days for training and 1 day for reporting).

Tasks and Responsibilities:

Under the supervision of National Project Officer, the trainers are expected to conduct three days training for prosecutors and will be responsible for following tasks:

  1. To build the capacity of prosecutors in investigation of domestic violence cases;
  2. To prepare presentations and other handout materials for the ToT;
  3. To develop 5 multiple choice questions (4 options 1 possible answer) for pre and post-test on following topics:
  • Types of domestic violence;
  • Procedural rights of victims of domestic violence;
  • Investigation methods to identify types of DV in domestic violence cases, finding the evidence of violence acts be it psychological, physical, economical or sexual.

4. To conduct the training using interactive methods;

5. To prepare and submit the final training report considering;

  • The analysis of pre and post-test results;
  • Provision of information on participant’s gender, age and occupation;
  • Lessons learnt and recommendations for further activities and improvement.

Deliverables:

  • Presentation and handouts are developed;
  • Questionnaire for conducting pre and post-tests is developed;
  • Prepared presentations for ToT;
  • Final report and recommendations are developed;
  • Investigation skills of DV cases of the participants are enhanced;
  • Coaching/training and facilitation skills of the participants is improved;
  • Skills on working with different target groups is improved.

Necessary Qualifications:

  • University degree in law and knowledge and experience of working with DV cases;
  • Experience of conducting training on DV related issues;
  • Minimum 10 years of professional experience in justice system specifically prosecution of DV and GBV related cases;
  • Professional fluency in the Tajik and Russian languages, both oral and written;
  • Strong analytical skills and ability to clearly synthesize and present findings, draw practical conclusions, make recommendations and to prepare well-written reports in a timely manner;
  • Computer literate with practical experience using Microsoft applications.
  • Demonstrated capacity to work independently;
  • Immediate availability for the period indicated;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
