You have:

• Minimum master’s degree in development and planning studies, political sciences, or any other social sciences related to the UNSDCF priority areas.
• Proven experience (minimum 10 years) in conducting evaluations of complex programmes and themes.
• Knowledge of results-based management evaluation, participatory M&E methodologies.
• Experience in applying theory of change or programme logic in evaluations.
• Extensive experience with applying and assessing the OECD-DAC evaluation criteria.
• Proven experience in conducting UNSDCF evaluations or evaluations of country strategies for UN agencies.
• Good understanding of the SDGs, other relevant global frameworks and their implications for development cooperation.
• Knowledge of the UN System Reform and the programmatic process (CCA/UNSDCF).
• Experience and background in gender equality/gender analysis and gender responsive evaluations.
• Excellent oral and writing skills in French are required. Working knowledge of Arabic and English would be an asset.

Result of Service- Carry out a through data collection (quantitative and qualitative) to collect reliable evidence that inform the evaluation and suggest adjustments to the indicator matrix. - Produce a detailed mid-term evaluation report that responds to the lines of inquiries. - Identify lessons learned and draw recommendations to ensure UNCT contributes more effectively to the framework of the UNSDCF to national development results.

Duties and Responsibilities Background

With the adoption of the reform of the UN system, a new configuration of Resident Coordinator Offices has been put in place, having the responsibility of developing a high quality CCA and Cooperation Framework. The prevailing United Nations Cooperation Framework (UNSDCF) was developed after close consultation between the UN agencies, Tunisian Government and Civil Society, and based on the Common Country Assessment (CCA) produced in 2020. In December 2020, the United Nations Country Team (UNCT) and the government of Tunisia signed the UNSDCF for a five-year period (January 2021 to December 2025). The UNSDCF is aligned with the Agenda 2030, with a goal of attaining substantive outcomes in the areas of peacebuilding and resilience toward sustainable development.

Since, the Tunisian context has deeply changed and after more than two years UNSDCF implementation, it is planned to carry out a mid-term evaluation which should provide evidence on results achieved and provide inputs to improve the UN support and joint programming during the two coming years. In that regard, the UN RCO in Tunisia is seeking for a national consultant to carry out the mission.

The current assignment will be located at the UN Resident Coordinator Office in Tunis, Tunisia and the consultant will be reporting to the Head of RCO. They will be also having close interactions with multidisciplinary teams from RCO and other UN agencies.

Responsabilities

Under the general guidance of UNCT and the direct supervision of the United Nations Resident Coordinator Office in Tunisia (represented by his Head of Office), the consultant will be responsible for supporting the United Nations Country Team (UNCT) and the Resident Coordinator Office (RCO) in conducting a mid-term evaluation of the UNSDCF 2021-2025.

The evaluation will be overseen by an Evaluation Steering Committee. The committee will be chaired by the RCO-Team Leader. The RCO M&E officer will be the focal point for this mid-term evaluation. Members of the Steering Committee will include representatives from UN agencies leading and co-leading the result ‘groups. Technical support and back-stopping will be provided by the UN Resident Coordinator Office.

The mid-term evaluation should generate evidence to provide inputs and feedback on UNSDCF implementation to strengthen future programming and results at the country level. The review should incorporate gender, LNOB principles and youth inclusion as a cross-cutting concerns throughout its methodology and all deliverables including the final report.
