Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

One of the key programmatic areas of UN Women work in Ukraine is Women, Peace and Security (WPS). In 2021, UN Women launched the project “Building democratic, peaceful and gender equal society in Ukraine – Phase II”, funded by the Government of Norway. The project will build directly on the partnerships and results achieved and will support implementation of the WPS agenda in Ukraine across all dimensions (policy, institutions and grass-roots) and levels (national, regional and local). The project will facilitate platforms for dialogue between the duty bearers and the rights holders and will support women’s peace activists and women’s rights defenders, CSOs and mediators. One of the expected results is the institutionalization of such dialogue and the inclusion of women to meaningfully participate in decisions related to the WPS agenda.

Women’s meaningful participation in decision-making (at all levels) is essential for bringing about transformative changes in the lives of women and girls, strengthening justice and equity, advancing gender equality and empowering women. Without effectively and systematically addressing the many root causes of gender-based discrimination and the preconditions for women’s meaningful participation – such as their economic security and independence, community security and other human security dimensions – there will be little progress towards both gender equality and peace.

Women’s meaningful participation in peace negotiations, peacebuilding and economic recovery increases the quality and implementation rate of agreements and recovery plans: peace agreements signed by women have a higher number of agreement provisions aimed at political reform and a higher implementation rate for these provisions[1]. Conflict-affected communities that experience the most rapid economic recovery and poverty reduction are those that have more women reporting higher levels of empowerment.

What “Meaningful Participation” Means and Why it Matters

The report of the Expert Group Meeting, convened by UN Women in preparation of the UN Secretary-General Report to the Security Council on Women, Peace and Security in 2018, discussed women’s “meaningful participation” in peace processes,[2] a concept that has been increasingly used by experts to capture both the actual number of participants and the representation of women’s interests in peace processes and agreements. A response to the question of how to achieve and measure women’s meaningful participation appeared to be a complex one. It has reflected an intersection of various elements, including the review of negotiation proposals by women’s CSOs; regular interactions between women’s rights groups and negotiators; the exchange of good practices on how to influence peace processes and agreements among peers; gender-sensitive conflict analysis and evidence; and the physical presence of women at the negotiating table. The Group of Experts agreed that one way to measure women’s meaningful participation is through gender-sensitive provisions in outcome documents and the implementation process.

To ensure women’s active participation and inclusion in decision-making and peacebuilding processes, the project will generate robust evidence through a research study on the barriers to and opportunities for women’s meaningful participation and contribution to peace process in Ukraine, based on the methodology of the abovementioned Expert Group report[3] The study will serve to develop a technical paper on the most suitable mechanisms for the meaningful inclusion and participation of women in the official peace talks. The study will be conducted through a qualitative methodology by the National Consultant.

The study will aim at reflecting and analyzing Ukrainian context vis-à-vis the seven key challenges for women’s meaningful participation in peace processes that were identified through UN Women global report on Women’s Meaningful Participation in Negotiating Peace and the Implementation of Peace Agreements released in 2018, as follow:

- Patriarchal systems and persistent gender inequality

- Nature of contemporary conflict

- Shrinking political space and threats against women’s human rights defenders

- Funding challenges and insufficient investment in gender expertise

- Limited recognition of women’s expertise and experience

- Tension between transformative and technocratic approaches

- Knowledge gaps

Towards this end, UN Women is looking for a National Consultant to conduct a study on women's meaningful participation and contribution to peace process in Ukraine, which will build on the report of the Expert Group Meeting on Women’s Meaningful Participation in Negotiating Peace and the Implementation of Peace Agreements, convened by UN Women in preparation for the UN Secretary-General’s report on Women and Peace and Security[4] in 2018.

Duties and Responsibilities

Under the overall guidance of the UN Women Project Manager/a.i. and direct supervision by the Programme Analyst, the National Consultant will:

  • develop a results-based workplan for the provision of advisory services, including tasks, indicators for measuring progress, as well as timeline;
  • conduct the desk review of all relevant studies and data, as well as policies, programmes and initiatives - namely, looking at if and how these policies, programmes and initiatives target women in formal and informal peace tracks. The desk review should inform the study methodology as well as its final recommendations;
  • conduct qualitative study via key informant interviews (government, civil society, experts from academia, development partners) to fill in the gaps identified through the desk review of policies, programmes, and initiatives available to the women in formal and informal peace processes;
  • develop the study findings, and showcase good Ukrainian practices of women’s participation in dialogue initiatives for sustaining peace and security at the local level; elaborate the recommendations on how to better connect the formal and informal peace tracks and advance the women’s meaningful participation in peace processes;
  • prepare and submit final narrative report of the study in English;
  • review/edit/proofread its Ukrainian version and present the main findings and recommendations of the report to respective stakeholders;
  • perform other duties as necessary in relation to the study (such as data collection, inquiries, etc.).

*All reports should be submitted in English language and include the full set of supporting documents, such as developed documents, elaborated propositions, organized events’ agendas and methodologies, handouts, lists of participants, etc. The supporting documents can be submitted in Ukrainian.

Inputs

  • UN Women will provide the Consultant with background materials related to the assignment.
  • The consultant is expected to work using her/his own computer.

Performance evaluation:

  • Contractor’s performance will be evaluated against such criteria as: timeliness, responsibility, initiative, communication, accuracy, and quality of the products delivered. The evaluation will be carried out and cleared by the hiring manager which will also be the basis for payment on a delivery basis to the consultant.

Financial arrangements:

  • Payment will be disbursed in three instalments upon receipt of the deliverables (as per above matrix: first installment for deliverables 1 and 2, second – for deliverables 3 and 4, third – for deliverables 5 and 6) and their certification by UN Women Project Manager/a.i. that the services have been satisfactorily performed.

Required Skills and Experience

Qualifications Education:

  • Advanced (Masters) degree in Gender/Women’s Studies, Social Sciences, Conflict Studies, Development Studies, Human Rights, Sociology, or related field

Experience:

  • A minimum of five years of experience of research in women’s rights and conflict studies
  • Sound knowledge and understanding of protracted conflicts, gender equality, women’s political participation context in Ukraine
  • Demonstrated previous work experience on women’s rights, peace, and conflict issues
  • Solid experience in conducting desk review of policies, programmes and initiatives and qualitative study informant interviews.

Languages and other skills:

  • Fluent Ukrainian and English.

Evaluation of Applicants:

Applications will be evaluated based on the cumulative analysis taking into consideration the combination of their qualifications and financial proposal. A two-stage procedure is utilised in evaluating the proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared. The award of the contract should be made to the individuals whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable.
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Technical criteria - 70% of total evaluation. Total max 70 points:

Financial/Price Proposal evaluation****:

  • Only the financial proposal of candidates who have attained a minimum of 49 points in the technical evaluation will be further considered and evaluated.
  • The total number of points allocated for the financial/price component is 30.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 49 points in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.
  • Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 30.
  • (S - score received on financial evaluation; F min - the lowest financial offer out of all the submitted offers qualified over the technical evaluation round; F - financial offer under the consideration).
