Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women in Georgia supports state and non-state partners towards the achievement of substantive gender equality in Georgia. In line with national and international commitments, UN Women works on the levels of policy and legislation, institutions and grassroots, in order to achieve transformative results for increased gender equality and greater protection of the rights of women and girls.

As a part of its Governance & Participation in Public Life (G&PPL) portfolio, UN Women Georgia Country Office is implementing a second phase of the “Good Governance for Gender Equality in Georgia” (GG4GEG II) project. The GG4GEG II builds on the lessons learned and results achieved within the framework of of its 1st phase of implementation in 2019-2023 and aims to ensure that governance systems are gender-sensitive and enable gender equality in Georgia. In order to contribute to this transformative change, inter alia, UN Women supports the Government of Georgia in institutionalizingGender Impact Assessment (GIA) as a part of the policy-making cycle and to develop the capacities of national stakeholders on GIA. In line with these efforts, UN Women in cooperation with the Policy Planning Unit under the Administration of the Government of Georgia plans to conduct a review of existing standards, methodologies and best practices on GIA, with special focus on the experience of the EU countries and to develop a set of recommendations on how to best integrate gender analysis in Georgia’s normative framework on policy planning, monitoring and evaluation. The review shall be informed by European Institute for Gender Equality’s “Gender Impact Assessment: Gender Mainstreaming Toolkit”.[1] It shall be further take stock of the findings and recommendations under the Parliamentary Thematic Inquiry Report on Mainstreaming Gender Equality in Governmental Policies[2] and the findings and recommendations under the Public Defender’s Special Report on Fulfillment of Georgia’s Gender Mainstreaming Obligations[3]. The initiative aligns with and contributes directly to the implementation of the 2023-2024 Public Administration Reform (PAR) Action Plan adopted by the Government of Georgia earlier in 2023.

To carry out the above-mentioned work, UN Women is seeking to contract a national consultant.

Duties and Responsibilities

The national consultant will be responsible for the following tasks and deliverables:

  • To conduct consultations meetings, review and analyse standards, methodologies and best practices on integrating gender analysis and GIA in policy making cycle with focus on policy making in the executive government and with strong emphasis on the experience of EU countries
  • To develop a set of detailed recommendations for the Government of Georgia on integrating gender analysis in Georgia’s normative framework on policy planning, monitoring and evaluation
  • To develop a detailed report capturing key findings and recommendations
  • To present and validate the report to the relevant government structures and civil society organizations

Deliverables:

  1. Report outline and methodological framework developed and submitted to UN Women (4 working days) – 16 October 2023
  2. Review carried out, consultation meetings conducted and a draft report incorporating key findings, as well as a set of Georgia-related recommendations submitted to UN Women (12 working days) – by 06 November 2023.
  3. Final report incorporating UN Women’s feedback, submitted to UN Women (3 working days) – by 17 November 2023.
  4. Relevant ppt presentation developed and key findings and recommendations presented to national stakeholders ( 2 working days ) - by 28 November 2023
  5. Stakeholder feedback integrated into the final report and submitted to UN Women (1 working days) – by 08 December 2023

Required Skills and Experience

Education:

  • At least Master’s degree in law, human rights, gender/women’s studies, or related field

Experience:

  • At least four years of experience working on issues related to gender equality and women’s empowerment, human rights, development issues and the sustainable development agenda.
  • At least two years of experience in drafting policies, legislation strategies, action plans and alike.
  • Familiarity with gender mainstreaming tools, including GIA will be a strong asset.
  • Prior experience of working on policy planning, monitoring and evaluation policies, instruments and tools will be a strong asset.
  • Prior experience of working with government stakeholders will be a strong asset.

Language:

Fluency in Georgian and English.

Evaluation Procedure

The candidates will be evaluated in three stages: according to minimum qualification criteria; technical and financial evaluation.

The candidates must possess following minimum qualification criteria to be eligible for further technical evaluation:

  • At least Master’s degree in law, human rights, gender/women’s studies, or related field
  • At least four years of experience working on issues related to gender equality and women’s empowerment, human rights, development issues and the sustainable development agenda.
  • At least two years of experience in drafting policies, legislation strategies, action plans and alike.
  • Fluency in Georgian and in English

Technical evaluation criteria (including minimum qualifications):

  • At least Master’s degree in law, human rights, gender/women’s studies, or related field (max 70 points)
  • At least four years of experience working on issues related to gender equality and women’s empowerment, human rights, development issues and the sustainable development agenda (max 90 points)
  • At least two years of experience in drafting policies, legislation strategies, action plans and alike. max 70 points)
  • Familiarity with gender mainstreaming tools, including GIA will be a strong asset. (max 30 points)
  • Prior experience of working on policy planning, monitoring and evaluation policies, instruments and tools will be a strong asset (max 30 points)
  • Prior experience of working with government stakeholders will be a strong asset. (max 30 points)
  • Fluency in Georgian and English (max 30 points)

Maximum total technical score amounts to 350 points. Only candidates who have passed over the minimum qualification criteria and have accumulated at least 245 points out of maximum 350 under technical evaluation will qualify for the next stage i.e. evaluation of their financial proposals.

Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 150

S – score received on financial evaluation;

Fmin – the lowest financial offer out of all the submitted offers qualified over the technical evaluation round;

F – financial offer under consideration.

The winning candidate will be the candidate, who has accumulated the highest aggregated score (technical scoring + financial scoring).

Management arrangements:

The contractor will report to and work under direct supervision of UN Women Governance & Participation in Public Life (G&PPL) Programme Specialist and under the overall supervision of the UN Women Deputy Country Representative.

Financial arrangements:

Payment will be disbursed upon submission and approval of deliverables and certification by UN Women Programme Analyst that the services have been satisfactorily performed as specified below:

  • Deliverables 1, 2 - 73 %
  • Deliverable 3,4,5 – 27 %
