Background

Uzbekistan is at an important demographic juncture. Today's children and young people, constituting 60% of the population, in 15-20 years will become the largest labour force Uzbekistan has ever had. With the right investments now, today’s bulging youth population can be the generation that takes Uzbekistan to the next level of socio-economic development. Alternatively, a failure to adequately invest in the well-being of today’s children and young people may lead to greater disenfranchisement, hopelessness and higher level of youth unemployment. This in turn could create a breeding ground for discontent, political and social tension and intensify labour emigration, thereby leading to a loss of the precious “demographic dividend”.

Engagement of youth into development and realization of strategies and decisions related to youth wellbeing and their future is critical for building active citizenship and social cohesion. International experience shows that such engagement improves young people's skills, strengthens sense of belonging and enhances civic participation of the future leaders. It also improves governance and social accountability making policies and programmes more effectively tailored to the needs and aspirations of young people.

In this context, in October 2018 the Youth Union and UNICEF jointly launched U-Report, a youth engagement platform. The initiative is supported by the Senate and the Ministry of Public Education, with financial support of Ucell, a mobile operator. U-Report is a global UNICEF project aimed at strengthening youth participation. It is based on innovative, user-centered opinion monitoring tool which enables real-time and anonymous data collection through free SMS, Facebook Messenger, and Telegram. Since the start of the project in October 2018, over 225,000 young people have joined to speak out in online polls on issues that matter to them. This data is used to inform policies and programs of government, civic society, international organizations and youth groups.

Therefore, UNICEF Uzbekistan establishes a roster of local data analysts able to support the Country Office in data analysis, specifically on U-Report poll results and other primary surveys in Youth related public policy analysis, Youth Programmes etc. UNICEF will make extensive use of the roster for eligible consultancy requirements; this is therefore a unique opportunity for any interested and qualified consultants to submit one single application and, if entered into the roster, to be immediately considered for any future assignments by UNICEF in the relevant area of expertise.

Objectives

The objective of this consultancy is to contribute to development of the U-Report questionnaires/ polls and other research instruments and to analyze the brief data collected for Youth Programmes. In particular, data analysts will be involved into analysis of the results of weekly U-Report polls.

UNICEF will develop a pool of pre-qualified high-caliber candidates who can be swiftly selected and fill a requirement through a fast-track contracting process as soon as a need is identified.

Deliverables and timeframe

The national consultant is expected to provide the services, as required, in the period from February 2022 to December 2024.

To analyze data collected for Youth Programmes, the contracted consultant will be briefed and guided on the specificity of each assignments and the methodology to use by the relevant officers of Youth Programmes. Relevant UNICEF documents on preferred methodology will be provided.

The consultant is expected to perform the following tasks for U-Report polls and/or other similar surveys: high quality analytical reports according to the requirements, requested by the supervisor on a case-by-case basis. For the U-Report poll results produced (4-8 pages) in Russian, Uzbek, and English and submitted within 3 working days after receiving the dataset:

Task and Deliverable and Timeframe

1. Clean the database provided - Database is cleaned from all illogical, incomplete answers - 1 day 2. Analyze the data with disaggregation by gender, age, region, occupation and/or other parameters requested - Tables and graphs present the findings clearly, with disaggregation required - 1 day 3. Write report with description of the sample and results obtained accompanied by visual presentation of the data - The report with clear and reader-friendly presentation of the findings is produced, including visualization of data (charts, graphs, etc.) - 2 days 4. Translate report to other languages (optional) - Three versions of the report – Uzbek, Russian, English – are available for dissemination - 2 days

• Excellent written and oral communications skills in Uzbek, Russian and English languages. Data visualization skills is a strong asset (Examination of a previous authentic written work in Uzbek, Russian and English)
• Computer literacy, experience working with web-based applications (such as RapidPro) is an asset

Management

The consultant will work under the supervision of the Youth and Adolescents Development Officer, in close collaboration with the U-Report manager, U-Report Ethical review Focal point, UNICEF Communication and Programme Sections and other relevant specialists of required.

Resource requirements and payments

According to UNICEF policy, the final fees will be set up based on the “best value for money” principle. Payment will be made upon satisfactory completion of the assignment and provision of reports of accomplished tasks and deliverables approved by the supervisor.

The candidates are requested to submit their financial offer consisting of fee for the services to be provided. The Individual Contractor will receive direct payment to his/her indicated bank account in Uzbek Sums based on the UN exchange rate at the date of transaction.

Procedures and Working Conditions

The assignment is performed remotely with occasional meetings in UNICEF Tashkent Office. Consultant is expected to work from home and expected to participate at all required meetings online. Some assignments may require travel within Uzbekistan. Transportation and living costs associated with assignments will be covered by UNICEF, as per its rules and regulations.

The applicants shall be required to submit a statement of good health prior of commencement of work and to take full responsibility for the accuracy of that statement. Consultants are not eligible to participate in the life or health insurance available to UN staff members.

Reservations

UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if deliverable(s) incomplete, not finalized or for failure to meet deadlines. UNICEF will reserve copyright of all developed materials and own primary data collected through this assignment. The materials cannot be published or disseminated without prior written permission of UNICEF. UNICEF will be free to adapt and modify them in the future. The contractor must respect the confidentiality of the information handled during the assignment. Documents and information provided must be used only for the tasks related to these terms of reference.

UNICEF undertakes no liability for taxes, duty or other contribution payable by the consultant on payments made under this contract.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
